SHALL WE PRAY? HEAVENLY FATHER, WE COME ON THIS WEEK WHEN WE CELEBRATE THE BIRTH OF OUR COUNTRY AND THE INDEPENDENCE THAT WE ENJOY.

WE THANK YOU FOR THE VERY FACT THAT WE HAVE THAT FREEDOM, AND THAT WE CAN GATHER AS A TOWN TO DO BUSINESS AND TO ENJOY THE FREEDOMS WE HAVE TO SELF-RULE AND TO MAKE SOME DECISIONS ABOUT OURSELVES.

AND AS WE BEGIN THIS MONTH, WHEN WE CELEBRATE OUR PARKS AND RECREATION DEPARTMENT, I PRAY FOR THEM TONIGHT.

I PRAY YOUR BLESSINGS ON THEM AND ALL THOSE THAT THEY WILL ENCOURAGE, AND THEY WILL TAKE CARE OF, AND THEY WILL MINISTER FATHER IN THEIR OWN SPECIAL WAY, WHETHER IT'S IN THE POOL OR IN THE SENIOR CENTER.

AND OF COURSE, WE PRAY FOR OUR FIRST RESPONDERS, OUR POLICE DEPARTMENT, OUR FIRE DEPARTMENT.

BUT THEN I PRAY FOR OUR LEADERSHIP.

LORD, YOU TELL US IN THE WORD, PRAY FOR THOSE WHO HAVE BEEN PLACED OVER YOU.

SO WE PRAY FOR OUR MAYOR AND OUR COUNCIL, OUR TOWN MANAGER, AND THOSE THAT ARE IN THE STAFF THAT MAKE THIS TOWN A WONDERFUL PLACE TO LIVE.

WHEREAS PARKS AND RECREATION PROGRAM ARE AN INTEGRAL PART OF COMMUNITIES THROUGHOUT THIS COUNTRY, INCLUDING THE TOWN OF FLOWER MOUND.

THE PARKS AND RECREATION PROMOTES HEALTH AND WELLNESS AND IMPROVING THE PHYSICAL AND MENTAL HEALTH OF PEOPLE WHO LIVE NEAR THE PARKS.

PARKS AND RECREATION ENCOURAGE PHYSICAL ACTIVITY BY PROVIDING SPACE FOR POPULAR SPORTS, HIKING TRAILS, SWIMMING POOLS, AND MANY OTHER ACTIVITIES DESIGNED TO PROMOTE ACTIVE LIFESTYLES.

PARKS AND RECREATION PROGRAMS INCREASE A COMMUNITY'S ECONOMIC PROSPERITY THROUGH INCREASED PROPERTY VALUES, EXPANSION OF THE LOCAL TAX BASE, INCREASED TOURISM, THE ATTRACTION AND RETENTION OF BUSINESSES, AND CRIME REDUCTION.

OUR PARKS AND NATURAL RECREATION AREAS ENSURE THE ECOLOGICAL BEAUTY OF OUR COMMUNITY, AND PROVIDE A PLACE FOR CHILDREN AND ADULTS TO CONNECT WITH NATURE AND RECREATIONAL OUTDOORS.

AND AS EVERYONE HEARD, THE BENEFITS OF A ROBUST PARKS AND RECREATION SYSTEM ARE ENDLESS, AND I HOPE EVERYONE HAD A CHANCE TO ENJOY SOME CUPCAKES.

I THINK THERE'S A BUNCH OUT THERE, SO MAKE SURE YOU GET SOME ON YOUR WAY OUT.

BUT. AND CHECK OUT ALL THE GREAT THINGS THAT WE GOT GOING ON THIS MONTH AS WE GOT A LOT OF ACTIVITIES PLANNED, AND THIS YEAR THE PARKS AND REC MONTH THEME IS WHERE YOU BELONG.

AND IT CELEBRATES THE MANY WAYS PARKS AND RECREATION PROFESSIONALS ACROSS THE COUNTRY FOSTER A SENSE OF BELONGING IN THEIR COMMUNITY BY PROVIDING WELCOMING PROGRAMS, ESSENTIAL SERVICES FOR ALL, AND SAFE AND ACCESSIBLE SPACES TO BUILD MEANINGFUL CONNECTIONS.

AND OUR RESPONSE TO IT.

IT'S A GOOD OPPORTUNITY TO GIVE SOME CONTEXT TO IT BECAUSE WE AS THE TOWN, WE'RE DONE WITH OUR OUR BRUSH RESPONSE.

AND I WILL CAVEAT THAT IF PEOPLE STILL HAS BRUSH IN FRONT OF THEIR HOMES, THEY CAN STILL CONTACT THE TOWN AND WE'LL COORDINATE TO COME GET IT.

BUT A MONUMENTAL AMOUNT OF EFFORT WENT IN TO GET US TO THIS POINT.

I JUST WANT TO WALK YOU THROUGH THAT JUST BRIEFLY.

SO AS I MENTIONED AS EVERYBODY'S AWARE THE STORMS BLEW IN ON MAY 28TH.

WE QUICKLY ASSESS THAT THIS IS A PRETTY BIG STORM.

WE THE DAY AFTER STARTED COORDINATOR WITH REPUBLIC, WHO IS OUR NORMAL SOLID WASTE PROVIDER, ABOUT GETTING SOME EXTRA TRUCKS IN TOWN TO BE ABLE TO MEET FOLKS STORM DEMANDS.

AND THE THING TO CONTEXTUALIZE WITH THIS IS, IS THAT PRINCIPALLY WHEN YOU HAVE BRUSH ON PRIVATE PROPERTY, IT'S YOUR RESPONSIBILITY AS A HOMEOWNER TO GET THAT DONE.

AND IN A LOT OF CASES, YOU CAN NORMALLY SET OUT UP TO FOUR CUBIC YARDS, AS LONG AS YOU BUNDLE IT AND KEEP IT UNDER FOUR FEET.

AND THAT'S WHAT MANIFESTED IN OUR RELATIONSHIP WITH REPUBLIC.

ON SO ON JUNE 3RD, WE STARTED THE PROCESS WHERE REPUBLIC CAME OUT AND THEY BROUGHT AN ADDITIONAL GRAPPLE TRUCK ALONG WITH A REAR END LOADER.

WE STARTED THAT IN EARNEST.

AND ONE OF THE THINGS WE QUICKLY REALIZED IS THAT OUR INITIAL WINDOW SURVEY OF THE AMOUNT OF DEBRIS WAS OUT THERE WAS GROSSLY UNDER CALCULATED.

I GUESS WE GOT A SENSE THERE WAS A LOT MORE THAN WE ORIGINALLY ANTICIPATED.

AND THAT'S WHEN WE STARTED TO REALIZE WE WERE FALLING BEHIND SOME OF THE TIME FRAMES THAT WE HAD ASSOCIATED WITH TRYING TO GET ALL THE DEBRIS REMOVED.

SO ONCE WE MADE A DETERMINATION AND I WANT TO STOP RIGHT THERE AND JUST CAVEAT THAT REPUBLIC HAVE BEEN GREAT PARTNERS THROUGHOUT THIS.

THEY'VE BEEN THEY'VE STILL BEEN VERY HELPFUL TO US.

BUT ONE OF THE THINGS WE QUICKLY REALIZED IS THAT THIS EXCEEDED THEIR CAPABILITIES TO BE ABLE TO RESPOND IN A TIMELY MANNER.

YOU KNOW, AT FIRST WE THOUGHT WE COULD KNOCK ALL THE BRUSH OUT IN A FEW WEEKS.

COUPLE OF WEEKS IT STARTED REALIZING THAT WE WOULD HAVE STAYED ON OUR CURRENT COURSE.

IT WOULD HAVE PROBABLY TOOK THE 6 TO 8 WEEKS TO GET ALL THE BRUSH UP, AND WE QUICKLY DETERMINED THAT THAT'S NOT GOING TO BE A DOABLE.

A LOT OF FOLKS HAVE ALREADY HAD BRUSH SITTING IN FRONT OF THEIR HOMES FOR TWO WEEKS.

AT THAT POINT, WE REALIZED WE NEEDED TO DO SOMETHING.

AND SO WHAT WE DID IN RESPONSE IS THAT WE USED A TFR ENTERPRISES, WHICH IS A GROUP THAT WE HAVE ON CONTRACT FOR STORM RESPONSE.

SO THINK OF A TORNADO HIT THE TOWN.

THIS WILL BE THE GROUP THAT WE WOULD BRING IN TO COME GET ALL THE STORM DEBRIS UP.

OBVIOUSLY WE DIDN'T HAVE A TORNADO, BUT GIVEN THE MAGNITUDE, WE BROUGHT THEM IN AND YOU'LL SEE PICTURES HERE OF THEIR GRAPPLE TRUCKS AND YOU'LL SEE THAT THEY ARE CONSIDERABLY LARGER. WHAT REPUBLIC HAD TO GIVE YOU A SENSE OF SIZE AND VOLUME.

THE REPUBLIC TRUCKS WERE 15 CUBIC YARD TRUCKS WITH THE GRAPPLE.

THE TFR TRUCKS WERE 75YD³.

SO YOU COULD JUST SEE FROM A CAPACITY STANDPOINT.

AND WHAT WE WERE REALIZING WAS THAT THE REPUBLIC TRUCKS, BECAUSE OF THE SIZE OF THE BIN, THEY WERE SPENDING MORE TIME DUMPING THAN THEY WERE ACTUALLY PICKING UP.

AND SO WE KNEW THAT WE NEEDED MORE CAPABILITY.

AND WHEN TFR CAME ON BOARD ON JUNE 13TH AND STARTING IN EARNEST ON THE 14TH, WE SAW THE PACE PICK UP CONSIDERABLY.

SO WE WERE VERY PLEASED.

ONE OF THE THINGS I DO WANT TO POINT OUT ON JUNE 14TH AND THEN LAST WEEK, I REFERENCED SOME UNSUNG HEROES IN THIS PROCESS.

AND I WANT TO GIVE A SHOUT OUT TO SHELLY WILSON, OUR CUSTOMER SERVICE MANAGER.

SO WHEN WE GOT TFR UP AND ROLLING AND THEY WERE PICKING UP AND I'LL SHARE THE VOLUME OF DEBRIS THAT THEY PICKED UP AT THE END OF THE PRESENTATION, WE GOT THE QUOTES OF WHAT IT WOULD COST FOR US TO DUMP AT THE LANDFILL, AND I WAS IN MY CAR AT THE TIME, AND MY DAUGHTERS, I NEARLY DROVE OFF THE ROAD IT WAS SO HIGH.

IT WAS AN EXORBITANT AMOUNT OF MONEY IN THE SIX FIGURES.

AND THAT WAS A PROBLEM.

AND WHAT SHELLY DID IS ON FRIDAY NIGHT, SHE STARTED WORKING THE PHONE.

SHE REACHED OUT TO LIVING EARTH.

SHE BASICALLY JUST CALLED THEM REPEATEDLY UNTIL THEY FINALLY PICKED UP, SHARED OUR SITUATION, AND LIVING EARTH STEPPED UP AND GAVE US A AS YOU SEE HERE WE ARE TAKING THESE MATERIALS TO LIVING EARTH FOR A QUARTER OF THE PRICE IT WOULD BE TO DUMP THEM OTHERWISE.

AND I THINK WE CAN ALL AGREE THAT IT'S MORE SUITABLE TO TAKE IT TO LIVING EARTH, WHERE THEY CAN MAKE SOME ADDITIONAL USE OF IT RATHER THAN TAKING IT TO A LANDFILL.

AND SO YOU CAN SEE THE STAFF HOURS THAT WENT INTO THIS 1600.

AND AGAIN, THIS IS IN ADDITION TO THEIR NORMAL 40 HOUR WORK WEEK.

SO A LOT OF WORK WENT INTO THE RESPONSE.

AND SO THAT LED US TO START WORKING ON HEALTH SCIENCES AND LOOKING AT BRINGING IN EDUCATIONAL HEALTH SCIENCES.

WE THEN PASSED THE OPPORTUNITY TO DO A REPORT AND A STUDY TO SEE WHAT KIND OF NEED THAT WAS.

AND SO WE AFTER LOOKING AT A NUMBER OF DIFFERENT GROUPS, WE WERE ABLE TO HIRE THE TRIPP UMBACH GROUP.

AND BUT I WANT YOU ALL TO KNOW THAT WE REALLY APPRECIATE THE OPPORTUNITY.

AND I THINK THAT WHAT I'M GOING TO SHOW YOU TODAY FROM THE DATA IS YOU'RE ALREADY BEHIND THE CURVE IN THE AMOUNT OF HEALTH CARE PROFESSIONALS THAT ARE NEEDED? SECOND POINT I WANT TO MAKE IS YOU THINK THAT WE NEED HEALTH CARE SERVICES, WE NEED DOCTORS.

WE NEED NURSES, WE NEED MORE HEALTH CARE SERVICES FOR OUR GROWING POPULATION.

BUT IT'S PEOPLE THAT PROVIDE THOSE SERVICES.

SO ACTUALLY THE WORKFORCE AND THE CARE ARE INTRINSICALLY CONNECTED.

SO WE NEED TO MAKE SURE THAT PEOPLE ARE COMING THROUGH HEALTH SCIENCE, UNIVERSITY PROGRAMS, MEDICAL SCHOOLS AND RESIDENCIES TO BE ABLE TO SERVE.

AND I'M GOING TO TELL YOU THAT WE'RE ALREADY BEHIND THE CURVE IN TEXAS WITH SHORTAGES IN ALL OF THOSE DISCIPLINES.

SO WE TALKED TO A BUNCH OF STAKEHOLDERS, AND YOU CAN SEE ON THE SCREEN THAT BUSINESS, CIVIC ORGANIZATIONS, WE TALKED ALSO THE FOLKS AT TEXAS TECH. TEXAS TECH UNIVERSITY, HEALTH SCIENCE CENTER, HOSPITAL PEOPLE.

WE LOOKED ALSO AT SOME OF THE COMPANIES IN THE AREA AND DID TALK TO FOLKS AT FIRST RANCH.

AND WHAT WE FOUND FROM TALKING TO PEOPLE IS THAT UNIVERSALLY, THERE'S A NEED FOR EXPANDING HEALTH CARE SERVICES IN FLOWER MOUND, AND IT'S NOT JUST BECAUSE OF THE POPULATION GROWTH HERE, BUT REALLY YOU'RE IN THE GROWTH CORRIDOR ALL THE WAY TO DENTON IN NORTH TEXAS OF THE FASTEST GROWING METROPOLITAN AREA IN THE ENTIRE COUNTRY.

SO YOU'RE SORT OF IN THE EYE OF THE STORM OF WHERE THERE'S GOING TO BE MORE PEOPLE WANTING MORE HEALTH CARE SERVICES.

AND WE ALSO FOUND THAT THE COMMUNITY NEEDS ARE JUST GOING TO CONTINUE TO GROW AS THE DEMOGRAPHICS CONTINUE TO CHANGE AS PEOPLE GET OLDER.

I STARTED THE BUSINESS WHEN I WAS 25 AND I WAS THAT YOUNG CONSULTANT, AND NOW I'M OVER 60 AND I'M THE OLD CONSULTANT, BUT JUST IN THAT LITTLE SNAP OF A FINGER

AND WHO KNEW THAT WOULD HAPPEN? ALIGNING THE HEALTH SCIENCE EDUCATION CAMPUS WITH COMMUNITY CULTURE PLANNING, GROWTH PRIORITIES INCLUDING HEALTH, HOSPITAL AND HEALTH SYSTEM GROWTH WAS SEEN BY JUST ABOUT EVERYBODY AS VERY IMPORTANT.

DON'T JUST PUT SOMETHING OUT THERE, BUT HAVE IT BE REALLY WOVEN INTO THE FABRIC WITH THE HIGHWAYS AND ACCESSIBILITY AND TO FIND A LOCATION. AND IF I WAS HIRED TO DO SITE SELECTION, WHICH I WASN'T WE WERE HIRED TO DO MARKET ANALYSIS.

I WOULD HAVE SAID THAT THE SITE THAT YOU'RE LOOKING AT IS REALLY THE BEST SITE AND NOT JUST THE BEST SITE FOR FLOWER MOUND, THE BEST SITE FOR THE REGION, THE BEST SITE FOR THE METROPLEX.

IF YOU LOOK AT WHERE ALL THE HEALTH SCIENCE FACILITIES ARE, THIS IS WHERE IT NEEDS TO BE, RIGHT UP TO DENTON AND COVERING REALLY THIS KIND OF MISSING PIECE IS AN IDEAL LOCATION.

PUTTING THE GROWTH OF THE COMMUNITY, THE COST OF LIVING, HOUSING AFFORDABILITY AND OTHER IMPACTS INTO PLACE THIS IS THE KIND OF ECONOMIC DEVELOPMENT THAT'S THE BEST YOU CAN GET EDUCATING A WORKFORCE TO PROVIDE CARE AND STAY IN YOUR COMMUNITY.

BUT UNFORTUNATELY, WHILE IN SCHOOL, IN HEALTH SCIENCE PROGRAMS, ALTHOUGH THEY COME OUT MAKING LOTS OF MONEY RNS AND BSNS AND NURSE PRACTITIONERS AND PAS.

BUT WHILE IN SCHOOL, THIS WOULD BE A DIFFICULT COMMUNITY TO LIVE IN.

SO TAKING IN SOME OF THE CONSIDERATIONS OF HOUSING AND EVEN TRANSPORTATION, THE IDEA THAT SOME OF THE YOUNG PEOPLE HALF OF MY CHILDREN DON'T HAVE CARS AND THEY'RE ALL IN THEIR 30S NOW.

SO THERE MIGHT BE SOME YOUNG PEOPLE THAT COME HERE FOR SCHOOL WHO EXPECT PERHAPS TO GET USE PUBLIC TRANSIT OR TO HAVE AFFORDABLE HOUSING.

SO THESE ARE THE KIND OF THINGS WE'VE TALKED ABOUT.

ALTHOUGH THE JOB CREATION AND ECONOMIC DEVELOPMENT IS CRUCIAL, AND WE NEED TO COMMUNICATE THAT.

WE NEED TO UNDERSTAND WHAT STUDENTS AND FACULTY ARE LOOKING FOR IN A COMMUNITY WHERE THEY'RE GOING TO BE EDUCATED.

MOST OF THESE HEALTH SCIENCE CENTERS ARE IN LARGE CITIES LIKE FORT WORTH OR DALLAS, WHERE THERE'S A VARIETY OF HOUSING OPPORTUNITIES AND TRANSPORTATION.

IN THIS CASE, WE'RE LOOKING AT A MUCH MORE SUBURBAN AREA, WHICH PROVIDES SOME DIFFERENT CHALLENGES.

SO ONE OF THE CHALLENGES IS REALLY URBAN DEVELOPMENT GOALS AND ENTITIES THAT WILL BE IN A SUBURBAN AREA.

AND WE'VE HAD SOME EXPERIENCE AROUND THE COUNTRY WHERE NEW HEALTH SCIENCE CENTERS HAVE GROWN UP IN COMMUNITIES THAT ARE RURAL OR SUBURBAN.

AND BALANCING THAT IS IMPORTANT.

AS FAR AS OPPORTUNITIES, WE SEE THIS AS REALLY AN IMPORTANT PART OF THE FABRIC OF ALL THAT YOU'RE DOING IN FLOWER MOUND WITH SCHOOL DISTRICTS TO FROM K-12 TO GET FOLKS INTO HEALTH CAREERS.

THE PROXIMITY TO FUTURE HEALTH CARE INFRASTRUCTURE THAT'S NEEDED, THERE CERTAINLY NEEDS TO BE MORE HOSPITAL BEDS.

BUT IF YOU FOLLOW HEALTH CARE, YOU KNOW THAT HOSPITAL BEDS ARE JUST THE BEGINNING.

IT'S HOME HEALTH.

IT'S THE WHOLE CONTINUUM OF CARE.

IT'S THE DIFFERENT KINDS OF PHYSICIAN OFFICES AND PUTTING THIS ALL TOGETHER AS AN ECOSYSTEM OF HEALTH, WITH THE WORKFORCE BEING PART OF THE DELIVERY, WILL PUT YOU IN A VERY STRONG POSITION.

SO WHEN WE LOOK AT OCCUPATIONAL OUTLOOK, WE HAVE TO START THINKING ABOUT GROWTH AND SIZE OF GROWTH.

WELL, YOU'RE AT 8.1 MILLION PEOPLE RIGHT NOW ACCORDING TO THE LATEST THIS IS THE DALLAS FORT WORTH METROPLEX, OKAY, DALLAS METRO.

AND WE'RE NOW LOOKING AT IN JUST FIVE YEARS AND SIX MONTHS SURPASSING 10 MILLION PEOPLE BY 2032.

AND THEN SOME PEOPLE SAY, AND NOW I'M USING THE WORD MAY, THAT BY 2050, AT THE RATE YOU'RE GOING, YOU'LL REACH 16 MILLION PEOPLE AND BE SURPASSED LOS ANGELES.

AND YOU PROBABLY SAW THE DATA THAT CAME FROM THE 2100 STUDY THAT YOU'LL HAVE 30 MILLION PEOPLE AND YOU'LL BE BIGGER THAN NEW YORK CITY BY 2100. NOW, WE ALL KNOW THAT THESE THINGS CHANGE.

AND REMEMBER 2100 IS ONLY AS CLOSE AS 1950.

THAT'S SHOWING THAT ABOUT 100,000 PEOPLE LAST YEAR CAME TO THE METROPLEX FROM DOMESTIC MIGRATION.

THESE ARE PEOPLE FROM OHIO AND PENNSYLVANIA AND MICHIGAN AND ALL KINDS OF NEW JERSEY AND ALL KINDS OF PLACES.

I DIDN'T MENTION CALIFORNIA.

THEY COME FROM THERE, TOO.

AND THEN YOU MIGHT SAY, WELL, WHAT ABOUT NATURAL INCREASE? WELL, THERE IS A DECREASE IN NATURAL INCREASE.

THOSE ARE PEOPLE THAT ARE BORN IN THE METROPLEX.

AND YOU CAN THEN SEE THE MIGRATION.

SO THESE TRENDS ARE PROBABLY NOT GOING TO CHANGE THAT MUCH.

WHICH MEANS THAT EVEN IF YOU TOOK THE BIG PROJECTION OF 30 MILLION AND MADE IT 15 MILLION, YOU ALREADY TODAY IN THE AREA, IN THE REGION HAVE FEWER HEALTH CARE PROFESSIONALS PER PERSON ACROSS THE BOARD.

AND ALSO YOUR OLDER IN THE METROPLEX AND THE REST OF TEXAS.

AND WHAT DO WE KNOW ABOUT OLDER PEOPLE? THEY NEED MORE HEALTH CARE.

SO WE'RE KIND OF BEHIND THE CURVE AND THEN WE'RE REALLY BEHIND THE CURVE.

HEALTH CARE HAS BEEN GROWING FAST.

IN 2023 LAST YEAR, IT GREW TWO AND A HALF TIMES FASTER THAN ALL OTHER INDUSTRIES.

1 IN 4 JOBS ARE CREATED IN HEALTH CARE.

YOU HAVE TO THINK ABOUT GOING WAY BACK.

HEALTH CARE AS AN ECONOMY IS ABOUT 5 TRILLION NOW.

T'S WOULD BE THE FIFTH LARGEST ECONOMY IN THE WORLD OF IF IT WAS ITS OWN COUNTRY.

SO WE'RE AT A PLACE WHERE WE DON'T SEE THIS SLOWING DOWN.

AND YET PEOPLE NEED SOMEBODY, A PERSON WHO IS TRAINED TO COME AND CHECK OUT OUR EARS OR LOOK AT OUR KNEE.

OR I COULD ASK RAY ALL OTHER THINGS THAT HE'S GONE THROUGH.

SO WE HAVE TO THINK ABOUT THAT THERE ARE PEOPLE THAT NEED TO HELP US GET GET BETTER.

WE ALSO NEED A LOT OF PHYSICIAN ASSISTANTS.

AND YOU START LOOKING AT THIS LIST AND REALLY ACROSS THE BOARD THERE BETWEEN NOW AND 2031.

THEY'RE GROWING FAST. WHAT I WOULD SAY TO ANY OF THE DATA YOU'RE LOOKING AT PUT A TIMES TWO ON IT BECAUSE THIS IS NATIONALLY.

WHAT ABOUT IN TEXAS? EVEN MORE, WHAT ABOUT IN THE METROPLEX? EVEN MORE AND MORE? SO WHEN WE WERE ASKED TO AND I SWEPT THROUGH SOME OF THE DATA HERE, WHEN WE WERE ASKED TO EVALUATE PROGRAMS THESE WERE THE PROGRAMS THAT WERE WERE GIVEN TO US TO EVALUATE.

AND WE HAVE WORKED TO START PROGRAMS IN EVERY ONE OF THESE OVER THE COUNTRY OVER THE LAST 35 YEARS.

YOU MIGHT NOTICE RIGHT AWAY THERE'S NO MEDICAL DOCTOR PROGRAM ON HERE.

WHY AREN'T YOU STUDYING THE NEED FOR MORE DOCTORS? WELL, IN THIS PROJECT, DOCTORS COME OUT OF RESIDENCY PROGRAMS, AND THAT'S MORE YOUR HOSPITAL PARTNERS PURVIEW.

WHILE THE TEXAS TECH UNIVERSITY, A&M, UT AND NOW NEW SCHOOLS THAT HAVE EMERGED LIKE TEXAS CHRISTIAN PRODUCE GRADUATES FROM MEDICAL SCHOOL THAT GET AN MD DEGREE OR TCOM AND SAM HOUSTON THAT AND INCARNATE WORD THAT GET A D.O. DEGREE.

ALL THOSE MEDICAL STUDENTS HAVE TO GO THROUGH RESIDENCY.

SO WE DON'T FEEL THAT FOR YOUR PROJECT, WE NEED TO LOOK AT STARTING A MEDICAL SCHOOL TO CREATE MORE STUDENTS.

WHAT YOU NEED IS MORE HOSPITALS IN THE AREA, AND WHATEVER HOSPITAL YOU SELECT NEEDS TO BE A TEACHING HOSPITAL THAT HAS RESIDENCY PROGRAMS SO THAT THEY CAN PRODUCE DOCTORS THAT STAY IN THE REGION AND TEXAS IS WAY BEHIND THE CURVE IN THE AMOUNT OF RESIDENCIES THAT ARE NEEDED.

SO THESE ARE THE PROGRAMS WE LOOKED AT.

WE PUT THEM ALL UP AGAINST EACH OTHER.

AND WE CAME OUT WITH THESE HIGH PRIORITY AREAS, NURSING AT ALL LEVELS.

AND YOU MIGHT SAY, WELL, THAT'S REALLY EASY.

WHAT DO YOU MEAN AT ALL LEVELS? WELL, ONE THING ABOUT NURSING THAT'S VERY INTERESTING IS THAT A LOT OF PEOPLE THAT GET A BACHELOR'S IN NURSING HAD AN ASSOCIATE'S, AND ALMOST EVERYBODY THAT I KNOW THAT GETS A MASTER'S IN NURSING HAVE A BACHELOR'S IN NURSING.

AND THE SAME WITH THE DOCTORATE OF NURSING OR A PHD TO BE A PROFESSOR IN NURSING.

SO YOU CAN'T LOOK AT JUST WELL, WE JUST WANT THIS ONE KIND OF NURSE.

LET'S HIRE THEM OR LET'S START A SCHOOL FOR THEM.

AND I WON'T BORE YOU WITH ACCREDITATION BECAUSE YOU REALLY CAN'T START A SCHOOL THAT GIVES A DOCTORATE OR A MASTER'S IN NURSING.

YOU HAVE TO GIVE THE BASE DEGREE.

AND THEN WHEN IT COMES TO THE MENTAL HEALTH AREA, THERE ARE SO MANY DIFFERENT PLAYERS IN THAT, AND THEY'RE ALL AT SEVERE, SEVERE SHORTAGES FROM

CLINICAL PSYCHOLOGY AT A DOCTORATE LEVEL, MASTERS OF SOCIAL WORK AND ALL THE DIFFERENT [INAUDIBLE], AND PSYCHOLOGISTS AND THERAPISTS. AND SO WHAT'S GOING TO HAPPEN IS WE'RE WAY BEHIND THE CURVE BEFORE COVID AND THEN COVID HAPPENED.

AND THEN AT THE SAME TIME, THE THIRD AREA IS THE PHYSICIAN ASSISTANTS AND PAS ARE NEEDED AS HEALTH CARE CONTINUES TO GROW.

NOW I GOT TWO PRIORITIES THAT DON'T EXIST IN TEXAS.

BELIEVE IT OR NOT, THERE'S NO DENTAL SCHOOL IN THE METROPLEX, THE ONLY METRO AREA EVEN NEAR ITS SIZE WITHOUT A DENTAL SCHOOL.

AND THERE'S NO OPTOMETRY SCHOOL.

SO WHAT HAPPENS IS WE'RE NOT GROWING OUR OWN.

SO HOSPITALS HAVE TO SPEND A LOT OF MONEY AND NATIONALLY RECRUIT OR USE RENTAL NURSE PROGRAMS OR GO INTO THE MARKET, THE FREE MARKET AND PAY $200,000 FOR A NURSE PRACTITIONER UP TO $300,000.

AND THAT CAUSES HEALTH CARE COSTS TO GO UP.

AND IT HELPS. IT HURTS THE FINANCIAL MODEL.

SO NOW WE'RE PAYING FOR A WORKFORCE THAT WE DIDN'T CREATE.

SO THERE'S SO FEW THAT ARE COMING INTO THE MARKET.

SO WE FEEL THAT THERE'S A GREAT OPPORTUNITY FOR GROWTH THERE.

AND THE SAME WITH MENTAL HEALTH AND THE DIFFERENT PSYCHIATRISTS, 18% FASTER GROWTH FOR MENTAL HEALTH.

THAT'S THE HIGHEST OF ANY OCCUPATION IN AMERICA.

YOU JUST CANNOT FIND PEOPLE TO BE.

AND IT'S NOT A MARKET THAT'S DEFINED BY JUST ONE SPECIALTY.

WE NEED FOLKS IN MENTAL HEALTH, WITH ADOLESCENTS, WITH CHILDREN, WITH ADULTS, WITH OLDER ADULTS.

AND THEN WE'RE NOT EVEN GETTING TO THE BEHAVIORAL HEALTH DRUG AND ALCOHOL SUBSTANCE ABUSE DUAL DIAGNOSIS.

SO IT'S A CRISIS.

AND THE COMMUNITIES THAT DON'T HAVE GOOD MENTAL HEALTH ARE COMMUNITIES THAT DON'T DO WELL ECONOMICALLY EITHER, BECAUSE A WORKFORCE THAT DOESN'T HAVE THE SAME, THE HEALTHY MENTAL PART CAN'T BE AS PRODUCTIVE.

SO I THINK THERE'S AN ECONOMIC DEVELOPMENT POTENTIAL FOR JOBS AND JOB CREATION AND FOR COMPANIES THAT THRIVE.

AND THEN YOU START LOOKING AT ALL THE DIFFERENT OCCUPATIONS FOR PEOPLE JUST WITH A PSYCHOLOGY DEGREES, AND THEN THE PHYSICIAN ASSISTANTS A 27% FASTER THAN AVERAGE, I WAS WRONG.

THAT SAID, 18 WAS THE HIGHEST NUMBER.

THE DEMAND FOR PAS IS SO GREAT THAT IT SOMETIMES IS, LIKE WITH NURSE PRACTITIONERS AND OTHER HEALTH CARE PROFESSIONALS THAT THE DOCTORS CAN'T FLY THE PLANE.

IT'S LIKE THE DOCTOR IS THE PILOT AND THERE'S NO FLIGHT CREW.

IT'D BE LIKE BEING AT DFW IN THE MIDDLE OF THE NIGHT, AND YOU HAVE TEN PILOTS, BUT NO ONE CAN FLY THE PLANE BECAUSE THEY DON'T HAVE ALL THE OTHER HEALTH CARE PROFESSIONALS THAT NEED TO GO INTO THE OPERATING ROOM WITH THEM.

AND WE'RE SEEING MORE AND MORE A REAL PROBLEM IN HEALTH CARE, BECAUSE ALL THESE HEALTH PROVIDERS AREN'T OUT THERE TO BE ABLE TO KEEP THE HOSPITALS GOING AND THE PLANES IN THE AIR. AND THEN WE HAVE THIS DOCTOR OF DENTAL MEDICINE, NO DENTAL SCHOOL, ONLY ONE IN DALLAS, A FINE ONE AND ONE IN EL PASO A NEW ONE IN SAN ANTONIO AND THEN

THE THING THAT'S INTERESTING ABOUT HEALTH SCIENCE CENTER IS YOU CAN'T JUST START ONE PROGRAM LIKE THAT.

SO SOME OF THE TECH PROGRAMS AND SOME OF THE ANCILLARY PROGRAMS, THEY COME WITH THE NURSING INFRASTRUCTURE, THEY COME WITH THE MEDICAL INFRASTRUCTURE, AND THEY COME WITH THE PHARMACY INFRASTRUCTURE.

SO THE BIGGER BUILDING BLOCKS THEN ALLOW THE OTHER PROGRAMS TO GROW WITH THE SAME FACULTY AND THE SAME CAPITAL AND RESOURCES.

I THINK THE BIGGER ISSUE WOULD BE, WOULD SOME PRIVATE ORGANIZATION COME INTO THE MARKET AND NOT A IN, YOU KNOW, TEXAS CHRISTIAN HAS BEEN HERE SINCE FORT WORTH.

THEY GREW UP TOGETHER AND THEY'RE PART OF THE FABRIC OF THE COMMUNITY.

BUT COULD SOME OTHER FOR PROFIT HEALTH SCIENCE ORGANIZATION WANT TO MOVE INTO THIS MARKET? AND I THINK THAT'S WHERE THE COMPETITION MIGHT BE REAL.

WE'VE SEEN A PROLIFERATION RECENTLY IN FOR PROFIT HEALTH SCIENCE AND MEDICAL SCHOOLS THAT HAVE STARTED AROUND THE COUNTRY WITH VENTURE CAPITAL FUNDS IN NEW MEXICO AND IN IDAHO AND IN OTHER PLACES, COLORADO.

SO I FEEL THAT IF I WAS LOOKING AT IT, I WOULD SAY MOVE QUICKLY WITH A PUBLIC PARTNER.

AND TECH IS SUCH A GOOD PUBLIC PARTNER BECAUSE THEY'VE BEEN SUCCESSFUL IN EL PASO WHEN THEY LEFT LUBBOCK, AND IT'S JUST NATURAL THAT THEY WOULD COME RIGHT NOW BACK TO THE METROPLEX, WHERE THEY HAVE SUCH A STRONG ALUMNI BASE AND DONOR BASE TO BE ABLE TO MAKE IT HAPPEN HERE.

SO DOES THAT MEAN THAT WHATEVER ULTIMATELY COMES FORWARD NEEDS TO INCLUDE SOME SORT OF ON SITE HOUSING FOR STUDENTS WHO ARE THERE FOR A WHILE? I THINK WHAT YOU'LL FIND IF YOU LOOK AT HEALTH SCIENCE UNIVERSITIES ACROSS THE BOARD PART OF THE CAMPUS IS TO PROVIDE STUDENT HOUSING AND EVEN HOUSING FOR YOUNG START UP FACULTY.

YOU HAVE TO REMEMBER THAT WHEN YOU'RE A YOUNG FACULTY PERSON THAT'S STARTING OUT IN A CAREER BUYING THE AVERAGE HOUSE IN FLOWER MOUND, AND YOU WANT THE FACULTY TO BE CLOSE. SO I FEEL SOME HOUSING ON THE PROPERTY WOULD BE A GREAT INVESTMENT FOR THE LONG TERM.

I WOULDN'T SAY THAT YOU WOULD NEED IT OUTSIDE OF THE DEVELOPMENT, BECAUSE HERE'S THE REAL REASON YOU WANT FOLKS CLOSE.

AND THE REASON WHY DOCTORS WERE CALLED RESIDENTS WAS THAT UP UNTIL RECENT TIMES, THEY LIVED IN THE HOSPITAL UNTIL THEY WERE 26 YEARS OLD, AND THEY LEFT THE HOSPITAL.

AND THEN MARRIED. PRIESTS WERE DOING THE SAME THING AT THE SEMINARY UNTIL 26 YEARS OLD.

THEY LIVED THERE.

SO I FEEL THAT HAVING STUDENT HOUSING CLOSE BY, AND I'VE WORKED ON A FEW PROJECTS WHERE WE'VE SEEN THIS WORK SUCCESSFULLY TO HAVE AFFORDABLE HOUSING FOR THE STUDENTS IN THE FACULTY, BUT NOT MAKE IT A MANDATE WITHIN THE COMMUNITY.

AS FAR AS TRANSPORTATION, IT'S BECOMING LESS OF AN ISSUE WITH THE APPS THAT WE ALL USE.

HOW I GOT HERE TODAY AND I FEEL THAT UBER, LYFT AND OTHER MODES OF TRANSIT HAVE BECOME MUCH MORE ACCESSIBLE TO STUDENTS AND TO PEOPLE OVER THE YEARS.

THERE MIGHT BE SOME POTENTIAL ON THE HIGHWAY OF INTERMODAL TRANSPORTATION OR SHUTTLES THAT COULD BE USED TO WHAT MOST PEOPLE DO NOWADAYS IS THE HEALTH SCIENCE UNIVERSITY CREATES A SHUTTLE SYSTEM, AND THEY TAKE FOLKS OCCASIONALLY TO CERTAIN PLACES WHO HAVE COME WITHOUT A CAR. SO I THINK THAT CAN BE ACCOMMODATED BY THE UNIVERSITY.

I'M HOPEFUL THAT THAT ALL THESE THINGS WILL COME INTO THE PLAN.

I THINK WHAT I WANT TO AVOID IS JUST BUILDING IT OUT THERE AND SAYING, ALL THESE STUDENTS ARE GOING TO BE OUT THERE AND NOBODY CAN BE NEAR.

AND SO IN THAT CASE, WE ALWAYS ASK FOR THE APPLICANT TO DO A PARKING STUDY AND COME UP WITH WHAT THEY FEEL IS AN APPROPRIATE NUMBER OF PARKING SPACES OR PARKING RATIO TO USE FOR THEIR USE.

AND THEY DOCUMENT THAT WITHIN THE PARKING STUDY.

AND SO IN THIS PARTICULAR INSTANCE, THE APPLICANT HAS COME UP WITH A PARKING RATIO OF ONE STALL PER FOUR SEATS.

THEY'RE ACTUALLY GOING A LITTLE ABOVE THAT, BUT STILL WITHIN THAT 20% RANGE OF THEY'RE PROVIDING 2021 PARKING SPACES.

AND SO THERE ARE 1230 THAT ARE EXISTING ON THE SITE.

AND THEY WOULD BE ADDING 791.

AND SO THERE WERE A COUPLE OF EMAILS THAT WENT TO THE PLANNING AND ZONING COMMISSION WITH RESIDENTS THAT JUST HAD, YOU KNOW, QUESTIONS, CONCERNS, WANTED TO MAKE SURE THAT THE PARKING AND TRAFFIC WOULD BE ADEQUATELY ADDRESSED WITH THIS DEVELOPMENT.

AND SO, AGAIN, WITH THAT, THEY HAD CONCERNS WITH KIND OF WHAT THEY SEE CURRENTLY WITH THE PARKING.

LIKE I SAID, THERE IS GOING TO BE A SIGNIFICANT NUMBER OF PARKING SPACES THAT ARE ADDED TO THE SITE WITH THIS DEVELOPMENT OF IT.

AND BASICALLY THE STADIUM ITSELF WOULD HAVE THE LARGEST PARKING REQUIREMENT.

SO IT'S NOT THAT IT WOULD BE ADDED ON TO THE SCHOOL.

IT WOULD BE THAT WOULD BE THE MOST YOU WOULD EVER NEED IS WHEN THE STADIUM IS FULLY IN USE.

AND THEN THERE'S ALSO THEY ARE DOING A SPECIAL EVENT PLAN.

THAT. AND SO THEN THEY CAN START ON THE WHOLE SITE AT ONE TIME MINUS THAT THIS LOT FOR JUST TO THE SOUTH OF THIS BECAUSE I DO NOT THINK THEY HAVE A TENANT YET FOR THAT SECOND OFFICE BUILDING.

SO AS I RECALL, LEXIN JUST TO THAT POINT, THAT THE APPLICANT WANTED A WAY, THEY WANTED TO NOT BUILD THE MASONRY WALL, AND THE PROPERTY OWNERS CAME IN AND OBJECTED TO THAT. SO THE COMPROMISE WAS TO PUT IN A TEMPORARY, MAYBE A FENCE, AND THEN HOLD OFF ON THE WALL AND THE TRAIL UNTIL THIS DEVELOPMENT CAME ALONG.

AND THE PROPERTY OWNERS WERE OKAY WITH THAT.

BUT SINCE THIS TRIGGERS THE TRAIL AND THE WALL IF WE APPROVE IT, BOTH OF THOSE PROPERTY OWNERS CAME TO P&Z AND SAID THAT THEY WERE IN FAVOR OF THIS PROJECT.
