AS JAMES SAID, WE DO IT EVERY 2 YEARS, THE MOST RECENT BEING IN 2023, AND WE'LL BE SEEING SOME COMPARISONS TO OUR 2023 RESULTS AS WELL. THE SURVEY WAS CONDUCTED BY POLCO FROM JUNE 8, 2025, TO JULY 20, 2025. JUST OVER A MONTH, AND THIS IS A SCIENTIFIC SURVEY AS WELL, WHICH IS WHY WE CONDUCTED IT THROUGH POLCO. WHAT THEY DO IS THEY SEND OUT A SALE, THEY SEND OUT A RESIDENT SURVEY TO 3,000 HOUSEHOLDS HERE IN THE TOWN, AND THE MAP ON THE RIGHT-HAND SIDE REPRESENTS THE HOUSEHOLDS THAT THE SURVEY WAS SENT TO. THEY'RE SENT A LETTER, AND FROM THERE, THEY'RE ABLE TO EITHER ANSWER THE SURVEY THROUGH THAT LETTER AND MAIL IT BACK, OR THEY'RE ABLE TO SCAN A QR CODE AND ANSWER IT THAT WAY. IN THE 2025 RESIDENT SURVEY, THERE WERE 411 COMPLETED SURVEYS WITH A 14% RESPONSE RATE, OVERALL, THERE WAS A 95% CONFIDENCE INTERVAL WITH A PLUS OR FOUR MINUS MARGIN OF ERROR, AND THAT 95% MARGIN OF ERROR JUST MEANS THAT IF THE ENTIRE TOWN TOOK THE SURVEY, THE RESULT WOULD BE EITHER PLUS OR -4% OF THE RESULTS YOU'RE GOING TO SEE TODAY. JUMPING INTO THE RESULTS. THE MAIN THING THE SURVEY FOCUSES ON IS THE FACETS OF LIVABILITY. THE FACETS OF LIVABILITY ARE JUST THE DIFFERENT ASPECTS THAT RESEARCHERS HAVE IDENTIFIED AS BEING THE MOST IMPORTANT TO A HIGH-QUALITY COMMUNITY. THESE ARE THE ASPECTS THAT THE RESIDENTS ARE LOOKING FOR IN A HIGH-QUALITY COMMUNITY. THE FACETS OF LIVABILITY INCLUDE SAFETY, ECONOMY, PARKS AND RECREATION, HEALTH AND WELLNESS, AND SO ON. ON THE SCREEN, WHAT YOU'RE SEEING NOW IS THE RESPONSES TO TWO DIFFERENT QUESTIONS: THE QUALITY OF THE FACET ON THE LEFT-HAND SIDE, AND THEN THE IMPORTANCE OF THE FACET ON THE RIGHT-HAND SIDE. WHAT YOU'RE SEEING IS THAT OUR RESIDENTS TEND TO RATE THE QUALITY OF OUR SERVICES OR QUALITY OF OUR LIVABILITY ASPECTS PRETTY HIGHLY, WITH MOST BEING 98, SAFETY, 94, ECONOMY, PARKS AND RECREATION, 92%. THEY TEND TO MATCH UP WITH THE IMPORTANCE, WHICH IS ON THE RIGHT-HAND SIDE OF HOW IMPORTANT IT IS TO THEM. WHAT YOU'RE SEEING AS WELL IS THAT THE DARKER COLORS ON THE SCREEN REPRESENT OUR COMPARISON TO THE NATIONAL BENCHMARK. [00:30:03] SIX OUT OF 10 OF OUR FACES SHOWED THAT THE LIVABILITY WAS HIGHER OR MUCH HIGHER THAN THE NATIONAL COMPARISON. BUT WHAT YOU'LL ALSO NOTICE TOWARDS THE BOTTOM IS THAT THERE WERE A FEW OF OUR FACETS OF LIVABILITY THAT WERE LOWER. THE LOWEST BEING THE MOBILITY, WHICH WAS AT A 15% EXCELLENT OR GOOD RATING AND HAD AN IMPORTANCE OF 74%, INCLUSIVITY AND ENGAGEMENT AT 69% AND MATCHED THAT IMPORTANCE AT 69% AS WELL. THERE IS ROOM FOR IMPROVEMENT IN OUR FACETS OF LIVABILITY. HOWEVER, THE MAJORITY OF OUR FACETS TEND TO BE RATED PRETTY HIGHLY. THEN JUMPING INTO THE QUALITY OF LIFE. THE SURVEY ASKED ABOUT THE DIFFERENT QUALITY OF LIFE AND ITS METRICS THAT GO INTO OBTAINING THAT QUALITY OF LIFE. IN OUR 2025 SURVEY, WE WERE SITTING AT THAT 95% EXCELLENT OR GOOD RATING WHEN IT CAME TO THE QUALITY OF LIFE, WHICH IS PRETTY STANDARD, IN 2023 AND IN 2019. WE WERE SITTING AT A 96% EX GOOD RATING WHEN IT CAME TO QUALITY OF LIFE. AS YOU'LL SEE INDICATED BY THAT STAR ON THE LEFT-HAND SIDE, IT'S HIGHER OR MUCH HIGHER THAN OUR NATIONAL BENCHMARK. WHEN WE COMPARE OURSELVES TO ALL THE OTHER COMMUNITIES THAT TOOK THE SURVEY, OUR QUALITY OF LIFE WAS HIGHER OR MUCH HIGHER. THAT'S PRETTY MUCH CONSISTENT THROUGH THE REMAINING QUALITY OF LIFE MEASURES. OVERALL IMAGE OF THE TOWN, 93%. IT WAS ALSO RECEIVED HIGHER, MUCH HIGHER. THE REMAINING AMOUNT IN FLOWER, WE DID NOT RECEIVE THAT HIGHER OR MORE HIGHER OR HIGHER THAN THE BENCHMARK DISTINCTION, BUT WE WERE SITTING AT THAT 91% EXCELLENT OR GOOD RATING. WE ARE RATED PRETTY HIGHLY ACCORDING TO OUR RESIDENTS IN TERMS OF REMAINING IN FLOWER AMOUNT. RECOMMEND LIVING IN FLOWER MOUND, 97% PLACE TO LIVE, 98%. >> OUR RESIDENTS THROUGHOUT THE YEARS AND IN 2025 RATE THE QUALITY OF LIFE HERE IN THE TOWN PRETTY HIGHLY. THESE ARE SOME OF THE ONES THAT WERE RATED HIGHLY WHEN IT COMES TO OUR TOWN SERVICES. THE HIGHEST BEING OUR FIRE SERVICES, WHICH WAS SITTING AT THAT 96% EXCELLENT AND GOOD RATING, WHICH IS PRETTY STANDARD THROUGHOUT THE YEARS. THE FIRE DEPARTMENT IS CONSISTENTLY RATED PRETTY HIGHLY. RIGHT UNDERNEATH THAT IS ECONOMIC HEALTH AT 94%, AND WHAT YOU'LL SEE IT'S ALSO INDICATED BY THAT STAR ON THE LEFT-HAND SIDE. LESS OF WHAT THE TOWN DOES AND MORE JUST THE RESIDENTS DO ON A DAILY BASIS. THEN ONTO COMMUNITY STRINGS. AS I MENTIONED IN THE BEGINNING SLIDE, THE SURVEY WAS BROKEN DOWN INTO THE FACETS OF LIVABILITY. ONE OF THOSE FACETS WAS SAFETY. [00:35:01] I DECIDED TO HIGHLIGHT THIS FACET BECAUSE A LOT OF OUR METRICS WE'RE SITTING VERY HIGHLY. OUR RESIDENTS TEND TO FEEL VERY SAFE IN FLOWER MOUND. OUR POLICE SERVICES WERE RATED AT A 92% EXCELLENT OR GOOD RATING, AND WE'RE ALSO RANKED NUMBER 13. OUR FIRE SERVICES 96% AND RANKED AT 11, OUR EMS RESPONSE WAS AT 94% EXCELLENT OR GOOD RATING, AND SITTING AT RATE 15, AND THEN THE OVERALL FEELING OF SAFETY IN THE TOWN WAS AT 98%. OUR RESIDENTS RANKED NUMBER 2 ACROSS OUR NATIONAL COMPARISONS. ACCORDING TO OUR SURVEY, OUR RESIDENTS DO TEND TO FEEL VERY SAFE HERE WITHIN THE TOWN. SHOUT OUT TO OUR PUBLIC SAFETY. THEN, ANOTHER FACET THAT I WANTED TO HIGHLIGHT WAS OUR PARKS AND RECREATION. THEY ALSO RECEIVED PRETTY HIGH METRICS ON OUR SURVEY. WE WERE SITTING AT THAT 92% FOR OUR PARKS AND RECREATION OPPORTUNITIES, AND RANKING AT 27, OUR TOWN PARKS WERE AT 90%, OUR PASS AND WALKING TRAILS WERE AT 87%, AND THEN RECREATION PROGRAMS AND CLASSES WERE AT 82%. ACCORDING TO THE SURVEY, OUR PARKS DEPARTMENT ALSO DOES A WELL JOB. ALL OTHER METRICS ALSO RECEIVE THAT HIGHER THAN A NATIONAL BENCHMARK. ACCORDING TO THE SURVEY, A LOT OF THE PARKS AND RECREATION OPPORTUNITIES, OUR PARKS, AND OUR TRAIL SYSTEMS. THEY ARE HIGHER OR OF BETTER QUALITY THAN A LOT OF OUR NATIONAL BENCHMARKS. I THEN WANTED TO HIGHLIGHT SOME OF THE AREAS WHERE WE INCREASE THE GREATEST FROM OUR 2023 SURVEY, AND THAT STARTS OFF WITH SNOW REMOVAL, WHICH WAS SITTING AT 70%, AND THEN FLOWER MOUND AS A PLACE TO RETIRE. I WANT TO GO BACK REAL QUICK. WHILE THE SNOW REMOVAL WAS SEEN AS 70%, IT STILL HAS THAT HIGHER OR MUCH HIGHER DISTINCTION. WHILE IT IS NOT ONE OF THE HIGHEST NUMBERS WE RECEIVED. ACCORDING TO THE BENCHMARKS, WE ARE DOING MUCH BETTER THAN A LOT OF OUR BENCHMARK COMMUNITIES. >> PALLY, WE NEED TO STEP UP OUR SNOW REMOVAL. WAIT FOR IT TO [OVERLAPPING]. THAT WAS ALWAYS MY STRATEGY. >> FLOWER MOUND AS A PLACE TO RETIRE. WE WERE SENDING AT 96% THIS YEAR. PARTIAL RECREATION OPPORTUNITIES, WE ALSO DID INCREASE FOR THAT, SO WE'RE AT 94%, AND THEN VARIETY OF HOUSING OPTIONS WAS ONE OF OUR LOWER MEASURES AT 63%, HOWEVER, IT DID RECEIVE THAT HIGHER THAN THE NATIONAL BENCHMARK COMPARISON. THEN LASTLY, I HAVE THE AREAS THAT DECREASE THE MOST FROM OUR 2023 RESIDENT SURVEY. STARTING OFF WITH STREET REPAIR AT 68%. ONCE AGAIN, ALTHOUGH WE RECEIVED ONE OF THE LOWER REMARKS, WE WERE STILL HIGHER OR MUCH HIGHER THAN OUR NATIONAL COMPARISONS. WE'RE STILL DOING MUCH BETTER THAN THE OTHER COMMUNITIES. QUALITY OF TRANSPORTATION WAS 74% AND WAS DOWN BY 11. STREET CLEANING, WE WERE SITTING AT 77%, BUT WE'RE STILL GETTING THAT HIGHER OR HIGHER RATING. EASE OF WALKING, 57%, OPPORTUNITIES TO ATTEND SPECIAL EVENTS, 70%, BUT I HEAR WE'RE GETTING A NEW EVENT COMING UP, SO LET'S SEE HOW THAT ONE DOES. THEN VIBRANCY OF DOWNTOWN COMMERCIAL AREAS WAS AT 15%, WHICH WAS DOWN SEVEN POINTS FROM OUR 2023 SURVEY. FROM OUR AREAS, THE GREATEST DECREASES, A LOT OF THE AREAS THAT NEED MORE FOCUS WERE MORE IN OUR MOBILITY AND INFRASTRUCTURE, AND EVENTS, ON AREAS TO IMPROVE. HOWEVER, A LOT OF THEM WERE STILL HIGHER OR MUCH HIGHER THAN THE BENCHMARK, AND NONE OF THEM WERE TECHNICALLY LOWER. THERE IS THAT SIMILAR DISTINCTION, SO THAT JUST MEANS THEY COMPARE ON THE SAME LEVEL TO A LOT OF OUR NATIONAL BENCHMARKS. THEN, IN ADDITION TO A SCIENTIFIC SURVEY THAT WE PUT ON, WE ALSO DO AN ONLINE OPEN PARTICIPATION SURVEY. THIS ONE, WE JUST PUT A LINK OUT, AND PRETTY MUCH ANY RESIDENT CAN FILL OUT THIS SURVEY. FROM THERE, I JUST WANTED TO POINT OUT OUR QUALITY OF LIFE METRICS. IN OUR 2025 OPEN PARTICIPATION SURVEY, WE WERE SITTING AT THAT 91% EXCELLENT OR GOOD RATING, WHICH IS STILL LOWER THAN OUR PREVIOUS, BUT STILL WITHIN THAT MARGIN OF ERROR. OVERALL IMAGE OR REPUTATION WAS SITTING AT THAT 89%, [00:40:02] REMAINING IN FLOWER MOUND, 89%, RECOMMEND LIVING IN FLOWER MOUND, 91% AND THEN PLACE TO LIVE AT 95%. WHILE OVERALL QUALITY OF LIFE DID DECREASE, IT WAS STILL WITHIN THAT MARGIN OF ERROR, AND THE REMAINING METRICS DID INCREASE FROM OUR 2023 SURVEY. FILTRATION IS ONE OF THE LAST PROCESSES FOR THE TREATMENT PLANT, AND SO WE FILTERED THE EFFLUENT WATER BEFORE IT GOES OUT TO BAKER'S BRANCH, IS WHAT IT IS. WE'LL BE LOOKING AT DOING FULL REPLACEMENT OF THE FILTRATION SYSTEM. IT IS NEARLY GETTING CLOSE TO A DECADE PAST ITS SERVICE LIFE. WE'VE DONE A LOT OF PREVENTIVE MAINTENANCE, AND WE'VE REALLY EXTENDED THE SURFACE LIFE BECAUSE OF THAT. BUT RIGHT NOW, WE HAVE A LOT OF OBSOLETE PARTS. WE ALSO HAVE A LOT OF COSTLY REPAIRS WHEN IT'S NECESSARY BECAUSE OF THOSE OBSOLETE PARTS. THAT IS A BIG PART OF IT, DUE TO THE AGE OF THE PARTS AND CONTROLS, THINGS BECOME COSTLY WHEN THEY'RE OBSOLETE. EXISTING FILTERS ARE PRONE TO TEARING.
