WHEREAS TEXAS MASTER NATURALIST ELM FORK CHAPTER IS CELEBRATING 25 YEARS OF SERVICE TO THE PEOPLE OF DENTON COOK AND WISE COUNTY, AND THE MISSION IS TO DEVELOP A CORE OF WELL INFORMED VOLUNTEERS TO PROVIDE EDUCATION, OUTREACH AND SERVICE DEDICATED TO BENEFICIAL MANAGEMENT OF NATURAL RESOURCES AND NATURAL AREAS WITHIN THEIR COMMUNITY.

AND WHEREAS MEMBERS OF THE ELM FORK CHAPTER HAVE VOLUNTEERED ON PROJECTS SUCH AS FLOWER MOUND POLLINATOR GARDEN, THE FLOWER MOUND AND GREEN ACRES, ALL WITH THE GOAL OF MANAGING NATIVE PLANT SPECIES AND NATURAL RESOURCES.

AND WHEREAS THE CHAPTER HAS HAD A LASTING IMPACT ON THE [INAUDIBLE] TO PROVIDE INCREASED ACCESS TO NATURE FOR THE BENEFIT OF ALL RESIDENTS AND POSITION ITSELF AS A UNIQUE DESTINATION FOR BUSINESSES AND VISITORS INTERESTED IN THE PRESERVATION OF NATURAL RESOURCES AND THE CONSERVATION OF GREEN SPACES,

AND THE RESTORATION OF ECOSYSTEM SERVICES AND BIODIVERSITY IN URBAN ENVIRONMENTS.

DIWALI, THE FESTIVAL OF LIGHTS IS A MAJOR HINDU CELEBRATION, SYMBOLIZING THE TRIUMPH OF GOOD OVER EVIL AND LIGHT OVER DARKNESS MARKED BY COLORFUL DECORATIONS, FESTIVE MEALS AND THE LIGHTING OF OIL LAMPS.

IT BRINGS FAMILIES AND COMMUNITIES TOGETHER IN JOYOUS CELEBRATION.

[INAUDIBLE] IS AN INITIATIVE BY THE HINDU AMERICAN COMMUNITY TO SERVE PEOPLE IN NEED THROUGH FOOD DRIVES AND OTHER ENDEAVORS.

SEVA IS AN ACT OF SELFLESS SERVICE EMBEDDED IN HINDU TRADITION AND CULTURE.

DIWALI IS A HINDU FESTIVAL OF LIGHTS THAT CELEBRATES THE VICTORY OF LIGHT OVER DARKNESS.

LAST YEAR IN 2023, WHILE CELEBRATING DIWALI, THE HINDU AMERICAN COMMUNITY COLLECTED AND DONATED OVER 510,000 POUNDS OF FOOD FOR 245 FOOD PANTRIES, SOUP KITCHENS AND FOOD BANKS AROUND 235 TOWNS AND 34 STATES AROUND THE COUNTRY.

OVER 2000 VOLUNTEERS, RANGING FROM AGE 7 TO 70, REPRESENTED APPROXIMATELY 450 HINDU, JAIN, AND SIKH TEMPLES AND ORGANIZATIONS.

THEY PARTICIPATED IN SEVA DIWALI AND THEY BRING LIGHT AND JOY TO THOSE IN NEED.

THE VOLUNTEERS INCLUDED HUNDREDS OF ELEMENTARY, MIDDLE, AND HIGH SCHOOL STUDENTS PARTICIPATING IN THIS UNIQUE INITIATIVE, PROVIDING THEM AN OPPORTUNITY TO GIVE BACK TO THE LESS FORTUNATE AS THEY LOOK FORWARD TO CONTINUING TO ENGAGE WITH THEIR COMMUNITIES.

THE HINDU AMERICAN COMMUNITY INTENDS TO CONTINUE THE IMPORTANT TRADITION OF FOOD DRIVES, AND SO FAR HAS GIVEN 2.2 MILLION POUNDS OF FOOD TO OVER 350 FOOD PANTRIES AND SOUP KITCHENS AND FOOD BANKS.

IT COLLECTS NONPERISHABLE FOODS AS THE RISING NEED FOR FOOD ACROSS SEVERAL STATES [INAUDIBLE] JUST DURING THIS MONTH OF THE FOLLOWING [INAUDIBLE].

DUE TO ENORMOUS SUCCESS OF THIS INITIATIVE IN THE STATE OF TEXAS, WHERE DALLAS ALONE COLLECTED MORE THAN 150,000 POUNDS IN 2023 AND OVER 500,000 POUNDS IN THE LAST 3 YEARS OVER THESE 4 TO 6 WEEKS OF DIWALI.

THE HINDU AMERICAN COMMUNITY PLANNED TO EXPAND THIS HUNGER FIGHTING PROGRAM ACROSS MANY OTHER STATES IN AMERICA [APPLAUSE].

SO HOW DID THIS HAPPEN? SO JUST TO LET YOU KNOW, WE WERE ACTUALLY HAD TO RECERTIFY THIS YEAR AS A PLATINUM SCENIC CITY.

NOW, PLATINUM IS THE TOP LEVEL THAT YOU CAN ACHIEVE.

THE TOWN OF FLOWER MOUND HAS BEEN A CERTIFIED SCENIC CITY WITH SCENIC TEXAS SINCE 2010.

WE FIRST QUALIFIED FOR THE HIGHEST LEVEL OF PLATINUM IN 2014 AND SINCE THEN HAVE KEPT OUR DESIGNATION.

SO AGAIN, THIS IS RUN BY A NONPROFIT GROUP CALLED SCENIC TEXAS.

IT WAS ACTUALLY FIRST INSPIRED BY THE VISIONARY LEADERSHIP OF TEXAS FORMER FIRST LADY, LADY BIRD JOHNSON.

AND IT'S A NONPROFIT ORGANIZATION THAT'S DEDICATED TO THE PRESERVATION AND ENHANCEMENT OF THE STATE'S VISUAL ENVIRONMENT.

SO THEY DO THIS ALL AROUND THE STATE OF TEXAS.

AND THEN THIS PARTICULAR PROGRAM, THE SCENIC CITY CERTIFICATION PROGRAM, IT ESTABLISHES A FOUNDATION OF REALLY COHESIVE SCENIC STANDARDS ACROSS A LOT OF DIFFERENT CITIES HERE IN TEXAS, AND LAND PLANNING PRACTICES THAT ADVANCE SUSTAINABILITY THROUGH ENVIRONMENTAL CONSERVATION, ECOSYSTEM MANAGEMENT AND ENVIRONMENTAL EDUCATION.

SO WE WANTED TO MAKE SURE TO SHARE THIS.

THEY DEFINITELY HAVE THE SCENIC CITY OF THE YEAR GO EVERY SINGLE YEAR.

HAVING SAID THAT, THIS WAS OUR YEAR TO RECERTIFY.

I THINK THAT WE WOULD PROBABLY WIN EVERY YEAR.

THE LAND USE FOR THIS PROPERTY IS OFFICE OR MEDIUM DENSITY RESIDENTIAL, AND THE ZONING IS INTERIM HOLDING, AND SO THE COUNCIL MAY RECALL THIS CAME UP LAST YEAR WHERE THERE WAS A LOT OF CONVERSATIONS WITH THE SUNRISE CIRCLE NEIGHBORHOOD.

AND ONE OF THE THINGS THAT COUNCIL HAD DIRECTED STAFF TO DO THIS IS THAT IF ANY PROPERTY OWNERS CAME FORWARD, SINCE THIS IS AN ALREADY PLATTED SUBDIVISION, IF THEY JUST REQUESTED TO HAVE IT REZONED IN COMPLIANCE WITH THE MASTER PLAN OF MEDIUM DENSITY RESIDENTIAL, THEN IT WOULD BE A TOWN INITIATED REZONING, AND SO STAFF WOULD TAKE THAT FORWARD.

AND SO THAT'S WHAT'S HAPPENED HERE.

THE CURRENT PROPERTY OWNER DID REQUEST THAT.

AND SO LIKE I SAID, WE CAN REZONE IT JUST SPECIFIC TO THAT LOT.

SO THERE'S NO SURVEYING WORK REQUIRED ON THE PART OF THE TOWN, IT'S AN ALREADY PLATTED SUBDIVISION.

HERE IS JUST TO SHOW YOU WHERE THAT LOT IS LOCATED WITHIN THE PLAT.

HERE IS A PICTURE OF THE SITE LOOKING SOUTH ON SUNRISE CIRCLE.

AND SO AGAIN, WE HAVEN'T RECEIVED ANY COMMENTS IN RELATION TO THIS.

IT IS IN COMPLIANCE WITH THE MASTER PLAN.

IT WILL HELP THE THE CURRENT PROPERTY OWNER BETTER BE ABLE TO DEVELOP THE PROPERTY.

IT WILL REDUCE THE SIDE SETBACKS AND ALSO INCREASE THE MAXIMUM LOT COVERAGE FROM 25% TO 40%.

AND THE SIDE SETBACKS WILL GO FROM I BELIEVE IT'S 25FT TO 10FT.

SO IT WILL OVERALL MAKE IT MORE OF A DEVELOPABLE LOT WITHIN THOSE STANDARDS.

SO THE COUNCIL MAY RECALL WHEN THE WATERMERE DEVELOPMENT CAME FORWARD.

IT'S HIGH DENSITY FOR AGE RESTRICTED MULTIFAMILY UNITS, AND SO THEY ARE NOW WISHING TO EXPAND.

AT THE TIME THE ORIGINAL PLAN DEVELOPMENT CAME FORWARD, WATERMERE DID NOT HAVE AN INTEREST IN THE OFFICE PIECE, SO THE WHYBURN FAMILY WAS TRYING TO MARKET THAT FOR OFFICE USES.

BUT I THINK THEY'VE BEEN SO SUCCESSFUL WITH THE WATERMERE DEVELOPMENT TO THE SOUTH THAT THEY WERE INTERESTED IN EXPANDING.

AND I GUESS THE WHYBURN FAMILY WAS OPEN TO THAT, THEY HAD NOT HAD ANY TAKERS, I GUESS, TO MOVE FORWARD, YES, YET WITH DEVELOPING THAT FOR OFFICE USES.

SO FIRST FOR THE MASTER PLAN EXHIBIT, AGAIN SO THIS IS JUST IDENTIFYING THE AREA.

IT'S CURRENTLY MASTER PLAN FOR OFFICE.

AND IT WOULD CHANGE TO HIGH DENSITY RESIDENTIAL.

HERE'S THE CONCEPTUAL SITE PLAN.

SO IN GENERAL 9 BUILDINGS ARE PROPOSED.

THESE WOULD BE ONE STORY VILLAS.

THERE WOULD BE 24 OVERALL UNITS THAT WOULD BE INCLUDED WITHIN THOSE 9 BUILDINGS.

THE TOWN CODE REQUIRES 2 PARKING SPACES PER DWELLING UNIT FOR ALL RESIDENTIAL USES, SO THERE IS A PROPOSED MODIFICATION WITH THIS FOR THE PARKING RATIO.

THEY'RE REQUESTING AN ALTERNATE RATIO OF 1.5 SPACES PER DWELLING UNIT, FOR A TOTAL OF 38 SPACES THAT WILL INCLUDE BOTH GARAGE SPACES AND VISITOR SPACES.

THE RATIONALE FOR THIS IS BASED ON THEY'VE BASED IT ON THEIR OTHER DEVELOPMENTS, BASICALLY, AND FEEL LIKE THIS IS A GOOD RATIO THAT WORKS FOR THEM.

AND THEIR AVERAGE, THEY SEE 1.06 AVERAGE SPACES.

WHAT WAS APPROVED WITH THE FIRST PHASE WAS 1.2 SPACES, BUT IN THIS CASE, BECAUSE THERE WILL NOT BE ON STREET PARKING, THESE WILL BE BASICALLY FIRE LANES.

SO THAT'S WHY THEY WANTED TO BUMP IT UP A LITTLE BIT TO THE 1.5 SPACES.

THERE ARE SOME OTHER PROPOSED MODIFICATIONS TO THE DEVELOPMENT STANDARDS.

SO THE TOWN STANDARD HAS A 2800FT² PER UNIT KIND OF LOT SIZE PER LOT PER UNIT IN THE MULTIFAMILY DISTRICT, THEY'RE NOT PROPOSING TO HAVE A STANDARD THERE.

ALSO NO STANDARD FOR MINIMUM LOT WIDTH.

THIS MINIMUM FLOOR AREA.

SO WE CHANGED THIS SINCE THE PLANNING AND ZONING COMMISSION.

INITIALLY IT JUST MIRRORED WHAT WAS APPROVED FOR THE MULTIFAMILY STRUCTURE, WHICH WAS THE.

IT WAS A MINIMUM OF 600 INSTEAD OF THE 700FT², BUT THEN HAD A LARGER NUMBER FOR THE OVERALL AVERAGE.

BUT IN TALKING TO THE APPLICANT AND HEARING THEIR PRESENTATION AT THE PLANNING AND ZONING COMMISSION, IT WAS CLEAR THEY WEREN'T PLANNING TO GET ANYWHERE CLOSE TO THAT NUMBER.

SO WHILE THAT WAS THE STANDARD FOR THE MULTIFAMILY STRUCTURE, IT DIDN'T MAKE SENSE TO TO WRITE IN A SMALLER STANDARD FOR THE VILLAS BECAUSE THEY WERE, I THINK, SPOKE TO BE AT LEAST 1000FT² FOR ALL OF THESE.

AND THE TOWN'S NORMAL MINIMUM IS 700FT².

SO WE JUST TOOK OUT THAT THAT ADDITIONAL STANDARD THAT WAS ORIGINALLY IN THE THE PD.

SO JUST IN CASE Y'ALL WATCHED THE PLANNING AND ZONING COMMISSION MEETING WANTED TO PROVIDE THAT CLARIFICATION.

WE REMOVED THAT IN BETWEEN P&Z IN HERE WHEN IT WAS CLEAR THAT IT WOULDN'T REALLY BE NECESSARY.

A MINIMUM FRONT YARD BEING REDUCED FROM 25FT TO 15FT, AND THE MINIMUM SIDE YARD INSTEAD OF 10 FEET WOULD HAVE NO MINIMUM SIDE YARD STANDARD FOR MINIMUM REAR YARD INSTEAD OF 20FT WOULD NOT HAVE A STANDARD THERE EITHER, AND THE REMAINING STANDARDS WOULD BE THE SAME.

SO ANOTHER STANDARD OF COURSE THAT WOULD NEED TO BE ADDED TO THIS IS WITH THE FIRST SITE PLAN OR SUBDIVISION SITE PLAN APPLICATION, THE DEVELOPER WILL SUBMIT COVENANTS, CONDITIONS AND RESTRICTIONS FOR THE TOWN'S REVIEW AND APPROVAL THAT RESTRICT THE AGE OF THE RESIDENTS TO PERSONS AGED 55 OR OLDER, IN ACCORDANCE WITH THE PROVISIONS OF THE HOUSING FOR OLDER PERSON ACTS OF 1995.

SO THAT'S THE SAME PROVISION THAT WAS ADOPTED WITH THE PHASE ONE OF WATERMERE.

SO OVERALL, WHAT WOULD NORMALLY BE REQUIRED WHEN YOU LOOK AT AT ALL OF THE REQUIREMENTS WOULD BE 32 TREES AND THEY'RE PROVIDING 36 TREES PLUS 2 MITIGATION CANOPY TREES, PLUS THE 10 ORNAMENTAL, WHICH ARE THE EQUIVALENT OF 3 CANOPY TREES.

THESE WERE REAFFIRMED A COUPLE OF YEARS AGO WHEN WE TOOK A REAL BIG, DEEP DIVE INTO OUR STRATEGIC PLAN TO ENSURE THAT IT'S A PLAN THAT STILL MEETS THE NEEDS OF THE COMMUNITY TODAY. SO I KNOW YOU'VE HEARD THIS A LOT, BUT I'M GOING TO GO THROUGH THEM REAL QUICK.

FROM TALKING WITH TOWN COUNCIL WHAT WE REALLY WANTED TO FOCUS ON IS WHAT IS OUR GOAL HERE AT THE TOWN OF FLOWER MOUND.

AND WHAT WE TALKED ABOUT IS THIS DESIRED OUTCOME OF, OF A SUPERIOR QUALITY OF LIFE FOR THOSE IN THE COMMUNITY.

THAT IS KIND OF THE ULTIMATE GOAL, THE DESIRED OUTCOME FOR WHAT WE'RE TRYING TO DO HERE.

AND SO THEN WE STARTED TALKING, OKAY, IF THAT'S THE END GOAL, WHERE DO WE START? AND THAT'S WHERE WE CAME UP WITH THIS FOUNDATIONAL GOAL OF COMMUNITY ENGAGEMENT, REALIZING THAT, HOW ARE WE SUPPOSED TO KNOW WHAT THIS COMMUNITY NEEDS IN ORDER TO IMPROVE THEIR QUALITY OF LIFE? IF NOT, IF WE'RE NOT ENGAGING WITH THEM, IF WE'RE NOT GETTING FEEDBACK FROM THE COMMUNITY.

SO TO MOVE UP I WANT TO TALK REAL QUICK ABOUT OUR CORE GOALS OF PUBLIC SAFETY, FINANCIAL STABILITY AND OPERATIONAL SOUNDNESS AND INFRASTRUCTURE. SO THESE THREE GOALS PUBLIC SAFETY, FINANCIAL STABILITY AND OPERATIONAL SOUNDNESS AND INFRASTRUCTURE, YOU'RE PROBABLY GOING TO FIND THESE FOCUSES IN SEVERAL DIFFERENT CITIES, NOT ONLY IN TEXAS BUT ACROSS THE NATION.

REALLY, I THINK THE PUBLIC SAFETY AND INFRASTRUCTURE, AS YOU KNOW, ARE PROBABLY THE BACKBONE OF ANY COMMUNITY.

AND THAT FINANCIAL STABILITY AND OPERATIONAL SOUNDNESS IS WELL, WE'RE USING TAXPAYER MONEY.

AND SO WE HAVE TO BE EFFICIENT WITH THE USE OF THOSE FUNDS.

AND THEN LAST BUT NOT LEAST, WE LIKE TO PUT THESE INTO A GROUP CALLED COMMUNITY GOALS.

AND THIS THESE ARE GOALS THAT THE TOWN OF FLOWER MOUND IS FOCUSED ON THAT MAY BE UNIQUE TO THIS TOWN.

YOU CAN SEE IN OUR COMMUNITY GOALS OF ENVIRONMENT AND COUNTRY FEEL, PARKS AND RECREATION AND ECONOMIC DEVELOPMENT ARE THREE ITEMS THAT THE TOWN IS DEFINITELY FOCUSED ON.

YOU CAN SEE IT IN OUR MISSION VISION STATEMENT AS WELL.

THESE ARE THE AREAS THAT WHEN YOU'RE IN DIFFERENT COMMUNITIES, THEY MAY HAVE DIFFERENT COMMUNITY GOALS.

BUT HERE IN THE TOWN OF FLOWER MOUND, IT WAS TALKED ABOUT THAT ENVIRONMENT AND COUNTRY FEEL, PARKS AND RECREATION AND ECONOMIC DEVELOPMENT ARE SOME OF THE AREAS THAT WE WOULD LIKE TO FOCUS ON.

SO JUST TO TAKE A QUICK STEP BACK REAL QUICK, JUST REMIND EVERYBODY THAT WE TALKED ABOUT A LOT OF THESE OBJECTIVES THAT WE'RE GOING TO GO THROUGH AT THE 2024 STRATEGIC PLANNING RETREAT THAT WAS HELD ON JULY 18TH OF 2024.

IF YOU SEE UP HERE, WE DID INCLUDE SOME OF THE HIGHLIGHTS OF LAST YEAR AND THIS YEAR'S PLAN.

WE'RE PLANNING ON BRINGING FORWARD A PROGRESS REPORT THAT KIND OF WRAPS UP FISCAL YEAR 23-24 AND GIVES EVERYBODY A REPORT OF HOW THE TOWN ACHIEVED THOSE INITIATIVES.

WE'RE GOING TO DO THAT IN COORDINATION WITH THE ANNUAL REPORT, AS YOU CAN IMAGINE, A LOT OF THESE REPORTING METRICS ARE VERY SIMILAR.

YES. YOU APPROVED THE DECISION PACKAGE TO FUND THAT FALL FESTIVAL.

WE HAVE THE [INAUDIBLE] SALES TAX ANALYSIS WAS A SOFTWARE THAT WE IMPLEMENTED TO GIVE US MORE INSIGHTS ON HOW OUR SALES TAX IS ACTING.

YOU AS A TOWN COUNCIL, ALSO INCREASED THE HOMESTEAD EXEMPTION AGAIN.

WE'VE ALSO DID A CYBER SECURITY RISK ASSESSMENT, AND WE'RE GOING TO DO ANOTHER ONE, A MORE DETAILED ONE IN THIS YEAR.

BUT WE ALSO TALKED ABOUT HOW DO WE HOW DO WE GET THE RIGHT MATERIALS, HOW DO WE ENCOURAGE OUR RESIDENTS TO PLANT NEW TREES? AND SO YOU CAN SEE AT 1.1 THE ANNUAL TREE PLANTING PROGRAM, WE JUST WE JUST HAD KIND OF THE RIBBON CUTTING FOR THE COLONY PARK JUST LAST FRIDAY TO CELEBRATE TEXAS ARBOR DAY.

IN THAT TREE PLANTING PROJECT, THE TOWN PLANTED 50 NEW TREES TO INCLUDE TWO NEW POST OAKS.

WE LOOK TO CONTINUE THIS ANNUAL TREE PLANTING PROGRAM.

THIS FISCAL YEAR, WE'LL GO AHEAD AND BRING FORWARD DURING THE BUDGET PROCESS SOME OPTIONS ON PARKS THAT WE CAN DO ANOTHER PROJECT ON FOR NEXT YEAR.

THIS IS A REALLY, REALLY GREAT PROJECT I THINK A LOT OF THE FOLKS THAT CAME OUT ON FRIDAY WE'RE VERY APPRECIATIVE OF ALL THE WORK THAT TOWN COUNCIL AND TOWN STAFF HAS DONE TO MAKE SURE THAT WE CAN RETRIEVE A PARK THAT IS A BEAUTIFUL PARK, BUT I THINK IT LOOKS EVEN MORE BEAUTIFUL TODAY.

1.2 ENCOURAGE RESIDENTS TO PLANT NEW TREES.

WE'RE GOING TO BE WORKING ON DEVELOPING A RESIDENTIAL TREE REBATE PROGRAM.

AND THE IDEA IS TO INCREASE THE NUMBER OF TREES GIVEN AWAY.

BUT ALSO WE TALKED ABOUT ENSURING THAT WE ARE EDUCATING OUR RESIDENTS ON HOW TO PLANT AND TAKE CARE AND MAINTAIN THOSE TREES.

AND THEN ON THE 1.3 IS TO PURCHASE LAND TO PRESERVE THE TREE CANOPY.

SO THIS IS A CONVERSATION THAT HAS OCCURRED IN THE TOWN OF FLOWER MOUND FOR A LONG TIME.

SO THAT'S WHAT 1.3 IS LOOKING TO DO, IS TO IDENTIFY UNDEVELOPED LAND FOR SALE WITH LARGE TREE CANOPIES THAT WE WOULD LOOK TO PRESERVE.

MOVING TO OBJECTIVE TWO TO INCREASE OPEN SPACE, PARKLAND AND RECREATIONAL OPPORTUNITIES.

YES, WE HAVE 2.1 TO ACQUIRE THAT ADDITIONAL TOWN PARKLAND AS OUTLINED BY THE PARKS AND TRAILS MASTER PLAN.

BUT TOWN COUNCIL THIS YEAR MADE AN EMPHASIS ON IDENTIFYING KEY TRAIL LINKAGES WITHIN THE TOWN.

2.2 IS GOING TO BE THE TOWN'S SIGNATURE FALL FESTIVAL.

WE LOOK FORWARD TO THAT OCCURRING IN OCTOBER OF 2025 AND GETTING THAT OFF THE GROUND.

THAT'S GOING TO BE CHUCK BACK THERE MAKING SURE THAT WE HAVE AN AWESOME FALL FESTIVAL.

2.3 INCENTIVIZE OPEN SPACE DEDICATION.

THE PLANNING DEPARTMENT IS LOOKING TO BRING FORWARD SOME POTENTIAL COMMERCIAL COMMERCIAL PARKING CODE CHANGES IN ORDER TO INCREASE OPEN SPACE IN COMMERCIAL DEVELOPMENTS.

AND THEN LAST BUT NOT LEAST, WE'RE ALWAYS LOOKING TO EXPAND RECREATIONAL OPPORTUNITIES ON LAKE GRAPEVINE.

WE THINK OUR NEXT OPPORTUNITY IS GOING TO BE WITH THE TWIN COVES EXPANSION.

THAT APPLICATION, YOU ARE CORRECT, IS IN FEBRUARY, AND THEY'VE MADE SOME CHANGES TO THE APPLICATION THAT WE'RE GOING TO HAVE TO SELECT THE PARK PRIOR TO APPLYING.

AND SO WE'LL ACTUALLY I MISSPOKE EARLIER, WE'RE GOING TO HAVE TO BRING THOSE PARK OPTIONS TO YOU SOONER THIS YEAR.

BUT SO FAR, FROM WHAT I'VE SEEN, EVERYBODY'S BOUGHT IN.

AND MORE IMPORTANTLY, JP ALSO WITH SARAH AND BLAKE, THEY'RE JUST A GOOD TEAM TO COLLABORATE WELL WITH OUR DEPARTMENT.

SO I'VE NOT SEEN ANY TYPE OF FRICTION IN WORKING WITH THE DEPARTMENTS.

BECAUSE I GET A LOT OF GOOD FEEDBACK ABOUT THIS STRATEGIC PLAN.

PEOPLE SEE THAT AND THEY SAY THAT IT'S REALLY SPOT ON, AND IT REALLY SEEMS TO CAPTURE WHAT OUR RESIDENTS THINK THE TOWN IS SUPPOSED TO BE LIKE.

AND I THINK WE'VE HAD CONSULTANTS COME UP HERE AND SAY THAT THIS IS ONE OF THE BETTER STRATEGIC PLANS THEY'VE SEEN WHEN THEY GO OUT TO THESE DIFFERENT COMMUNITIES.

BUT, YOU KNOW, IT'S NOT IF IT'S JUST WORDS ON PAPER IT'S NOT GOING TO GET US VERY FAR.

SO AND IF YOU FEEL LIKE YOU'RE SWIMMING UPSTREAM TRYING TO GET THIS THING ROLLED OUT, THEN WE PROBABLY NEED TO FIGURE OUT WHY THAT IS.

BUT IF EVERYONE'S BUYING IN IN THE IN THE ORGANIZATION AND DOING THEIR PART, THEN I THINK WE'RE GOING TO BE PRETTY SUCCESSFUL.

SO 4.2 WE'RE ALSO LOOKING TO PARTNER WITH THIRD PARTY NAVIGATION APPS TO IMPROVE TRAFFIC FLOW.

THIS IS A PARTNERSHIP WHERE WE COULD SIGN WITH GOOGLE, WAZE, AND APPLE AND OTHER PROVIDERS IN ORDER TO USE SOME OF THEIR TRAFFIC DATA THAT THEY HAVE.

SO FOR EXAMPLE, OUR PURCHASING DEPARTMENT GOES THROUGH PURCHASING 101 ABOUT ONCE EVERY TWO MONTHS.

WE'RE GOING TO EXPAND THAT AND WRAP IT INTO THIS FMU.

8.3, OUR CYBER HYGIENE PROGRAM.

WE HAVE IMPLEMENTED THE CSA CYBER HYGIENE PROGRAM, AND WE'RE LOOKING TO PERFORM A MORE ROBUST CYBER HYGIENE RISK ASSESSMENT POTENTIALLY THIS SUMMER. AND THIS WILL BE THE LAST TWO OBJECTIVES THAT I'LL TALK ABOUT.

ONE OF THEM IS NEW. SO OBJECTIVE NINE PROMOTE TRANSPARENCY AND PUBLIC ENGAGEMENT.

IMPROVE FINANCIAL TRANSPARENCY PLATFORM.

SO AS WE RELEASE THE ADOPTED BUDGET FOR FISCAL YEAR 24-25, YOU SAW IT WITH WITH THE BUDGET EARLIER THIS YEAR, IT WILL BE A DIGITAL BUDGET BOOK.

ALSO, WE'RE LOOKING TO CREATE A POPULAR ANNUAL FINANCIAL REPORT, WHICH IS A LITTLE EASIER TO LOOK AT.

AND I THINK IT'S GOING TO BE MORE VISUALLY APPEALING FOR THOSE RESIDENTS TO BE ABLE TO EASILY, MORE EASILY, HOPEFULLY DISCERN OUR BUDGET.

9.2 CONTINUE TO EXPAND FLOMO CONVOS.

WE'RE GOING TO CONTINUE TO PERFORM DIFFERENT FLOMO CONVO SESSIONS THIS YEAR.

WE'VE ALSO TALKED ABOUT SOME CHANGES THAT WE'RE LOOKING TO MAKE TO FLOMO CONVOS.

WE REALIZE THAT WE HAVE AN OPPORTUNITY WE'VE GOT A LOT OF GREAT COMMUNITY GROUPS HERE IN THE TOWN OF FLOWER MOUND.

9.4 IMPROVED THE CUSTOMER RELATIONS PLATFORM.

SO THIS IS A CHARGE FOR US TO IDENTIFY A DIGITAL SOLUTION TO IMPROVE OUR 539 SERVE PLATFORM.

IT'S A GREAT PLATFORM, BUT WE DEFINITELY HAVE A WAY TO IMPROVE AND MAKE A DIGITAL SOLUTION THAT'S EASIER FOR OUR RESIDENTS TO PROVIDE US FEEDBACK AND TO ASK THEIR QUESTIONS.

AND THEN LAST BUT NOT LEAST, IS GOING TO BE OUR NEW OBJECTIVE FOR THIS YEAR, OBJECTIVE TEN.

PROVIDE EFFECTIVE AND EFFICIENT POLICE, FIRE AND EMS RESPONSE.

10.1 IS TO IMPROVE TRAFFIC ENFORCEMENT AND TRAFFIC SAFETY.

IF YOU LOOK AT ALL OF OUR SURVEYS, WE KNOW THAT TRAFFIC IS PROBABLY THE NUMBER ONE THING THAT WE HEAR FROM OUR RESIDENTS AS A PART OF THAT.

WE ALSO KNOW THAT SAFETY IS ONE OF THE BIGGEST CONCERNS.

AND SO CHIEF KULLEN COMING ON BOARD RECOGNIZED THAT FAIRLY EARLY ON.

AND WE'VE TALKED ABOUT IMPLEMENTING A MULTI-DEPARTMENTAL TASK FORCE TO LOOK AT THESE HIGHLY TRAFFICKED ROADWAYS.

10.2 TO EXPAND PUBLIC SAFETY COVERAGE IN WEST FLOWER MOUND THROUGH THE BUDGET, THE TOWN OF FLOWER MOUND HAS ADDED A FOURTH AMBULANCE TO BE STATIONED AT FIRE STATION SIX.

SO THIS WILL DO A COUPLE OF THINGS.

IT SHOULD IMPROVE OUR RESPONSE TIME OUT WEST.

ALSO, THEY KIND OF HAVE TO WITH A FOURTH AMBULANCE THEY NOW DON'T HAVE TO PULL ANOTHER AMBULANCE FROM THIS SIDE TO GO OVER.
