BUT I KNOW MANY OF US FEEL A DESIRE TO HELP IN ANY WAY WE CAN. THE TOWN SHARED SOME INFORMATION FROM THE CITY OF KERRVILLE ON OUR FACEBOOK PAGE YESTERDAY. THERE YOU CAN FIND INFORMATION ON HOW TO MAKE MONETARY DONATIONS OR ADD YOUR NAME TO A VOLUNTEER LIST. OUR HEARTS ARE HURTING AT THIS TIME FOR THESE FAMILIES WHO HAVE LOST LOVED ONES. THIS INCLUDES A LOCAL DENTON COUNTY COUPLE, THE RAMSEYS, WHO ALSO HAVE PROPERTY HERE IN FLOWER MOUND. THEY WERE CAMPING IN THE AREA AND ARE STILL MISSING. PLEASE CONTINUE TO KEEP THEM IN YOUR THOUGHTS AND PRAYERS. WE ARE ALSO THINKING OF THE RESIDENTS OF OUR COUNTERPARTS AND THE LOCALITIES AFFECTED, WHO HAVE A LONG ROAD OF REBUILDING AHEAD. WE HAVE A NEIGHBOR WHO HAS A HISTORY OF REPEATEDLY TRAINING DANGEROUS DOGS THAT HAVE ATTACKED PEOPLE, PETS, AND MOST RECENTLY, LIVESTOCK. TOO MANY HORSES. OUR NEXT DOOR NEIGHBOR WERE ALMOST MAULED TO DEATH A FEW WEEKS AGO. THIS IS A PATTERN, NOT AN ACCIDENT. AND THERE ARE ZERO CONSEQUENCES FOR THE DOG OWNERS IN THE CITY OF FLOWER MOUND. THESE INDIVIDUALS NEED TO BE HELD RESPONSIBLE FOR THEIR ACTIONS. THE LACK OF ENFORCEABLE LAWS HAS ENCOURAGED THESE PEOPLE TO SIMPLY GET NEW DOGS AND START THE PATTERN OVER AGAIN. WE NEED TO IMMEDIATELY REFORM FLOWER MOUND´S DANGEROUS DOG LAWS. REAL PENALTY FOR REPEAT OFFENDERS. STRICTER ENFORCEMENT AND PROTECTION FOR OUR FAMILIES. WE CAN'T WAIT FOR CHILDREN OR OTHER PEOPLE TO BE NEXT. WE NEED ACTION BY THE CITY OF FLOWER MOUND. I HAVE A NINE YEAR OLD DAUGHTER WHO LOVES TO PLAY NEXT DOOR WITH THE HORSES FREQUENTLY. WHAT MAKES THIS SITUATION EVEN WORSE IS THAT FLOWER MOUND ANIMAL CONTROL AND THE POLICE DEPARTMENT HAVE BEEN AWARE OF THE SITUATION OF WHAT'S GOING ON IN THAT HOUSE AND THE PROPERTY NEXT TO ME FOR YEARS. I WOKE UP THAT MORNING JUST BEFORE 6 A.M.. I HEARD COMMOTION COMING FROM MY HORSE BARN. I RAN OUT TO FIND TWO DOGS ATTACKING MY MINIATURE HORSES, JUMPING UP, HOLDING ON TO THEIR THROATS, THEIR CHEEKS AND THEIR LIPS. THIS IS A MINIATURE HORSE, WHAT'S LEFT OF HER. NEEDLESS TO SAY, EVERYTHING WAS COVERED IN BLOOD. THIS WASN'T TWO DOGS THAT JUST GOT OUT AND WANTED TO WANDER AROUND. THEY LOOKED LIKE THEY KNEW WHAT THEY WERE DOING AS THEY WERE TRAINED TO FIGHT. THEY VIEWED MY MINIATURE HORSES AS BAIT DOGS. HERE'S A FEW THINGS I LEARNED ABOUT THE PROCESS AS I'VE BEEN GOING THROUGH IT THE LAST THREE WEEKS WITH ANIMAL CONTROL AND THE POLICE DEPARTMENT. I HOPE YOU TAKE THIS VERY SERIOUSLY AND INVESTIGATE FURTHER, AS WE'VE RECEIVED NOTHING BUT LIP SERVICE FROM BOTH AGENCIES. OUR ANIMAL CONTROL ORDINANCES ARE VERY WEAK. THE JUDGES GAVE THE OWNERS OF THE DOGS THE OPPORTUNITY TO GET THESE DOGS BACK. SHOULD A DOG CAPABLE OF DOING THIS TO A 250 POUND HORSE BE RELEASED BACK INTO SOCIETY. I LOVE ANIMALS, BUT I DON'T THINK SO. WE NEED OUR ORDINANCES TO BE STRICTER. AS GAVIN SAID, THIS PROPERTY IS A REPEAT OFFENDER OF THE ANIMAL ORDINANCES. BUT WHAT'S EVEN MORE MADDENING IS WHEN WE CALL ANIMAL CONTROL ON THIS PROPERTY, THEY PROUDLY BOAST. THEY KNOW THIS PROPERTY. THEY KNOW THE DOGS, THEY KNOW THE OWNERS, BUT THEY'RE NOT COMING OUT TO DO SOMETHING. SINCE THIS INCIDENT, RESIDENTS OF THE COMMUNITY HAVE TOLD ME THEY TOO HAVE CALLED ANIMAL CONTROL AT TIMES WHEN THE DOGS HAVE BEEN OUT AND CHASED THEM AS THEY WERE WALKING BY. ANIMAL CONTROL SAID, WELL, THERE'S NOTHING WE CAN DO AND WE'RE NOT GOING TO COME OUT. I WANT TO KNOW WHAT KIND OF FOLLOW UP IS OUR ANIMAL CONTROL DOING AFTER A DOG IS DEEMED DANGEROUS? THERE ARE THINGS THAT THEY ARE REQUIRED TO DO, AND IT'S A VIOLATION OF THEIR COURT ORDER IF THEY DO NOT DO THEM. THE RESPONDING ANIMAL CONTROL OFFICER TO MY CASE ATTENDED THE DANGEROUS DOG HEARING. HE WAS EMBARRASSINGLY UNPREPARED, COULD NOT ANSWER SIMPLE QUESTIONS THAT THE JUDGE HAD ASKED HIM. I WAS EMBARRASSED FOR HIM. ANOTHER ISSUE IS, MANY TIMES THE POLICE ARE CALLED WHEN THE DOGS ARE OUT BECAUSE IT MAY BE AFTER HOURS. I KNOW THIS FOR A FACT BECAUSE, ONE EVENING I WAS CHARGED BY THE DOGS EARLY EVENING. ANIMAL CONTROL WAS NOT IN. THE RESPONDING POLICE OFFICER SAID THERE WAS NOTHING HE COULD DO. [00:20:06] A FEW HOURS LATER, THOSE SAME DOGS BIT A 17 YEAR OLD BOY. IN FACT, THE RESPONDING OFFICER TO MY SITUATION SUGGESTED WE TAKE THOSE DOGS BACK UP TO THE OWNER AFTER SEEING ME AND MY HORSES COVERED IN BLOOD. NOW, THE GOAL OF THIS PROGRAM IS TO ENCOURAGE RESIDENTS TO PLANT TREES ON THEIR OWN PROPERTY, AND TO PROVIDE A REBATE FOR THOSE TREES THAT THEY PURCHASE AND PLANT DURING THIS SPECIFIED TIME. SO FIRST OFF, RESIDENTS THAT WANT TO PARTICIPATE IN THIS PROGRAM WILL HAVE TO PLANT THIS [00:30:03] TREE IN FLOWER MOUND. SO THIS PROGRAM IS FOR FLOWER MOUND RESIDENTS TO PLANT ON FLOWER MOUND PROPERTY, AND THEY'LL ALSO HAVE TO HAVE A UTILITY ACCOUNT. THEY DO NOT HAVE TO BE THE PROPERTY OWNER, BUT THEY DO NEED TO HAVE PROPERTY OWNER PERMISSION TO PLANT. SO THE TREE SIZES, THERE'S A MINIMUM OF A FIVE GALLON REQUIREMENT TO START OFF THIS PROGRAM. LET'S SAY YOU HAVE A $30 REDBUD THAT YOU'D LIKE TO PLANT. THAT'S FIVE GALLONS. YOU CAN GET A REBATE FOR THAT $30. WE'RE JUST SAYING THAT THE MAXIMUM REBATE YOU CAN RECEIVE, 4 OR 5 GALLON OR 15 GALLON IS THESE REBATED TIERS.
