DENTON COUNTY'S FIFTH ANNUAL DENTON REVEALED PRESERVATION MONTH 2026 HIGHLIGHTS THE IMPORTANCE OF PROTECTING AND CELEBRATING OUR LOCAL HISTORY.

THIS MASSIVE COMMUNITY-DRIVEN EVENT WILL BRING TOGETHER OVER 1,500 PARTICIPANTS AT THE LEVEE EVENT PLAZA IN IRVING ON SUNDAY, MAY 31ST, 2026 AT 8 A.M.
OUR WALK RUN IS PART OF A NATIONWIDE INITIATIVE SPANNING OVER 100 CITIES WITH OVER 50,000 WALKERS DESIGNED TO FOSTER A SPIRIT OF UNITY IN SERVICE.
BUT MOST IMPORTANTLY, WE WILL WALK WITH A PURPOSE.

AND THIS IS SOMETHING WHERE WE PUT OUR METRICS AGAINST OTHER AND I BELIEVE IT'S 200 OR SO OTHER FLEET OPERATIONS HERE IN THE UNITED STATES.

Solid Waste Contract Amendment - Consider adopting, on second reading, an ordinance amending Ordinance 26-16 of the Town of Flower Mound, Texas which adopted a Solid Waste Franchise Agreement with Allied Waste Services of Fort Worth, LLC dba Republic Services. By adding and defining a new residential green waste service, updating observed holidays, revising rates and pricing for services, modifying customer discount provisions, adjusting the annual capital contribution, and establishing a five-year renewal term. ]

THIS WILL BE OUR SECOND READING THIS EVENING, SO I'LL GO OVER THIS INFORMATION.

SO A LITTLE BIT OF BACKGROUND ABOUT WHY WE'RE HERE TONIGHT.
OUR CONTRACT WITH REPUBLIC STARTED IN 2016.
THIS WILL BE OUR THIRD AND FINAL RENEWAL OF THAT CONTRACT.
WE DO INTEND TO GO TO BID IN 2031.
ONE OF THE REASONS WE'RE HERE TONIGHT IN REFERENCE TO THIS IS TO GO OVER SOME UPDATED PRICING, SOME HOLIDAYS, AS WELL AS SOME ADDITIONAL SERVICES WE'RE LOOKING TO OFFER TO OUR RESIDENTS.
CURRENTLY, WE OFFER RESIDENTIAL TRASH AND RECYCLING ON A WEEKLY BASIS.
WE ALSO OFFER BULK COLLECTION ON A WEEKLY BASIS.
RESIDENTS ALSO GET A ONCE-A-MONTH LANDFILL OPTION WHERE THEY CAN TAKE THEIR OWN UP TO 10 CUBIC YARDS OF TRASH TO THE DUMP.
CURRENTLY, ALL OF THE TOWN FACILITIES ARE SERVICED AT NO CHARGE.
WE CURRENTLY HAVE A SIX-HOLIDAY SCHEDULE WHERE SERVICES ARE NOT RENDERED AND WE ROLL OVER TO THE NEXT BUSINESS DAY.
CURRENTLY THOSE DAYS ARE GOING TO BE NEW YEAR'S, MEMORIAL DAY, INDEPENDENCE DAY, LABOR DAY, THANKSGIVING DAY, AND CHRISTMAS DAY.
REPUBLIC ALSO OFFERS SLUDGE DISPOSAL AT AVAILABLE REQUESTS BY THE TOWN AT THE DEFINED RATES IN THE CONTRACT.
CURRENTLY THE CONTRACT STARTED AT A BASE RATE OF $11.69 WITH A 2.6% ANNUAL INCREASE.
THE CURRENT BASE IS $14.72 A MONTH.
WITH A SENIOR DISCOUNT OF $1.50.
REPUBLIC ALSO CONTRIBUTES JUST UNDER $101,000, WHICH GOES TO OUR CUSTOMER RELATIONS DEPARTMENT SO WE CAN PROVIDE THE SERVICE TO OUR RESIDENTS DIRECT.
CURRENTLY, THEY OFFER SLUDGE DISPOSAL AT $237.19 PER HAUL WITH A $25 PER TON DISPOSAL CHARGE.
THE PROPOSED CHANGES THAT YOU'LL FIND IN THE AMENDMENT ARE WE'RE LOOKING TO REDUCE THE SCHEDULE TO THREE OBSERVED HOLIDAYS.
THOSE HOLIDAYS WOULD BE NEW YEAR'S DAY, THANKSGIVING, AND CHRISTMAS.
WE ALSO HAVE UPDATED SLUDGE TRANSPORTATION AND DISPOSAL RATES.
WE ALSO HAVE AN INCREASED BASE RATE AS WELL AS AN INCREASED ANNUAL ESCALATOR.
WE'VE ASKED REPUBLIC TO INCREASE THE SENIOR DISCOUNT FROM $1.50 TO $2.
AND THIS YEAR'S CAPITAL CONTRIBUTION FOR THE CUSTOMER RELATIONS TEAM WILL BE JUST UNDER $106,000 WITH A 5% ANNUAL INCREASE.
AT TOWN COUNCIL'S DISCRETION, WE'VE ALSO EXPLORED ADDING A GREEN WASTE COLLECTION OPTION TO THIS AMENDMENT.

CURRENTLY, WE ONLY OFFER WEEKLY BULK WITH NO GREEN WASTE, AND WE'RE LOOKING TO ADD A TWICE-ANNUAL GREEN WASTE COLLECTION PROGRAM THAT WILL RUN WHEN BULK IS NOT RUNNING FOR THAT PERIOD.
SLUDGE DISPOSAL, AGAIN, IS AT $237.19 PER HAUL.

WE'RE LOOKING TO OFFER A GREEN WASTE PROGRAM THAT WOULD TWICE A YEAR DIVERT THOSE TO A MULCHING FACILITY SO WE CAN MULCH THOSE BACK INTO THE TO MULCH AND BACK INTO THE COMMUNITY.
WHAT'S NEXT FOR GREEN WASTE FOR THE TOWN? SO AGAIN THE FREQUENCY WOULD BE A TWICE ANNUAL GREEN WASTE COLLECTION.
IT'LL BE ONE MONTH IN THE SPRING, ONE MONTH IN THE FALL.
AND WE'LL SPECIFY THOSE MONTHS BASED ON SEASONAL FACTORS.

RESIDENTS WILL STILL HAVE THE OPTION TO DO CERTAIN THINGS WITH BULK DURING THAT TIME FRAME THE FIRST ONE IS THEY CAN ALWAYS PLACE IT OUT BEFORE THAT PERIOD OR AFTER THAT PERIOD THEY'LL HAVE THE OPTION TO DO A SPECIAL PAID PICKUP ON THEIR PROPERTY IF THEY'D LIKE AND THEN THEY STILL WILL BE ABLE TO TAKE ADVANTAGE OF THAT ONCE A MONTH LANDFILL TRIP.

AND THEN WITH ALL OF THE THINGS THAT WE HAVE, YOUR CARTS ARE AGING, SO WE'RE HAVING TO REPLACE A LOT OF CARTS EVERY MONTH.
LANDFILL COSTS HAVE INCREASED.
SO IT IS A JUMP THIS TIME, BUT WE'LL STAY CONSISTENT SO WE DON'T HAVE TO DO THAT AGAIN.
SO THAT'S REALLY OVERALL TRYING TO KIND OF EVEN THE PLAYING FIELD A LITTLE BIT OUT.
WHEN WE DID A COST COMPARISON OF ALL THE CITIES AROUND YOU, YOU HAVE LANDFILL ACCESS, YOU HAVE ALL THE FREE CONTAINERS THAT THE TOWN GETS, ON TOP OF THE MONEY THAT WE PAY FOR YOUR CUSTOMER SERVICE.
AND THEN YOU ADD, YOU KNOW, YOU JUST PUT ALL OF THAT IN, YOU HAVE AN HHW PROGRAM, WHICH I KNOW WORKS.

THE AVERAGE THAT WE'RE SEEING RIGHT NOW IS ABOUT SOMEWHERE BETWEEN 4.8 AND 5.3.
SO I FELT LIKE BY MEETING IN THE MIDDLE AND LOCKING IN YOUR RATES INSTEAD OF DOING THAT IN CASE SOMETHING HAPPENS TO GO LIKE DISPOSAL GOES CRAZY AS THE LANDFILLS CLOSE, THEN YOU'RE NOT PROTECTED.
AND THAT PERCENT COULD BE AS MUCH AS 8 OR 9 PERCENT.

WE'RE GOING TO ADD ADDITIONAL ROOMS, EXERCISE ROOMS WITH THIS EXPANSION.

I THINK WE LEARNED SOME NEW THINGS AND WE REALIZED WE MIGHT NEED A LITTLE MORE SPACE AND HOW IT WOULD WORK IN THE BUILDING.
LIKE I SAID, THAT WAS MORE OF A HIGHER LEVEL THAN HERE.
THEY WERE REALLY DRILLING DOWN AND CAME UP WITH, I THINK, A WONDERFUL PLAN.
THIS PLAN WAS ALSO VERY, OR THIS STUDY WAS ALSO VERY HELPFUL FOR US WITH THE BLUE RIBBON COMMITTEE.

IT'S GOING TO BE A GREAT ASSET FOR THE COMMUNITY AND LOOK FORWARD TO SEEING THIS THING GETTING BUILT.
