IT PROBABLY HAS SCREECH OWLS LIVING IN IT BECAUSE THEY'RE LIVING ALL OVER TOWN AND I'M HERE WITH SOME MEMBERS OF THE SCREECH OWLS.

THE FLOWER MOUND SCREECH OWL GROUP, THERE'S 2500 OF THEM THAT ADVOCATE FOR SCREECH OWLS AND SO WE WANT TO RAISE AWARENESS OF THAT GROUP AND ALSO WE HAVE A PROBLEM WITH THE RAT SIDE, THE POISONING OF THE RATS.

SCREECH OWLS EAT MAINLY BUGS, BUT THEY DO EAT RODENTS AND EATING THE RODENTS THAT HAVE BEEN TREATED WITH RAT ASIDE IS WE KNOW OF OF DEATHS OF THESE BIRDS BECAUSE OF THAT.

SO I'M ASKING THAT PERHAPS WE COULD WORK WITH STAFF AND GET SOMETHING OUT IN THE THE WATER BILL FLIER THAT WOULD ADDRESS THIS ISSUE.

THAT'S OUR FACEBOOK GROUP, ALMOST 3000 MEMBERS AND WE'RE ALL A BUNCH OF WILDLIFE ENTHUSIASTS.

MOST OF US HAVE SCREECH OWLS IN OUR YARDS THAT COME BACK EVERY YEAR, AND WE HAVE

THE NERDIEST OF US HAVE CAMERAS IN OUR BOXES AND OUTSIDE THE BOXES.

SO WE ARE PRETTY MUCH ADDICTED TO THESE LITTLE CRITTERS.

BUT IT'S REALLY IMPORTANT TO RAISE AWARENESS OF THE RODENTICIDE BECAUSE EVERYBODY, A LOT OF PEOPLE HAVE THE LITTLE BLACK BOXES THAT THEY SAY ARE SAFE, THAT THE PEST CONTROL COMPANIES OUT AND PUT THESE RODENTICIDES IN THERE THAT KIDS AND PETS CAN'T GET TO.

BUT THE PROBLEM IS THE RATS GET IN THERE, THEY EAT THAT, THEN THEY BECOME VERY LETHARGIC.

THEY WANDER AROUND FOR ANYWHERE FROM DEPENDING ON HOW MUCH THEY'VE CONSUMED.

THEY WANDER ANYWHERE FROM A DAY OR THREE DAYS AND THAT'S WHERE THEY GET INTO THE FOOD CHAIN, BECAUSE THEY GET TAKEN UP BY SCREECH OWLS, BARRED OWLS, GREAT HORNED OWLS, COYOTES, BASICALLY APEX PREDATORS AND IT GETS IN THE FOOD CHAIN AND IT REALLY IS A VERY TOXIC.

LETHAL TO SOME OF THE SMALL, THE PREDATORS OR THE APEX PREDATORS.

I AM, ALONG WITH MR. SIMPKINS, HERE WE ARE SUB PERMITTED WITH TEXAS PARKS AND WILDLIFE AND BLACKLAND PRAIRIE RAPTOR CENTERS TO POSSESS, TRANSPORT AND RELEASE INJURED RAPTORS AFTER THEY HAVE BEEN REHABILITATED AND WE WERE GOING TO HAVE ONE OF THE DIRECTORS OUT THERE COME, BUT SHE COULDN'T MAKE IT THIS EVENING.

BUT I'M GOING TO READ A LITTLE BIT OF THIS AND THIS BLACKLAND PRAIRIE RAPTOR CENTER IS ONE OF THE LARGEST REHAB CENTERS IN NORTH TEXAS.

THEY GET ANYWHERE FROM 6 TO 800 RAPTORS A YEAR AND THEY SAY AMONG THOSE ANYWHERE FROM 2010 TO 20% OF WHAT THEY BRING IN THE HEIGHT OF THE RAT SEASON, WHICH WERE COMING INTO OUR RODENTICIDE POISONINGS.

AND IT'S A VERY THEY'RE ANTICOAGULANTS.

IT'S VERY SLOW, PAINFUL DEATH AND THE PROBLEM IS IT DOES LAST IN THE RATS.

THEN IT'S TAKEN UP BY THE RAPTORS.

THEN SOMETHING ELSE GETS IT.

IT JUST ENDS UP IN THE FOOD CHAIN AND THEY'VE ACTUALLY SEEN UP TO FOUR CASES IN A SINGLE DAY.

IT'S JUST A STAGGERING REMINDER OF THE WIDESPREAD OVERUSE OF RODENTICIDES.

AND AS I SAID, THEY'RE WARFARIN.

THEY ARE A BLOOD THINNER.

IS THAT MY THREE MINUTES OR THEY ARE A BLOOD THINNER.

SO IT IS A IT'S JUST A VERY PAINFUL DEATH.

INSTEAD OF RODENTICIDE, WE REALLY ENCOURAGE COMMUNITY TO RELY ON NATURE'S PEST CONTROL, WHICH IS OWLS.

THEY TAKE CARE OF RATS IN THE MICE IN THE EVENINGS AND OF COURSE, SOME OF THE HAWKS, THE KITES.

A LOT OF THE OTHER RAPTORS DO.

BUT MOSTLY IT'S THE OWLS BECAUSE THEY'RE NOCTURNAL.

WHEN THE RATS ARE OUT WANDERING AROUND.

THEY BRING A BALANCE TO THE FOOD WEB AND THE HARMFUL RIPPLE EFFECTS, BARN OWLS IN PARTICULAR AND THEY ARE AROUND FLOWER MOUND.

I FREQUENTLY VISIT PLACES AROUND TOWN HERE SPROUTS CITY HALL, PARKER SQUARE, AND THE RIVERWALK.

I KNOW THESE PLACES.

WANT TO DO ALL THEY CAN TO PROTECT CUSTOMERS, VISITORS, PATIENTS AND RESIDENTS AGAINST NUISANCE RODENT ISSUES.

BUT I'M WORRIED THEY MAY HAVE OVERLOOKED THE TRUTH ABOUT CHOOSING THESE OUTDATED METHODS.

PERHAPS YOU HAVE BEEN MISINFORMED BY THE CHEMICAL PRODUCT OR PEST MANAGEMENT COMPANIES, AND ARE UNAWARE OF THE REAL DANGERS RODENT POISONING POSES ON THE INTERCONNECTED FOOD WEB.

SINCE THERE IS NO SUCH THING AS SAFE POISON, THE FAR REACHING DEVASTATING EFFECTS OF THESE INGREDIENTS ARE HAVING ON NON-TARGETED VICTIMS AND OUR ENVIRONMENT ARE REACHING DANGEROUS LEVELS.

THE BAIT STATIONS YOU HAVE PLACED AROUND THESE BUILDINGS CONTAIN A DEADLY TYPE OF POISON.

VICTIMS THAT CONSUME THE BAIT ARE POISONED WITH THIS, THAT, AND IT REMAINS IN THEIR BODIES EVEN AFTER THEY HAVE DIED, WHICH CAN TAKE 2 TO 10 DAYS ON AVERAGE. TARGETED NUISANCE RODENTS DO NOT DIE AT THE BAIT STATION THEMSELVES.

INSTEAD, THEY GO BACK INTO THE ENVIRONMENT WHERE THEY BECOME EASY PREY FOR ALL KINDS OF PREDATORS AS WELL AS DOMESTICATED PETS.

EVEN SMALL CHILDREN CAN UNINTENTIONALLY FALL VICTIM TO THESE POISONS, SINCE THIS METHOD IS NOT STREAMLINED TO EFFECT ONLY THE NUISANCE TARGET, AND

THERE IS NO WAY TO CONTROL WHO INGESTS THE BAIT.

ALL VICTIMS WHO CONSUME THIS POISON ARE EVENTUALLY WEAKENED AS THEY SUCCUMB TO THE EFFECTS OF THE OVERDOSE OF THIS POISON.

BASICALLY, THEY SUFFER FROM UNCONTROLLED BLEEDING FROM THE INSIDE OUT.

BEFORE AN ANIMAL DIES, THEY BECOME DELAYED AND DISORIENTED, MAKING THEM IDEAL PREY FOR PREDATORS.

IT IS UNDERSTANDABLE TO WANT TO ELIMINATE RODENTS ON YOUR PROPERTY, BUT THERE ARE BETTER, WILDLIFE FRIENDLY WAYS TO ACHIEVE THAT GOAL THAT ACTUALLY TACKLE THE ISSUE AT THE ROOT CAUSE.

POISONS ONLY PRECIPITATE THE PROBLEM AND HAS NEVER ACTUALLY SOLVED THEM.

WE HOPE THAT YOU WILL RECONSIDER THE USE OF THESE POISONS AROUND YOUR PROPERTY, AND INSTEAD FOCUS ON IMPROVING SANITATION AND EXCLUDING AND DETERRING RODENTS USING NON-LETHAL PRODUCTS AND THE MANY ALTERNATIVES.

THE AWARD PROCESS.

TELL YOU A LITTLE BIT ABOUT THE NOMINATIONS AND WHAT WE DO RECOGNIZE.

SOME OF THE COMMITTEE MEMBERS WHO SERVED WITH ME TO MAKE THIS SELECTION AND MOST IMPORTANTLY, ANNOUNCE THE WINNERS.

SO THE OUTSTANDING CITIZENSHIP AWARD IS A MECHANISM WHEREBY THE TOWN OF FLOWER MOUND RECOGNIZES RESIDENTS AND GROUPS WHO HAVE UNSELFISHLY GIVEN OF THEIR TIME, ENERGY, EFFORTS AND TALENTS TO MEANINGFULLY IMPROVE THE QUALITY OF LIFE FOR FLOWER MOUND RESIDENTS.

TO BE ELIGIBLE FOR THIS AWARD, THE RECIPIENT MUST BE A FLOWER MOUND RESIDENT OR A GROUP THAT OPERATES WITHIN THE TOWN, AND THEY HAVE TO ACHIEVE AT LEAST TWO OF THE FOLLOWING REQUIREMENTS. STRIVE TO MAKE A POSITIVE IMPACT IN THE COMMUNITY.

ENHANCE THE FLOWER MOUND COMMUNITY AND THE LIVES OF ITS CITIZENS AND OR ADDRESS OR FULFILL A COMMUNITY NEED OR CONCERN.

THE INDIVIDUAL AWARD RECIPIENTS WILL ALSO RECEIVE A ONE YEAR MEMBERSHIP FOR THE COMMUNITY ACTIVITIES CENTER, A VIP PASS FOR THE INDEPENDENCE FEST, AND AN INVITATION TO OTHER TOWN EVENTS.

SO ONE THING THAT I WANT TO SAY BEFORE WE TALK IS THIS YEAR WE HAD A TOTAL OF 16 APPLICANTS THAT WE CONSIDERED, FIVE IN THE GROUP CATEGORY, FOUR IN THE INDIVIDUAL AND ONE IN THE YOUTH.

AND THIS YEAR THE TOWN RECEIVED MANY DESERVING NOMINATIONS, MAKING THE SELECTION PROCESS FOR THE COMMITTEE A DIFFICULT ONE.

EACH NOMINATION HIGHLIGHTED THE EXCEPTIONAL SERVICE BEING PROVIDED BY RESIDENTS AND GROUPS, UNDERSCORING WHAT MAKES FLOWER MOUND SUCH A SPECIAL, SPECIAL PLACE TO LIVE.

IF YOU ARE NOMINATED BUT NOT SELECTED, PLEASE KNOW THAT BOTH THE COMMITTEE AND THE TOWN GREATLY APPRECIATE YOUR CONTRIBUTIONS TO IMPROVING THE LIVES OF OUR RESIDENTS.

SHE FORMED AND IS ACTIVELY INVOLVED IN THE DANCING DIVA GROUP, WHICH HAS APPROXIMATELY 50 LIKE MINDED, DANCE LOVING LADIES OF ALL AGES.

THROUGH DANCE, THIS GROUP CREATES CULTURAL AWARENESS AND A SENSE OF COMMUNITY FOR THE PARTICIPANTS AND THE AUDIENCE.

THIS GROUP HAS PERFORMED AT THE SENIOR CENTER, THE LIBRARY AND OTHER FLOWER MOUND LOCATIONS.

THIS RECIPIENT'S OUTREACH SPANS BOTH THE YOUNG AND THE YOUNG AT HEART.

WHETHER VOLUNTEERING IN SENIOR PROGRAMS OR SERVING AS A ROLE MODEL FOR OUR YOUTH AND OTHERS, SHE DOES IT ALL WITH COMPASSION AND DEDICATION FOR THE BETTERMENT OF THE COMMUNITY.

IN THIS PRESENTATION, I'M JUST GOING TO GO OVER SOME OF OUR HIGHLIGHTS THAT WE RECEIVED FROM OUR EMPLOYEE SURVEY.

BUT I'LL ALSO BE DISCUSSING SOME OF THE 2022 SURVEY RESULTS AND WHAT WE'VE DONE SINCE TO PRETTY MUCH BOOST SOME OF OUR METRICS.

I'M GOING TO JUMP RIGHT IN, BUT IF ANYBODY HAS ANY QUESTIONS, FEEL FREE TO STOP ME AND ASK.

SO THIS WILL BE OUR SIXTH TIME CONDUCTING THE EMPLOYEE SURVEY.

THE MOST PREVIOUS BEING IN 2022.

WE LIKE TO DO OUR EMPLOYEE SURVEYS ABOUT EVERY TWO YEARS, EXCEPT WHEN WE DIDN'T DO IT IN 2020, BECAUSE WE DECIDED IT PROBABLY WASN'T THE BEST TIME TO BE CONDUCTING AN EMPLOYEE SURVEY. WE CONDUCTED THE SURVEY IN CONJUNCTION WITH THE NRC/POLCO, WHICH WE ALSO DO OUR RESIDENT SURVEY WITH.

IT WAS OPEN FROM AUGUST 14TH TO SEPTEMBER 18TH, 2024.

SO THE SURVEY WAS OPEN FOR ABOUT EIGHT WEEKS AND THIS IS A SCIENTIFIC SURVEY AS WELL.

SO THAT MEANS THAT ALL THE RESULTS THAT WE RECEIVED WERE SCIENTIFICALLY SIGNIFICANT, AND THEY REPRESENT OUR WORKPLACE.

SO FROM A SAMPLE OF 636 EMPLOYEES THAT THE SURVEY WAS SENT OUT TO, 360 SURVEYS WERE COMPLETED AND WE HAD A RESPONSE RATE OF 57%.

WE ALSO HAD THAT PLUS OR MINUS FIVE PLUS OR -5% MARGIN OF ERROR, WHICH JUST MEANS THAT OUR RESULTS MAKE UP OUR RESULTS MAKE UP OUR OUR SCIENTIFICALLY SIGNIFICANT AND THEN GETTING INTO THE ACTUAL RESULTS OF OUR SURVEY.

SO FIRST I JUST WANT TO START OFF WITH SOME OF OUR BENCHMARK COMPARISON RESULTS.

SO A BENEFIT OF CONDUCTING THE EMPLOYEE SURVEY WITH THE NRC AND POLCO IS THAT WE'RE ABLE TO BENCHMARK OURSELVES AGAINST THE OTHER COMMUNITIES THAT TAKE THE EMPLOYEE SURVEY.

SO FROM THE 93 METRICS OR QUESTIONS THAT WE COULD BENCHMARK HERSELF AGAINST, 43 WERE RATED HIGHER OR MUCH HIGHER THAN THE COMPARISON, 49 WERE RATED SIMILAR TO THE COMPARISON, AND ONLY ONE WAS RATED LOWER THAN THE COMPARISONS AND THEN WHAT YOU'RE GOING TO NOTICE ON THE RIGHT HAND SIDE IS THAT SOME OF OUR METRICS WERE THAT WERE IN THE TOP TEN.

SO IN ADDITION TO SOME OF THOSE HIGHER OR MUCH HIGHER AND SIMILAR COMPARISONS, WE'RE ALSO ABLE TO SEE HOW WE RANK AGAINST THE OTHER BENCHMARK COMMUNITIES.

SO I JUST WANTED TO HIGHLIGHT A FEW ON THE SCREEN THAT I DON'T TOUCH ON ANYWHERE ELSE IN THIS PRESENTATION.

SO THESE SURVEY HIGHLIGHTS WERE PROVIDED US IN THE REPORT THAT WAS PROVIDED TO US BY POLCO.

SO STARTING OFF WITH HIGHLIGHT NUMBER ONE, A LARGE MAJORITY OF EMPLOYEES GAVE FAVORABLE REVIEWS TO OUR SUPERVISORS PERFORMANCE IN AREAS RELATING TO EMPLOYEE DEVELOPMENT.

SO WHAT YOU'RE GOING TO NOTICE ON THE SCREEN IS WHEN YOU'RE LOOKING AT THE METRICS IN OUR 2024, THOSE ARE GOING TO BE A COMBINATION OF THE HIGHER AND MUCH HIGHER RATING THAT EMPLOYEES WERE GIVEN THE OPTION TO CHOOSE FROM.

SO WHAT YOU'RE GOING TO NOTICE IS THAT PRETTY MUCH ALL OF OUR METRICS THAT RELATE TO OUR SUPERVISORS PERFORMANCE WERE RATED HIGHER THAN OUR BENCHMARKS.

THAT JUST MEANS WHEN WHEN WE'RE COMPARING OURSELVES AGAINST THE BENCHMARKS, WE WERE RATED HIGHER THAN THE AVERAGE BENCHMARK RATING.

SO AS YOU SEE, AS I SAID, A LOT OF THEM, PRETTY MUCH ALL OF THEM WERE RATED HIGHER THAN THAT BENCHMARK, WITH THE HIGHEST ONE BEING COMMUNITY COMMUNICATING EXPECTATIONS OF EMPLOYEES.

WE ONLY HAD ONE THAT WAS RATED SIMILAR TO THE BENCHMARK, WHICH WAS PROVIDING OPPORTUNITIES FOR EMPLOYEES TO LEARN AND GROW.

BUT THAT SIMILAR METRIC IS STILL GOOD TO SEE.

JUST BECAUSE WE KNOW THAT WE'RE STILL COMPETITIVE AND WE'RE NOT LOWER THAN A LOT OF OUR BENCHMARKS AND THEN HIGHLIGHT NUMBER TWO EMPLOYEES GAVE HIGH PRAISE TO THE ORGANIZATION AS A WHOLE WHEN EVALUATING ITEMS RELATED TO DIVERSITY AND ACCEPTANCE, WITH MANY SCORING HIGHER THAN NATIONAL AVERAGES.

SO THESE QUESTIONS WERE ALL RELATING TO HOW RESPECTFUL AND INCLUSIVE OUR WORKPLACE ENVIRONMENT WAS.

SO DEMONSTRATING RESPECT FOR EMPLOYEES OF DIFFERENT CULTURAL CULTURES AND BELIEF SYSTEMS AT 86, AND THEN RESPECTING INDIVIDUAL CULTURES, BELIEFS AND VALUES AT 85%. SO YOU SEE HOW PRETTY COMPETITIVE IT IS TO GET SOME OF THOSE HIGHER THAN, HIGHER THAN THE BENCHMARK COMPARISONS AND THEN HIGHLIGHT NUMBER THREE ORGANIZATIONAL CULTURE RELATED ITEMS. BUT AS YOU NOTICE, THEY ALL WENT UP FROM OUR 20 FROM OUR 2022 TO 2024 SURVEY AND WHILE A LOT OF THEM ARE STILL RATED SIMILAR, IT JUST SHOWS HOW WHEN WE'RE COMPARING OURSELVES AGAINST THE BENCHMARKS THAT WE ARE STILL DOING WELL AND WE'RE STILL A COMPETITIVE ENVIRONMENT, AND THEN WE DO HAVE THAT HIGHER THAN THE BENCHMARK AS WELL, COMMUNICATING INFORMATION THAT HELPS EMPLOYEES UNDERSTAND THE PROBLEMS AND ISSUES FACING THE TOWN AND THEN LASTLY WE HAVE HIGHLIGHT NUMBER FOUR EVALUATION OF OUR TOWN.

SO IN OUR LAST 2022 SURVEY PRESENTATION, WE TOUCHED ON A FEW DIFFERENT METRICS THAT WE WANTED TO FOCUS ON JUST BECAUSE THEY DECREASE FROM OUR PREVIOUS SURVEYS AND IT WAS AN OPPORTUNITY FOR US TO FOCUS ON THEM FOR OUR PREVIOUS FOCUS ON THEM FOR PREVIOUS YEARS.

SO FIRST UP WE HAVE OUR COMPENSATION.

THEY PUT TOGETHER A COMMITTEE TO TAKE A LOOK AT EFFICIENCY WITHIN THE SCHOOL DISTRICT AND PART OF THIS EXERCISE WAS LOOKING AT THE POTENTIAL RETIREMENT OF CAMPUSES AND BOUNDARY ADJUSTMENTS FOR FEEDER SCHOOLS AND THINGS OF THAT NATURE, AND ONE OF THE SCHOOLS THAT WAS SLATED FOR RETIREMENT FROM THE WORK OF THAT COMMITTEE WAS GARDEN RIDGE ELEMENTARY, HERE IN THE TOWN OF FLOWER MOUND AND THAT OBVIOUSLY YOU HAVE A LOT OF CONCERNED RESIDENTS AND PARENTS AT GARDEN RIDGE ELEMENTARY, AND THAT THEY WERE PROMPTED TO ENGAGE NOT ONLY YOU ALL AS A BODY, BUT THEY'VE ENGAGED THE SCHOOL BOARD AND SUPERINTENDENT AND THE LIKE ABOUT THEIR CONCERNS WITH THAT DECISION THAT WAS ASSOCIATED WITH THAT.

ONE OF THE THINGS THAT WE DISCUSSED DURING THE TOWN MANAGER'S REPORT AT THE NOVEMBER 18TH MEETING IS JUST TALKING ABOUT WHAT STEPS THAT YOU ALL WOULD LIKE US TO FOLLOW AND IN THE DIRECTION THAT YOU LEFT US WITH AT THAT 18TH MEETING, IS THAT YOU DID WANT US TO PUT TOGETHER A RESOLUTION THAT STIPULATED SOME THINGS SPECIFICALLY PROBABLY THE MOST IMPORTANT OF WHICH IS TO POTENTIALLY HOLD OFF ANY DECISIONS UNTIL AFTER THE 89TH LEGISLATURE THAT MEETS STARTING IN JANUARY THROUGH MAY OF NEXT YEAR. ALSO JUST SOMETHING THAT WE CAN ARTICULATE TO OUR DELEGATION ABOUT DOING WHAT YOU CAN TO PROVIDE THE REQUISITE FUNDING IN ORDER TO KEEP THESE, FACILITIES OPEN.

ONE OF THE THINGS THAT WE DID BRING TO YOUR ATTENTION IS THAT YOU HAVE A GREAT SCHOOL LIAISON BOARD THAT THAT WE VERY MUCH WANTED TO ENGAGE IN THE PROCESS AND THERESA AND I HAD THE OPPORTUNITY TO MEET WITH OUR SCHOOL LIAISON BOARD LAST MONDAY AND ONE OF THE THINGS THAT I'LL POINT OUT TO YOU IN YOUR PACKETS IS THAT YOU'LL NOTICE THAT IN THE DRAFT RESOLUTION, YOU'LL NOTICE THAT THERE'S SOME ITALICIZED LANGUAGE IN THERE, AND THAT ITALICIZED LANGUAGE REPRESENTS FEEDBACK FROM YOUR YOUR SCHOOL LIAISON COMMITTEE.

I APPRECIATE THE SENSITIVITIES AND I HAVE NOT HEARD ADDITIONALLY FROM RESIDENTS REGARDING ANY OTHER THINGS THEY WANT ADDRESSED.

IT FEELS SO. BUT I THINK ONE OF THE THINGS THAT WE'RE ASKING IN THIS IS JUST TO NOT MAKE A HASTY DECISION, RIGHT? BECAUSE THAT FUNDING COULD CHANGE.

I KNOW EDUCATION IS SUPPOSED TO BE A BIG THING OF THIS LEGISLATURE, SO ESPECIALLY WITH FUNDING.

SO WE REALLY WANTED TO FOCUS ON NOT SO MUCH THE DOLLARS AND CENTS AND THE BUDGET, BUT HOW IT'S AFFECTING OUR RESIDENTS.

WELL, I GUESS IS THE IS THIS A LIKE CAN THIS BE SOLVED IF THERE'S ONE OF THESE BILLS THAT'S IN PROPOSED IN THE SENATE, IT LOOKS LIKE IT'S GOING TO INCREASE PROPOSED TO

INCREASE FUNDING BY LIKE $1,500 A STUDENT OR SOMETHING TO THAT EFFECT IS BECAUSE WE OUR KIDS WENT TO PRAIRIE TRAIL, WHICH HAS 750 800 STUDENTS, AND I THINK GARDEN RIDGE HAS 250 OR SOMETHING TO THAT EFFECT.

SO MY THOUGHT IS JUST FROM MY OWN EXPERIENCE, IS THAT A SCHOOL WITH 250, AN ELEMENTARY SCHOOL WITH 250 KIDS IS PROBABLY A BETTER SITUATION THAN THE CHAOS THAT IS HAPPENING AT PRAIRIE TRAIL WITH 750 KIDS AND I DON'T KNOW WHY THE SCHOOL DISTRICT HASN'T CONSIDERED MOVING A DUAL LANGUAGE PROGRAM FROM ONE OF THE BIGGER, MORE HIGHLY POPULATED SCHOOLS TO GARDEN RIDGE, WHERE MAYBE THEY HAVE CAPACITY OR GETTING THE STEM PROGRAM INTO THAT.

THERE SEEMS TO BE A LOT OF DIFFERENT WAYS THEY COULD REBALANCE THINGS.

BUT DOES IT, IS IT TRUE THAT IT COMES DOWN TO IF THE DISTRICT GETS THE ADDITIONAL FUNDING, THEN THEY CAN KEEP THESE SCHOOLS OPEN? OR IS IT ARE WE STILL SITTING HERE LOOKING AT WE'RE STILL LOOKING AT A PRETTY LOW AMOUNT OF STUDENTS COMING INTO THE SCHOOL.

WE'RE NOT EXPECTING TO BE WHERE THEY EXPECTED US TO AND THAT BY THAT POINT IS IT'S ABOUT 20,000 STUDENT DIFFERENCE FROM WHERE THEY EXPECTED US TO BE NOW AND WHERE WE ARE CURRENTLY. SO I DON'T KNOW NECESSARILY IF THAT WILL BE ABLE TO FULLY FUND THAT, BUT THERE'S A LOT OF OTHER PIECES TO IT.

AND THAT WAS ACTUALLY A CONFUSION THAT WE HAD DURING OUR MEETING WAS SOME THINGS DIDN'T ALWAYS ADD UP.

EXACTLY. SO MAYBE THERE COULD BE SOME ADJUSTMENTS BECAUSE ONE OF OUR BIG THINGS WAS DONALD ELEMENTARY.

IT IS ALREADY AT A VERY HIGH CAPACITY.

IF WE MOVE MAJORITY OF THOSE STUDENTS OVER, ARE WE NOW GOING OVER CAPACITY AND WHAT IS THAT GOING TO DO TO OUR KIDS IN THOSE CLASSROOMS? WE'RE NOW GOING TO RAISE THE AMOUNT OF STUDENTS PER TEACHER AND ALSO WONDERING ABOUT OUR TEACHERS.

WE HAVE FLOWER MOUND TEACHERS THAT ARE THEY LIVE HERE.

THEY CAME HERE TO BE ABLE TO BE A PART OF THIS SCHOOL DISTRICT.

IS THE DISTRICT MAKING A DECISION A BINDING DECISION QUICKLY? IS THAT FACTUALLY TRUE ON EVERYTHING? THIS IS NOT A FINAL DECISION AND THEY HAVEN'T DONE THAT.

THAT'S ONE OF THE REASONS THAT WE'RE REQUESTING, SIMILAR TO OTHER TOWNSHIPS AROUND US, TO JUST KIND OF SLOW DOWN ON WHAT THEY'RE DECIDING AT THIS MOMENT AND WAIT TILL THAT 89TH LEGISLATURE, BECAUSE I KNOW THOSE BILLS ARE SUPPOSED TO BE AT THE BEGINNING, NOT NEAR THE END, WHERE EVERYTHING CAME UP LAST TIME.

SO WE'RE HOPING THAT WOULD BE ABLE TO CHANGE THEIR MINDS SIGNIFICANTLY AND MAYBE THEY CAN REASSESS.

THEN IT SAYS BE.

CONSIDER ALL ALTERNATIVES IN ORDER TO KEEP OUR SCHOOL OPEN AS A SUCCESSFUL SCHOOL THAT IS INTEGRAL TO THE NEIGHBORHOOD.

WE'RE LOOKING AT REMOVING ALMOST 600 CHILDREN FROM A SCHOOL AND NOW COMPLETELY TAKING THEM ELSEWHERE AND THE TEACHERS AND EVERYTHING ELSE.

THIS IS GOING TO DISRUPT JUST BASIC DAILY ROUTINE AND I WE TALK ABOUT SPECIAL EDUCATION CHILDREN.

BUT ALSO, I DON'T KNOW YOU, MY CHILD.

IF WE DISRUPT YOUR ROUTINE, THINGS GO CHAOTIC AND IT'S AFTER SCHOOL.

NOW THE NEW SCHOOL IS A COUPLE MILES AWAY.

SO WE REALLY DON'T WANT TO MAKE A SHORT FIX TO A LONG TERM PROBLEM WHERE WE'RE NOW HAVING TO WORRY ABOUT OVERCROWDING OUR SCHOOLS AND OUR CHILDREN, NOT GETTING THE CARE AND THE AMAZING SCHOOLS THAT WE HAVE HERE IN FLOWER MOUND TO WHERE PARENTS ARE MOVING HERE WHENEVER THEY CAN.

SO FOREST VISTA ELEMENTARY IS A LOT CLOSER THAN GARDEN RIDGE TO GARDEN RIDGE THAN DONALD.

WHAT'S THE HOW IS DONALD BEING IMPACTED? IS IT ARE THEY SHIFTING THE BOUNDARY BETWEEN DONALD AND FOREST VISTA? FOREST VISTA, WELLINGTON AND DONALD WILL BE TAKING THOSE STUDENTS FROM THOSE AND THEY'RE DETERMINING EXACTLY HOW THEY'RE GOING TO BE BREAKING THAT DOWN HAS NOT BEEN CLEARLY DELINEATED YET.

ONE OF THE BIG ISSUES WAS MOVING FOR OPEN CLASSROOMS AND ALSO WHATEVER AVAILABLE THEY HAVE FOR THE SPECIAL EDUCATION PROGRAMS AND AFTER SCHOOL AND THINGS LIKE THAT. THERE'S PLENTY OF LIKE LITTLE PIECES THAT ARE STILL GETTING WORKED OUT.

OKAY, SO POINT D SAYS CONSIDER THE OPERATIONAL AND TRANSITION IMPACTS FOR STUDENTS BEING RELOCATED TO A DIFFERENT ELEMENTARY SCHOOL, SUCH AS DONALD ELEMENTARY.

DO WE NEED THAT IN THERE WHEN IT'S GOING TO BE MORE THAN ONE? THE MAIN REASON WE WERE LOOKING AT DONALD IS IT'S OVER 75% CAPACITY CURRENTLY.

THAT MIGHT CHANGE AND HAVING FAMILIES MOVING INTO THAT AREA AND THEIR CHILDREN DON'T HAVE A SPACE AT THAT SCHOOL, OR THEY'RE OVER CAPACITY DUE TO THAT.

OKAY. IS IT WORTHWHILE POINTING OUT SPECIFICALLY SPECIAL EDUCATION? BECAUSE I KNOW THAT WAS ONE OF THE THINGS THAT WE NOTICED IN THERE, JUST BECAUSE IT'S ONE OF THE FEW SCHOOLS IN FLOWER MOUND THAT HAS THE MAJORITY OF CLASSROOMS THERE, AND THAT'S GOING TO BE A BIG AREA THAT IS ACTUALLY AFFECTED WITH THAT SCHOOL.

SO, CHRIS, I THINK TO YOUR POINT THAT THE THIRD BULLET POINT ON HERE IS A LITTLE BIT UNCLEAR TO ME, AND I THINK IT WOULD BE BETTER IF IT HAD THAT LANGUAGE IN IT.
