WITH THIS IN MIND, I WOULD LIKE TO PROPOSE AN INITIATIVE FOR 2025 CALLED PLANT A TREE. [00:10:06] THE GOAL WOULD BE TO ENCOURAGE EVERY COMMUNITY MEMBER TO PLANT A TREE IN FLOWER MOUND THE TOWN COUNCIL , COULD COLLABORATE WITH LOCAL FUNDRAISERS AND CHARITABLE ORGANIZATIONS TO OFFER FREE TREE SAPLINGS TO RESIDENTS WHO MAY BE UNABLE TO AFFORD THEM. ENSURING THAT EVERYONE CAN PARTICIPATE IN THIS IMPORTANT EFFORT. NOT ONLY WOULD THIS INITIATIVE HELP BEAUTIFY OUR TOWN, BUT IT WOULD ALSO MAKE A MEANINGFUL CONTRIBUTION TO OUR ENVIRONMENT BY INCREASING THE TREE CANOPY AND PROMOTING SUSTAINABILITY. THIS SUCCESS, HOWEVER, HAS COME WITH SIGNIFICANT CHALLENGES. OUR GAMES AND PRACTICES RELIED HEAVILY ON THE GRACIOUS SUPPORT OF LISD, PARTICULARLY DOCTOR LORI RAPP, WHO ALLOWED US TO USE DIXON FIELD AND EVEN RENT FLOWER MOUND HIGH SCHOOL FOR OUR CHAMPIONSHIP GAMES. THESE FACILITIES WERE CRITICAL TO OUR SEASON'S SUCCESS, BUT THEY CAME AT A COST. NEARLY 25% OF OUR TOTAL EXPENSES OR OVER 25% OF OUR TOTAL EXPENSES. WHILE WE ARE GRATEFUL FOR THE PARTNERSHIP WITH LISD, THIS FINANCIAL STRAIN HIGHLIGHTS THE NEED FOR ADDITIONAL FIELD AVAILABILITY AND RESOURCES TO ENSURE WE CAN FOCUS MORE ON OUR KIDS, RATHER THAN LESS ON THE LOGISTICS OF SECURING FIELDS. AT THIS TIME, FMYFA IS AT CAPACITY IN OUR FIRST YEAR, ADDING EVEN ONE MORE TEAM WOULD REQUIRE US TO DOUBLE OUR RESOURCES. WE ARE ALREADY STRETCHED THIN. NOW, IN A FOOTBALL OBSESSED STATE LIKE TEXAS AND A TWO HIGH SCHOOL FOOTBALL TOWN LIKE FLOWER MOUND, YOU'D THINK IT WOULDN'T BE TOO DIFFICULT. UNFORTUNATELY, IT WAS AND CONTINUES TO BE FOR A NUMBER OF DIFFERENT REASONS. WE'RE HOPING THAT SOME OF THE RECOMMENDATIONS BROUGHT FORTH BY THE BLUE RIBBON BOND COMMISSION, ALONG WITH EXISTING TOWN FACILITIES, WILL HELP OPEN UP SUITABLE OPPORTUNITIES FOR US TO FIND FIELDS NOT JUST FOR GAMES, BUT PRACTICES AS WELL. FORTUNATELY, THIS PAST YEAR WE WERE ABLE TO MAKE THINGS WORK OUT, BUT NOT WITHOUT EXPERIENCING HIGH COSTS AS ROBBIE SPOKE ABOUT, AND VERY FEW LIMITED OPTIONS. UNFORTUNATELY, THAT IS NOT SUSTAINABLE. SPECIFICALLY, WE TALKED QUITE A BIT ABOUT TRAILS AND TRAIL PROJECTS AND THINGS OF THAT NATURE. SO BOTH CHUCK AND JOHN ARE GOING TO TAG TEAM THIS ITEM. WE'RE GOING TO REVISIT SOME OF THE QUESTIONS THAT WE HAD OUTSTANDING FOR THE TRAILS SPECIFICALLY JUST HOW THE ENTIRE SYSTEM WORKS TOGETHER. WE'RE ALSO GOING TO TALK A LITTLE BIT MORE ABOUT THE FLOWER MOUND ROAD SECTION OF IT. WE ALSO HAVE ALL THE PROJECTS ITEMIZED, SO WE WANTED TO BE ABLE TO REVISIT SOME OF THOSE QUESTIONS THAT YOU HAD ON THAT, TAKE ANY ADDITIONAL FEEDBACK FROM YOU ALL. AND THIS ONE WITH I GOT TO THANK BRENNAN PELTIER, OUR PARK DEVELOPMENT MANAGER. HE HELPED ME WITH SOME OF THESE SLIDES AND WHAT HE DID HERE IS HE SHOWED WE HAVE THE FIVE DIFFERENT TRAIL SEGMENTS MINUS THE ONE OUT WEST THAT ONE'S NOT ON HERE, BUT WE HAVE THE ONE HERE. THAT WOULD BE THE SHADOW RIDGE TO THE MIDDLE SCHOOL AND BLUEBONNET ELEMENTARY HERE, THE GREEN ONE AND THEN THE ORANGE ONE IS THE FLOWER MOUND ROAD. THIS NAVY ONE IS A TIMBER CREEK TRAIL THERE FROM VICKERY UP TO GASTON. AND THEN WE HAVE THE BLUE, WHICH IS THE LONG PRAIRIE GASTON PARK TO LONG PRAIRIE. I'M SORRY. THAT SHOULD HAVE SAID RUSTIC TIMBERS THERE AND THEN THE RED ONE IS THE 407. AND WHAT I WANTED TO SHOW YOU ON THIS ONE I KNOW I THINK WE HAD TALKED ABOUT KIND OF CONNECTIVITY AND LOOPS IN WITH THE 407 ONE AND THIS ONE TO POINT OUT SOME RIGHT HERE. WE IF THIS 407 ONE WAS TO BE IN THE BOND AND PASSED, WE WOULD BE ABLE TO DO A LOT OF THE TRAIL, THE MISSING GAPS AND THINGS ON THIS SEGMENT. AND THAT WOULD CREATE SOME LOOPS HERE WHICH THIS IS ALREADY EXISTING. IT DOES GO DOWN BELOW EIGHT FEET HERE THROUGH THE NEIGHBORHOOD. BUT THEN YOU COME BY DIXON PARK AND YOU GET TO GO DOWN DIXON AND THEN COME UP STONE HILL FARMS. SO THAT WOULD BE A NICE LOOP THERE. AND THEN IF THE 2499 ONE WENT THROUGH, YOU'D HAVE AN EVEN LONGER LOOP. I THINK THIS ONE WOULD BE ABOUT FOUR MILES LONG. WE WOULD NEED THE DEVELOPMENT TO COME IN HERE TO GET THAT FINISHED UP AS WELL. AND THEN THEY'LL ALSO BE IF WHEN THAT DEVELOPMENT COMES THROUGH THERE WILL ALSO BE A NORTH SOUTH CONNECTION THROUGH THERE, CREATING A LOT OF DIFFERENT LOOPS IN THIS. THIS SECTION OVER HERE IS ALREADY DONE. SO WITH THE EXCEPTION, I THINK OF A LITTLE PIECE RIGHT IN HERE. BUT THERE IS A LITTLE SIDEWALK WHERE YOU CAN GET THROUGH THE HOMEOWNER. I THINK [INAUDIBLE], HE WAS ONE OF OUR PARKS BOARD MEMBERS, LIVES RIGHT THERE ON THAT CORNER. BUT ANYWAY AS FAR AS CONNECTIVITY GOES OBVIOUSLY THIS WILL GET YOU TO ONE SIDE OF THE TOWN TO THE OTHER. OVER HERE IN DOUBLE OAK, COPPER CANYON, AND GET YOU TO CHINN CHAPEL PARK, THESE TRAILS. IF WE DO THIS TRAIL, IT'S ALSO GOING TO GIVE US ACCESS TO THE WHITE LAZY DAISY AND THEN THE INDIAN BLANKET TRAIL SEGMENTS. WHITE LAZY DAISY IS GOING TO BE MORE ON THIS SIDE OF TOWN, AND THE INDIAN BLANKET IS GOING TO BE ON THE WEST SIDE. ALSO WILL HELP CONNECT FOLKS TO VARIOUS PARKS. YOU HAVE THE DIXON PARK CHAPEL, WHICH I MENTIONED, PRAIRIE TRAIL, GRAND PARK, AS WELL AS DIXON ESTATES, THE NEW ONE GOING IN. THEY'RE GOING TO HAVE A PARK IN THERE. IT'S GOING TO BE PRIVATELY MAINTAINED BUT PUBLICLY ACCESSIBLE. AND THAT'S UNDER CONSTRUCTION RIGHT NOW, AS WELL AS THE FUTURE WHYBURN DEVELOPMENT. SO IT'LL BE ABLE TO GET FOLKS TO ALL THOSE DIFFERENT PARKS OR TO TRAILS TO THAT WILL LEAD YOU DOWN TO THOSE DIFFERENT PARKS. SO THAT'S KIND OF THIS AREA UP HERE. ONE OTHER THING, A COUPLE OTHER THINGS TO POINT OUT. IF THIS GETS DONE YOU KNOW, AND THEN WHEN THIS DEVELOPMENT GOES IN, WE'LL HAVE A NICE LONG, STRAIGHT, CONTINUOUS TRAIL SEGMENT THAT WILL ALSO RUN DOWN THIS WAY, AND THEN YOU'LL BE ABLE TO CUT THROUGH THE RIVERWALK. THEN GO TO LEONARD AND HELEN JOHNS AND TAKE THAT ALL THE WAY DOWN THROUGH RUSTIC TIMBERS AND THEN ALL THE WAY TO VICKERY, [00:40:02] WHICH WOULD BE A REALLY NICE LONG SEGMENT SEVEN PLUS MILES FOR FOLKS. SO BUT WE'RE MAKING PROGRESS THESE FIVE DIFFERENT PROJECTS WILL DEFINITELY HELP WITH THAT IF WE'RE ABLE TO GET THOSE DONE. ANOTHER SEGMENT THAT'S NOT SIX FEET AND UNDER. AND THEN RIGHT HERE WE HAVE THE TRAIL, AND THEN WE HAVE A SEGMENT HERE AT THE VERY END THAT'S WAITING ON DEVELOPMENT TO OCCUR BEFORE THAT WOULD GET BUILT. SO THERE'S CURRENTLY NOTHING THERE RIGHT NOW. SO THAT'S WAITING ON IT. AND THEN I JUST WANTED TO SHOW YOU GUYS SOME PICTURES I TOOK THE OTHER DAY. THIS MAINLY IS ON THE EASTERN SIDE OF THAT BIG SEGMENT THAT I WAS SHOWING YOU, CLOSER TO THE MOUND AND EAST. IT'S IN PRETTY BAD SHAPE OVER THERE. IT DEFINITELY NEEDS SOME WORK. AND THEN WE HAVE SOME AREAS GOING BACK TO THE WEST, ON THE WEST SIDE OF THE MOUND WHERE WE HAVE SOME SINKING OF THE TRAIL. AND IT'S A MAINTENANCE ISSUE AND COLLECTS SILT AND STUFF LIKE THAT AFTER HEAVY RAINS. AND HOPEFULLY THIS HELPS PROVIDE SOME CONTEXT OF WHAT YOU GUYS WERE ASKING FOR ON THURSDAY. SO, CHUCK, I MEAN, I HAVE SOME RESERVATIONS, LIKE WE SAID ON THURSDAY, ABOUT USING THE BOND FUNDS TO, YOU KNOW, TAKE AN EXISTING SIDEWALK AND MAKE IT AN IMPROVED SIDEWALK. I DON'T HAVE ANY RESERVATIONS ABOUT MAKING THOSE CONNECTIONS. SO JUST THIS PROJECT SPECIFICALLY, I THINK WHAT WE GOT TO AFTER THAT DISCUSSION WAS THE BOND IS COULD INCLUDE THESE SEGMENTS THAT YOU'VE SHOWN US, BUT IT'S NOT NECESSARILY WE'RE NOT OBLIGATING OURSELVES AT THIS POINT TO USE IT ONLY ON THOSE HIGHLIGHTED AREAS. WE STILL HAVE MORE ADDITIONAL DISCUSSION THAT CAN HAPPEN IF THE VOTERS APPROVE THE BOND ON EXACTLY WHICH PARTS OF THE TRAIL THAT WE WANT TO DO THIS ON. I BELIEVE SO I WOULD DEFER TO JOHN. YEAH. YES. SO THIS ALSO ALLOWS US IF THERE'S GRANT OPPORTUNITIES OR THINGS LIKE THAT. AND THAT'S ONE OF THE BIG REASONS SO THAT WE DON'T TIE OURSELVES TO SPECIFIC NUMBERS AND SPECIFIC PLACES. OKAY. SO PROCESS WISE, AFTER THE, YOU KNOW, THE VOTERS WILL BE DECIDING WHETHER OR NOT THEY WANT TO INVEST IN TRAILS, PARKS AND THOSE FACILITIES THE CAC. ONCE THAT IF THAT VOTERS APPROVE IT, THEN HOW IS THE PROCESS GOING TO WORK IN TERMS OF MAKING THAT DETERMINATION? SURE. SO WE'LL COME BACK TO YOU WITH A LIST OF CAPITAL PROJECTS THAT ARE ENGINEERING READY TO BID OUT AND DESIGN. WHEN WE TALK ABOUT OUR ANNUAL DEBT ISSUANCES, WE'LL LIST THOSE PROJECTS OUT. WE'LL GET YOUR APPROVAL FOR THOSE IN THE ABILITY TO GO OUT AND ISSUE THOSE BONDS. AND SO IT WILL HAPPEN IN TRANCHES. SO THIS IS A FIVE YEAR PROGRAM. SO WE'LL BRING YOU SO MUCH EACH YEAR THAT'LL BE BASED ON TAX RATE CAPACITY. AND WE'LL DISCUSS A LOT OF THAT DURING THE BUDGET TIME. SO THERE WILL BE A BUDGET DISCUSSION. AND I THINK WHAT YOU'VE COMMUNICATED IS JUST CONTINUE TO ENGAGE AND REPORT AND ULTIMATELY MAKE A DECISION ON THAT. AND I THINK WHAT'S IMPORTANT THAT WE DELINEATE IS, IS THAT IS IS THE FOCUS ENSURING THAT THOSE BOND FUNDS ARE PUT ON MEANINGFUL TRAIL PROJECTS VERSUS ARE WE TRYING TO LOWER THE AMOUNT? AND I THINK THAT CLARITY WILL BE VERY HELPFUL, BECAUSE IF WE'RE GOING TO GET TO A SUBSEQUENT SLIDE THAT HAS SOME ESTIMATES ON THERE, WE CAN START ESTIMATING HOW WE CAN BRING THAT AMOUNT DOWN. BUT THE IDEA IS THAT IF THERE'S NOT A CONCERN WITH THE NUMBER, JUST HOW IT'S HOW IT'S INVESTED. I MEAN, WE UNDERSTAND WE'RE NOT GOING TO JUST ALL OF A SUDDEN DO FLOWER MOUND ROAD AND NOT TELL YOU, WE UNDERSTAND THAT THERE'S GOING TO BE SOME ENGAGEMENT AND SOME FOLLOW UP THAT WE HAVE TO DO WITH IT. SO FROM MY PERSPECTIVE, THE I DEFINITELY THE TRAILS ARE MY NUMBER ONE PRIORITY IN THIS BOND. BUT AS A VOTER, I DON'T KNOW THAT I JUST WANT TO UPGRADE SIDEWALK. I WANT TO MAKE CONNECTIONS INTO NEW AREAS THAT NEED IT. SO I'M NOT TRYING TO LOWER THE NUMBER. I'M JUST TRYING TO MAKE SURE WE INVEST IT IN THE RIGHT PLACES. CHRIS. YEAH. I MEAN, I AGREE, I JUST DON'T WANT TO HAVE LINE ITEMS IN THERE THAT WE DON'T HAVE A CLEAR DIRECTION FOR. AND I FEEL LIKE THIS ONE IT SEEMS LIKE SOME OF THE SIDEWALK IS QUITE READY TO BE REPLACED. SO IF WE CAN IDENTIFY OTHER AREAS THAT WE CAN INVEST IN JUST TO COMMUNICATE THAT TO THE COMMUNITY, BECAUSE I JUST DON'T I DON'T FEEL LIKE THE SHOWING IT AS WE'RE REPLACING ALL 30 40 SIDEWALK IS THE BEST APPROACH. AND I KNOW WE HAVE SOME FLEXIBILITY TO CHANGE IT WHEN WE DO GET THESE APPROVED, BUT I JUST WANT TO HAVE A CLEAR DIRECTION OF WHAT THE INTENTION OF THE FUNDS WOULD POTENTIALLY BE USED FOR. AND I THINK THAT'S UNDERSTOOD. AND WE CAN CERTAINLY DO THAT AS WE GO INTO THE MEETING ON THE ON THE THIRD AS TO, YOU KNOW, WE CAN GIVE SOME SPECIFICITY AS FAR AS WHAT WE'RE TRYING TO ACCOMPLISH. IT TIES TO WHAT CHUCK PRESENTED ABOUT CREATING THOSE LOOPS AND THOSE CONNECTIVITY AND MORE CONTIGUOUS SEGMENTS. BUT THEN WE WANT TO JUST PUT AN EMPHASIS THAT WE WANT TO CONTRIBUTE TO OFF STREET TRAILS AND ITEMS LIKE THAT. AND SO THE GOOD THING IS WE MOVE FORWARD, THOSE OPPORTUNITIES WILL PRESENT THEMSELVES, AND WE HAVE THAT AUTHORIZATION TO MOVE FORWARD WITH IT. SO THERE'S NOT A COMPONENT. I WANT TO MAKE SURE THERE'S SOME CLARITY ON THAT, THAT IF THIS IS AUTHORIZED THIS MONEY ISN'T SITTING. WE CAN UTILIZE IT TO GO TOWARDS THOSE INITIATIVES. AND I THINK THE OTHER THING, TO YOUR POINT, COUNCILMAN SCHIESTEL, IS THAT THESE SEGMENTS HERE, IF THERE'S A DETERMINATION THAT THERE'S SIDEWALK, THERE'S A MEANS TO ADDRESS THOSE. SO I DON'T WANT TO CREATE A PERCEPTION THAT SOMEHOW WITHOUT THE BOND, THESE WON'T BE ADDRESSED. NOW, IT'LL BE FURTHER BACK IN THE QUEUE OVER SOME OF THE TRAILS, BUT WE'LL STILL HAVE AN OPPORTUNITY TO ADDRESS SOME OF THESE SAME CONCERNS, EVEN IF IT'S NOT INCLUDED IN THE BOND. THE FIRST OBJECTIVE WAS TO PROTECT AND EXPAND THE TREES CANOPY AND THE INITIATIVE 1.2 SO THE SECOND INITIATIVE WAS TO EVALUATE AREAS WHERE WE COULD DO A LARGE SCALE TREE PLANTING. WE WERE SPECIFICALLY LOOKING FOR AREAS THAT WERE ON PUBLIC PROPERTY, THE TOWN'S PROPERTY THAT COULD HOST AT LEAST 30 OR MORE TREES, AND THAT WOULD BE ABLE TO BE MAINTAINED BY TOWN STAFF, WAS VIEWABLE FROM THE PUBLIC, HOPEFULLY OFFERED SOME SERVICE TO THE PUBLIC, AND IDEALLY HAD SOME IRRIGATION THAT WE COULD TAP INTO TO REDUCE THE COST OF A TREE PLANTING. SO IN JUNE OF LAST YEAR, I CAME BEFORE THE COUNCIL AND PRESENTED OPPORTUNITIES OR AREAS WHERE WE COULD POTENTIALLY DO A TREE PLANTING. AND YOU GUYS MADE THE RECOMMENDATION TO DO COLONY PARK. SO WE ALSO WERE ABLE TO OBTAIN A TREE GRANT THROUGH TEXAS A&M FOREST SERVICE TO HELP FUND THIS TREE PLANTING PROJECT, AND THAT WAS WORTH ABOUT $10,000. IT WAS A MATCHING GRANT, SO THE TOWN DID HAVE TO MATCH THOSE FUNDS. BUT THAT WAS TREE PLANTINGS ARE NOT CHEAP, SO. THEY GIVE US A BIG CHECK? THEY DID NOT GIVE US A BIG CHECK. BUT YES, WE HAD THE TREE PLANTING ITSELF COST AROUND $32,000. BUT WITH THAT MONEY, WE WERE ABLE TO PLANT 50 TREES, TWO OF WHICH WERE POST OAK TREES ALL THROUGHOUT THE PARK, ALONG THE EDGES. AND THEN WE ALSO HOSTED A TREE PLANTING EVENT. SO I'LL THANK THE MAYOR AND SEVERAL OF THE TOWN COUNCIL FOR COMING OUT THAT DAY TO KIND OF COMMEMORATE THE DAY. DURING THAT EVENT, WE ALSO GAVE OUT 50 SAPLINGS. WE HAD SEVERAL RESIDENTS. MOST OF THOSE RESIDENTS WERE FROM THE NEARBY COMMUNITY, AND THEY CAME OUT, GOT A SAPLING AND CELEBRATED THE TREE PLANTING. BECAUSE CROSS TIMBERS ROAD IS AN ARTERIAL, THERE'S NORMALLY A MINIMUM OF 360FT REQUIRED BETWEEN DRIVE APPROACHES ON THE ROAD. AND HAD THEY NOT WANTED THOSE ADDITIONAL 3 OR 4 HOMES IN THAT LITTLE SEGMENT, THAT COULD HAVE BEEN AN OPEN AREA TO CREATE EVEN MORE OF A BUFFER AND CREATE MORE OPEN SPACE IN THAT NEIGHBORHOOD AS WELL. BUT I WOULDN'T EXPECT YOU TO KNOW THAT BECAUSE, YOU KNOW, YOU SEE THE HOME PRODUCT, YOU SEE THE NEIGHBORHOOD. AND I'M VERY HAPPY TO HAVE YOU ALL HERE. SO IT'S KIND OF GIVING YOU A BUFFER. IT'S NOT THE SAME DENSITY AS WHAT YOU ALL HAVE. BUT IT IS, I THINK, MORE DESIRABLE THAN A COMMERCIAL OPERATION, WHICH WOULD BRING MUCH MORE TRAFFIC. IT WOULD BRING 24 OVER SEVEN STAFFING. IT WOULD BRING LIGHTS, IT WOULD BRING NOISE. IT WOULD BRING EMERGENCY SERVICES ON A ROUTINE BASIS, WHICH I THINK WOULD BE MUCH MORE DISRUPTIVE TO A NEIGHBORHOOD ADJACENT. AND ALSO, I LIKE THE BUFFERS. THEY'RE GOING TO ACTUALLY SAVE MORE TREES THAN IF THEY EVEN DID HAVE AN SF-15, WHICH THEY'RE NOT PROPOSING, WHICH I THINK WOULD BE VERY UNLIKELY GIVEN THE 4 TO 5 ACRES TOTAL SPACE FOR THIS PIECE OF PROPERTY. SO I DO THINK THAT IT'S A GOOD COMPROMISE BETWEEN WHAT IT COULD HAVE BEEN THE NURSING HOME AND AN OPPORTUNITY FOR MORE HOMEOWNERS TO LIVE IN FLOWER MOUND IN A NICE RESIDENTIAL SETTING. SO I LIKE IT AND I LIKE THAT YOU'RE SAVING THE TREES AND YOU'VE INCREASED THE OPEN SPACE. I LIKE THAT YOU WERE ABLE TO WORK WITH THE NEIGHBORS TOO YOURSELF, AND THEY ARE IN FAVOR OF THE DEVELOPMENT. AND SO I THINK IT'S A BETTER IDEA THAN WHAT WAS THERE NOW. T HIS WOULD THIS WOULD NOT BE A HARD DECISION FOR ME, EXCEPT THAT I DO APPRECIATE THIS APPLICANT, MR. WESTCOTT. HE WAS GREAT TO WORK WITH. HE REACHED OUT A NUMBER OF TIMES. WE HAD MEETINGS. I GAVE HIM MY FEEDBACK. HE LISTENED. HE DID MAKE CHANGES. THAT'S THE ONLY THING THAT MAKES THIS A DIFFICULT DECISION FOR ME. BUT THERE IS SOME HISTORY REGARDING GRACE PARK THAT YOU FOLKS PROBABLY AREN'T AWARE OF. GRACE PARK CAME IN AND ASKED FOR AN INCREASE IN DENSITY TO SF -10 TO QUARTER ACRE LOTS, AND THEY WERE TURNED DOWN. WE TOLD THEM THE MASTER PLAN SAYS 3RD ACRE. THE NEIGHBORHOOD NEXT DOOR IS THIRD ACRE BUILD THIRD ACRE. AND THEY DID. SO THERE'S AN ISSUE OF FAIRNESS HERE THAT I THINK NEEDS TO BE CONSIDERED. NOW, WITH THAT SAID, I HATE THE CURRENT ZONING, THE PLAN DEVELOPMENT, THE FACT THAT THEY'RE GOING TO CUT DOWN THE. WE USED TO ALLOW ASSISTED LIVING IN AGRICULTURE ZONING. IT WAS ONE OF THE ALLOWED USES. SO THIS THEY CAME IN, THEY KICKED OUT ALL THE MOBILE HOMES. THEY CAME WITH A PLAN TO CUT DOWN EVERY TREE AND PUT A COMMERCIAL USE. I JUST I DIDN'T LIKE THAT SO MUCH THAT WE DON'T EVEN ALLOW THAT ANYMORE. BUT THEY GOT THAT APPROVED BEFORE WE CHANGED AND DISALLOWED THAT USE IN THAT ZONING DISTRICT. BUT SO THEY'RE GRANDFATHERED IN. THEY CAN BUILD THAT IF THEY WANT TO. NOW THE ISSUE HERE IS THAT THEY JUST DON'T HAVE ENOUGH LAND TO BUILD WHAT OUR MASTER PLAN ALLOWS. SO WHEN THEY CAME TO ME, I SAID I WOULD BE WILLING TO CONSIDER ONE STEP UP IN DENSITY TO SF -10 QUARTER ACRE IF YOU KEEP THE TREES, BECAUSE I WILL TAKE THAT TREE. WE TALKED A LOT ABOUT TREES TONIGHT. SAVING A LOT OF THOSE TREES WOULD BE WORTH A SMALL INCREASE IN DENSITY, BUT IN REALITY IT WOULDN'T REALLY BE AN INCREASE OF DENSITY. IT WOULD JUST BE MORE SPREAD OUT LOTS SMALLER LOTS. BUT THEN YOU COULD SAVE MORE TREES. SO IF THEY COULD HAVE BROUGHT THAT PLAN FORWARD, I THINK I WOULD HAVE PROBABLY BEEN OKAY WITH THAT. BUT AGAIN, THIS IS A MASTER PLAN AMENDMENT. THIS MEANS IT REQUIRES A SUPERMAJORITY OF COUNCIL. AND TO ME THAT GIVES THE NEIGHBORING RESIDENTS SOME VETO POWER. SO I WOULD REALLY WANT TO SEE THE CONSENT OF THE NEIGHBORS BEFORE I WOULD VOTE FOR SOMETHING LIKE THAT. THEY DON'T HAVE ENOUGH LAND, AND THERE WAS AN OPPORTUNITY FOR THEM TO COMBINE WITH A LARGER PROPERTY AND BUILD WHAT THE MASTER PLAN ALLOWED THAT WAS WHEN GRACE PARK CAME FORWARD. THEY COULD HAVE COMBINED AND BEEN PART OF THAT NEIGHBORHOOD. I ALSO ECHO ANN'S CONCERN THAT AS NEW RESIDENTS OF FLOWER MOUND YOU DON'T KNOW WHAT YOU DON'T KNOW.
