I'M AN ORDINARY GUY, HAVE AN ACRE OF LAND, AND I'VE LIVED THERE FOR LONG ENOUGH TO REALLY APPRECIATE THE TREES AND THE WILDLIFE THAT ARE AROUND ME, AS WELL AS THE FEEDER CREEK THAT COMES IN FROM ABOVE ME, FROM THE CROSS TIMBERS AREA.
AND WHAT I'M REALLY HOPING IS THAT THE TOWN IS LOOKING AT THE DRAINAGE SITUATION FROM A POINT, FROM POINT OF VIEW THAT ADDRESSES THE CONSERVANCY OF WHAT WE HAVE ALL OUR TREES, THE WHOLE THING.

I'M HERE TODAY TO BRING YOUR ATTENTION TO THE DRAINAGE ISSUES THAT EXIST AND HAVE EXISTED FOR MANY YEARS IN THIS NEIGHBORHOOD. SEVERAL YEARS AGO, I BROUGHT THIS ISSUE TO THE TOWN ENGINEER, AND THEIR SOLUTION WAS TO DIG A DITCH ALONG SURVEYORS ROAD, WHICH IS NOW SILTED IN AND NO LONGER CONVEYS WATER AS IT WAS INTENDED. I THINK I HAVE A SLIDE.
YOU CAN SEE ON THIS MARKED UP SURVEY ALL THE RED AREA, THIS IS OUR PROPERTY WHICH IS DIAGONALLY ACROSS ALL THE RED AREA IS THE AREA THAT FLOODS AFTER EVERY HEAVY RAIN.
WE WE BROUGHT THIS TO THE ATTENTION OF THE DENTON COUNTY APPRAISAL DISTRICT, AND THEY REDUCED OUR PROPERTY, USABLE PROPERTY TO ONE ACRE FROM 2.14 ACRES. SO THIS HAPPENS ALL THE TIME.
AND THIS WE HAVE A 51% OF THE LAND IS NOT USABLE ON OF OUR LAND.
AND THIS IS FROM FLOODING AND FAILED STORM WATER DRAINAGE.
AND IT COMES FROM THAT PROPERTY AS WELL, FROM WHAT IS TO BE KNIGHT'S LANDING.
IT CROSSES THE ROAD AND COMES OVER BECAUSE IT DOESN'T IT JUST DRAINS DOWN SURVEYORS LANE.
MY HOME IS CONTINUALLY SURROUNDED DURING AND AFTER HEAVY RAIN AND PONDING ON BOTH THE FRONT AND THE BACK, AS WELL AS ALONG THE ROADSIDE AS YOU CAN SEE.

IS THE TOWN WILLING TO TAKE ON THE RESPONSIBILITY IF APPROVAL IS GIVEN TO THIS PROPOSED DEVELOPMENT AND THE DRAINAGE PROBLEM IS NOT SOLVED OR EXACERBATED? SO I ASK THAT YOU PLEASE LOOK INTO CORRECTING THE ENTIRE DRAINAGE SOLUTION IN THIS AREA.

AND THEN ALSO IN THE EVENINGS, THERE'S HIGH PEDESTRIAN ACTIVITY WITH PEOPLE GOING ON WALKS AND SUCH.
AS WELL AS ON FLOWER MOUND ROAD PEOPLE TEND TO SPEED A LOT SO THERE ARE VERY MANY SPEEDING CONCERNS.
AND BY IMPLEMENTING A SIGNAL, WE WOULD ALSO ALLEVIATE THE STRESS THAT CAUSES.

SEVEN YEARS AGO, IN FEBRUARY 2018, THE SECOND WEEK WE WERE THERE, WE EXPERIENCED FOR THE FIRST TIME WHAT WE CALL THE RIVER, THAT ROUTINELY COMES RUSHING THROUGH OUR BACKYARD FOLLOWING BIG RAINSTORMS. SEVEN MONTHS LATER, THAT RIVER GREW WIDER THAN WE HAD EVER SEEN IT AND EVENTUALLY ROSE UP INTO THE YARD, FLOWED INTO OUR POOL, AND THEN UP INTO THE TWO BACK ROOMS OF OUR HOUSE.
WE LEARNED THEN THAT WE DIDN'T HAVE FLOOD INSURANCE.
WE WOULDN'T HAVE IMAGINED WE WOULD HAVE NEEDED IT AND HAD TO COVER THE REPAIR COSTS OURSELVES.

THOSE SNAKES PROTECTED OUR TWO BACK DOORS AND THE WATER CAME WITHIN INCHES OF THE POOL AGAIN.
IT RISES IN A DELAY AFTER THE RAINFALL, AS THE RUNOFF FROM THE YARDS UPSTREAM FROM US, AND THE STREETS AND HOMES WELL BEYOND US SEEM TO ALL END UP FLOWING THROUGH OUR YARD. THERE'S BEEN A QUOTE OF HOW MANY ACRES ARE UP IN THAT HIGHER LAND THAT FLOW THROUGH MY BACKYARD.
I UNDERSTAND YOU ALL HAVE ALL HAVE PREVIOUSLY APPROVED A 2026 PROJECT OF REPLACING THE CULVERT THAT CROSSES SUNSET ROAD, WHICH IS ONE YARD BEYOND OURS. BUT IT DOESN'T SOUND LIKE THAT PLAN INCLUDES INCREASING THAT CULVERT CAPACITY, WHICH I KNOW IS CRITICALLY NEEDED PART OF THE IMPROVEMENT.
