WHEN I REACHED OUT TO CONTACT Y'ALL AFTER SPEAKING, I WAS MET WITH SILENCE FROM ADAM SCHIESTEL, BRIAN TAYLOR, AND JOHN WERNER, AS WELL AS A HARD NO FROM ANN MARTIN AND MOST DISAPPOINTINGLY, A NOTHING RESPONSE FROM CHERYL MOORE, WHO SAID IT WAS NOT THE ROLE OF THE COUNCIL TO, QUOTE, PUSH POLITICAL AGENDAS.

I GUESS I DIDN'T REALIZE BEING ANTI-GENOCIDE CONSTITUTED PUSHING A POLITICAL AGENDA.

IN THE TIME SINCE WE LAST SPOKE, THE UNITED STATES HAS VOTED AT THE UNITED NATIONS SECURITY COUNCIL TO PUSH FORWARD A CEASE FIRE RESOLUTION.

HOWEVER, WE HAVE ALSO CONTINUED TO SUPPLY ISRAEL WITH WEAPONS THAT THEY HAVE USED TO COMMIT WAR CRIMES, SUCH AS THE ATTACK ON REFUGEES IN RAFAH ON MAY 27TH, WHICH WAS SUPPOSED TO BE THE BIDEN ADMINISTRATION'S RED LINE, AS WELL AS ANOTHER ATTACK ON THE NUSEIRAT REFUGEE CAMP ON JUNE 8TH, IN WHICH THE US USED THE AID PEER TO ASSIST THE IDF IN POSING AS WORKERS AS AID WORKERS IN ORDER TO ATTACK PALESTINIAN REFUGEES.

POSING IT AS AID WORKERS IS CALLED PERFIDY, AND IT IS CONSIDERED A WAR CRIME.

I BELIEVE THAT WE STILL HAVE A MORAL OBLIGATION TO OPPOSE THIS TYPE OF UNWAVERING SUPPORT FOR A COUNTRY THAT, ACCORDING TO THE ICJ, HAS SHOWN INTENT TO DESTROY PALESTINIANS IN GAZA AS PART OF THE BROADER PALESTINIAN NATIONAL, RACIAL AND ETHNIC GROUP.

THAT REPORT ALSO STATED, QUOTE, ISRAEL HAS ENGAGED IN, IS ENGAGING IN AND RISKS FURTHER ENGAGING IN GENOCIDAL ACTS AGAINST THE PALESTINIAN PEOPLE IN GAZA.

AND THAT REPORT WAS FROM DECEMBER.

THE HALF OF YOU WHO DID RESPOND MADE IT CLEAR THAT THIS WAS AN ISSUE BETTER FIT FOR OUR FEDERAL REPRESENTATIVES.

I URGE THE TOWN COUNCIL TO DRAFT A LETTER TO OUR TEXAS FEDERAL REPRESENTATIVES, MICHAEL BURGESS, JOHN CORNYN AND TED CRUZ REQUESTING A WITHDRAWAL OF US MILITARY SUPPORT AND

I JUST WANTED TO FOLLOW UP ON AN UPDATE AND A PRESENTATION THAT WE DID LAST MEETING ON JUNE THE 3RD.

AS EVERYONE WELL KNOW, WE HAD A PRETTY BAD STORM BLOW THROUGH TOWN THE DAY AFTER MEMORIAL DAY, LEFT A LOT OF BRUSH OUT.

AND IN RESPONSE TO THAT, OBVIOUSLY A LOT OF OUR RESIDENTS JUST HAD CONCERNS OF HAVING MORE BRUSH THAT'S LEGALLY ALLOWED TO BE SET OUT, PER OUR CONTRACT FOR BULK PICKUP AND BRUSH PICKUP WITH REPUBLIC AND ALSO PEOPLE JUST HAVING ISSUES WITH BEING ABLE TO BUNDLE IT AND MAKE THE SIZING REQUIREMENTS. AND I'M VERY APPRECIATIVE OF YOU ALL AS A TOWN COUNCIL, I ENGAGED YOU AND JUST SAID, HEY, ARE YOU COMFORTABLE WITH US STEPPING UP AND SEEING WHAT WE CAN DO TO HELP THE RESIDENTS? AND YOU GAVE ME THE GREEN LIGHT TO MOVE FORWARD.

WE WORKED WITH REPUBLIC AND WE DEPLOYED TWO ADDITIONAL TRUCKS THE WEEKS OF JUNE 3RD AND JUNE THE 10TH.

THE UNFORTUNATE THING ABOUT IT, IT DIDN'T MAKE THE IMPACT QUITE WHAT WE EXPECTED.

THERE'S A MYRIAD OF REASONS WHY, PART OF WHICH WAS JUST MAINLY THAT AFTER OUR INITIAL ASSESSMENT, AFTER THE STORM, MORE BRUSH CAME OUT.

I GUESS MORE PEOPLE WENT AND WAS ABLE TO TAKE THE STUFF DOWN AND SET IT OUT.

AND WE HAD SOME MECHANICAL ISSUES WITH ONE OF THE GRAPPLE TRUCKS THAT REPUBLIC WAS USING, AND WE FELL VERY FAR BEHIND.

LAST WEEK WE MADE A DECISION TO AND THIS IS NOT A REFLECTION OF REPUBLIC.

THEY'RE STRETCHED THEN EVERY EVERY COMMUNITY IN THIS REGION IS DEALING WITH THE SAME ISSUE THAT FLOWER MOUND IS WITH STORM DEBRIS.

AND WHAT WE OPTED TO DO IS, IS CALL AN AUDIBLE AND WORK WITH A STORM OR DISASTER RECOVERY GROUP THAT WE HAVE UNDER CONTRACT.

THEY MOSTLY SPECIALIZE IN RECOVERY AND AND REMOVING DEBRIS AFTER A TORNADO OR A LARGE SCALE EVENT THAT WAY.

BUT THEY HAD THE CAPACITY TO COME IN AND HELP US MAKE A BIGGER DENT IN THAT IN PICKING UP THE DEBRIS.

TO GIVE YOU A SENSE OF WHAT WE WERE LOOKING AT WE'RE WORKING WITH REPUBLIC.

IT WOULD HAVE TAKEN AN ADDITIONAL MONTH TO PICK UP THE REST OF THE MATERIALS IF WE KEPT ON THE CURRENT PACE THAT WE WERE ON.

AND NEEDLESS TO SAY, WE FELT THAT THAT THAT WASN'T APPROPRIATE.

A LOT OF FOLKS I KNOW THEY'VE BEEN REACHING OUT TO YOU.

AND YOU CAN'T MISS THEM BECAUSE THEY HAVE 75 CUBIC YARD GRAPPLE TRUCKS GOING THROUGH TOWN.

AND SO I WANT TO SHARE THIS WITH THE PUBLIC JUST SO THEY'RE AWARE.

IF YOU STILL HAVE ITEMS SET UP.

WE'RE WORKING WE'RE WORKING FROM THE EAST SIDE OF THE TOWN TO THE WEST SIDE OF TOWN TO GET THE REST OF THOSE MATERIALS UP.

AND SO FAR, WE'RE WE'RE WE'RE TRENDING VERY WELL AS OF RIGHT NOW, WE ESTIMATED THAT THERE WAS MORE THAN 4000YD³ OF STORM DEBRIS AND BRUSH THAT THAT'S OUT THERE TO BE COLLECTED.

AND OVER THE COURSE OF THE WEEKEND, WE GOT 1200 OF THOSE CUBIC YARDS PICKED UP.

AND AND SO IF THAT TREND HOLDS, WE, YOU KNOW, FINGERS CROSSED WE SHOULD BE ABLE TO PICK UP MOST OF THOSE MATERIALS BY THE END OF THIS WEEK.

AND SO WHAT I ALSO WANTED TO DO IS JUST HIGHLIGHT SOME, SOME, SOME SPECIFIC TOWN TOWN STAFF MEMBERS HAVE DONE AN AMAZING JOB IN RESPONSE TO THIS.

AND WE ARE WORKING WITH LIVING EARTH HERE IN TOWN, AND WE'RE DIVERTING A LOT OF THOSE MATERIALS TO LIVING EARTH RATHER THAN THE DUMP, AND, WELL, I GUESS THE LANDFILL. EXCUSE ME.

BUT I JUST WANT TO I JUST WANT TO POINT OUT THOSE THREE IN PARTICULAR.

IN OCTOBER ON THE 16TH, WE DID A REIMBURSEMENT RESOLUTION.

THIS WAS BASED OFF THE NEW CIP FOR THE BUDGET YEAR, AND IT HAD PROJECTED THAT THERE WOULD BE $9,125,000 ISSUED IN CERTIFICATES OF OBLIGATION.

AND WHAT THE REIMBURSEMENT RESOLUTION DOES IS IT ALLOWS STAFF TO ENGAGE IN CONTRACTS AND AGREEMENTS BEFORE WE ACTUALLY CONDUCT THE SALE, AND WE REIMBURSE IT THROUGH THE WORKING CAPITAL OF THE UTILITY FUND OR THE FUND BALANCE OF THE GENERAL FUND, AND AT THE TIME OF THE DEBT IS SOLD.

SO THAT OCCURRED IN OCTOBER AND THEN IN APRIL 1ST COUNCIL APPROVED A NOTICE OF INTENTION RESOLUTION TO GIVE THE CITIZENS THE NOTICE THAT THE TOWN WOULD BE GOING OUT FOR AN ISSUANCE OF CERTIFICATES.

AND THIS REQUIRES A PUBLIC NOTIFICATION OF TWO CONSECUTIVE TIMES IN THE PAPER OF RECORD, WHICH IS THE DENTON RECORD-CHRONICLE FOR 46 DAYS PRIOR TO THE ORDINANCE BEING PASSED, AND ALSO 45 DAYS ON THE TOWN'S WEBSITE.

AT THAT TIME, STAFF REDUCED THE AMOUNT OF ISSUANCE DOWN TO $7,715,000.

DURING THE JUNE 4TH THROUGH THE 6TH, WE CONDUCTED RATING CALLS WITH FITCH RATING AND STANDARD AND POOR'S.

TONIGHT IS FOR YOUR PRESENTATION OR FOR YOUR APPROVAL CONSIDERATION THE PARAMETERS ORDINANCES.

ON THURSDAY WE'LL HAVE THE PRICING OF THE BONDS AND ON JULY 11TH WE'LL HAVE THE CLOSING DELIVERY WHERE WE RECEIVE THE PROCEEDS.

THE CERTIFICATES ARE BEING ISSUED IN THE AMOUNT OF $7.7 MILLION.

IT INCLUDES $400,000 FOR A STREET PROJECT, $2.96 FOR WATER AND $4,250,000 FOR WASTEWATER.

WE ESTIMATED CLOSING COSTS AT $105,000 FOR A DEBT DEBT AMOUNT OF $7,715,000.

THE REFUNDED BONDS ARE $5,575,000.

THE INTEREST RATES WERE CURRENTLY PAYING ON THESE BONDS RANGE FROM 2 TO 5%.

AND THE REFUNDED YEARS WILL BE YEARS 2025 THROUGH 2027 AND 2031 THROUGH 2035.

AND ONCE AGAIN, THE ORDINANCE HAS CERTAIN PARAMETERS.

THE ORIGINAL AMOUNT OR THE ORIGINAL AMOUNT CANNOT EXCEED THE $5,575,000.

IT MUST PRODUCE A NET PRESENT VALUE SAVINGS OF AT LEAST 3.5%.

THE MAXIMUM INTEREST COST CANNOT EXCEED 5%, AND THE OBLIGATIONS CANNOT EXCEED A MATURITY PAST MARCH 1ST, 2035, WHICH IS THE ORIGINAL MATURITY STRUCTURE.

THIS WILL BE FOR TROTTER PARK, AND THEN ALSO TO DESIGNATE THE PARKS AND RECREATION DIRECTOR TO ACT ON BEHALF OF THE TOWN.

SO I'LL JUMP IN.

AND BASICALLY WHAT WE'RE GOING TO BE APPLYING FOR IS THE NON-URBAN OUTDOOR RECREATION GRANT, AND WE'RE ABLE TO GET UP TO $750,000 WITH THIS GRANT. THIS IS A VERY SIMILAR TO WHAT WE HAVE WITH PETERS COLONY MEMORIAL PARK.

AND SOME OF THE REQUIREMENTS ARE THAT WE HAVE TO DO A 50% MATCH.

SO IT'LL BE UP TO $750,000.

AND WE KNOW THE DEVELOPMENT OF TROTTER PARK IS GOING TO FAR EXCEED $750,000, SO WE'LL EASILY BE ABLE TO MATCH THAT AMOUNT.

IT'LL HAVE TO BE DEDICATED AS PARKLAND IN PERPETUITY, WHICH IT IS, AND THEN PROPERLY MAINTAIN.

THAT'S WHAT YOU HAVE OUR PARKS AND RECREATION DEPARTMENT FOR AND CLAYTON AND ALL HIS GUYS WILL MAKE SURE WE MAINTAIN IT THE WAY WE DO ALL OF OUR PARKS, AND THAT WILL BE OPEN TO THE PUBLIC.

AND THEN NOTIFICATION ONCE WE SUBMIT THAT AUGUST 1ST, WE USUALLY HEAR SOMETIME BETWEEN MARCH AND MAY IF WE GOT THAT OR NOT.

AND AS I MENTIONED, THIS IS SUPPORTING THIS GRANT WILL BE FOR TROTTER PARK.

WE WENT TO THE PARKS BOARD IN JUNE.

THEY MADE A RECOMMENDATION.

WE'LL BE COMING TO YOU GUYS IN JULY TO DISCUSS THAT AND TALK MORE ABOUT TROTTER PARK AT THAT TIME.

SO IT'S GOING TO GO DOWN AND THEN ACROSS AGAIN.

AND THIS WILL BE A LARGER AREA THAT'S PART OF TRACT ONE.

THE REASON FOR THAT IS TO GET TRACT ONE TO EXACTLY 97 ACRES.

SO AGAIN, IT ORIGINALLY THAT AREA WAS 97.19 ACRES WITH THE FIRST EXHIBIT, BUT ONCE THEY WENT THROUGH AND PLATTED IT THERE WAS LAND THAT WAS TAKEN FOR RIGHT OF WAY. AND SO THEN IT REDUCED THE AMOUNT OF ACREAGE IT WAS UNDER THE 97 ACRES.

AND THAT IS AREA THAT IS POTENTIALLY PROPOSED FOR FUTURE PARKLAND DEDICATION TO THE TOWN.

I THINK THE APPLICANT WANTED TO MAKE SURE IT WAS THE RIGHT AMOUNT THAT HAD BEEN AGREED UPON, AND SO WANTED TO ADJUST THAT BOUNDARY.

AND SO IT DOES.

IT JUST MAKES CHANGES TO THE PD STANDARDS IN THAT IT'S CHANGING THE AGAIN, THE LINE BETWEEN THE TWO TRACKS.

SO THE WHICH STANDARDS APPLY TO THIS, THIS LITTLE SECTION RIGHT HERE BASICALLY BECAUSE BEFORE IT SAID EVERYTHING YOU KNOW IN TRACK TWO COULD ONLY BE USED FOR THE SUBSTATION UTILITY PURPOSES, THAT SORT OF THING.

AND THEN NOW IF IT WAS GOING TO POTENTIALLY BE DEDICATED TO THE TOWN FOR PARKLAND, THAT WOULD CREATE AN ISSUE.

SO OUR FIRST OBJECTIVE IN THE 23-24 STRATEGIC PLAN IS TO PROTECT AND EXPAND THE TREE CANOPY.

THE SECOND INITIATIVE OF THAT OBJECTIVE IS TO EVALUATE POTENTIAL TREE PLANTING SITES, WHICH AGAIN BRINGS ME HERE TODAY.

SO WE'VE BEEN WORKING TOGETHER WITH ENVIRONMENTAL SERVICES, AS WELL AS THE PARKS AND RECREATION DEPARTMENT, TO FIGURE OUT WHICH SITES, WHICH PUBLIC SITES WOULD BE A GOOD POTENTIAL PLANTING SITE.

IT IS WORTH NOTING THAT THE TOWN WAS ABLE TO ACQUIRE A GRANT.

THAT GRANT IS AROUND $10,000, WHICH WILL MOSTLY GO TOWARDS THIS TREE PLANTING.

SOME OF THAT FUND WILL GO TOWARDS A PUBLIC EDUCATION OR COMMUNICATION PLAN TO HELP SPREAD THE WORD AND SPREAD EDUCATION ABOUT PLANTING TREES.

FIRST I'M GOING TO GO OVER THE TREE SPECIES.

BUT AGAIN, WE'RE STILL AT A DEVELOPMENTAL STAGE.

SO THESE ARE IN NO WAY SET IN STONE.

THIS IS JUST A LIST THAT WAS PROVIDED BY OUR PARKS AND RECREATION STAFF THAT WILL LIKELY BE AVAILABLE FOR THIS TREE PLANTING DURING THE TIME OF PLANTING, AND WILL LIKELY DO GOOD IN THIS AREA AT THESE VARIOUS SITES, BUT IT MAY CHANGE DEPENDING ON THE MARKET, DEPENDING ON AVAILABILITY AND DEPENDING ON WHICH SITE YOU SELECT.

IT WAS ALSO IMPORTANT THAT THESE TREES WERE ON PUBLIC PROPERTY AND VIEWABLE FROM THE PUBLIC RIGHT OF WAY, AND IDEALLY PROVIDED SOME KIND OF SERVICE TO THE PUBLIC, SUCH AS SHADE AT A PARK.

THE FIRST SITE IS COLONY PARK.

AND YOU'LL SEE THAT A LOT OF THE TREES AROUND THE PERIMETER, AS WELL AS SOME AROUND THE PLAYGROUND.

OBVIOUSLY THESE TREES, THIS IS NOT THE EXACT LOCATION THEY'LL BE PLANTED.

THIS IS JUST KIND OF GIVING YOU A GOOD VISUAL OF WHAT IT LIKELY WOULD LOOK LIKE OR WHAT WE'RE THINKING WE WOULD BE ABLE TO DO AT THIS POINT IN TIME.

THE ONES AT THE BOTTOM ARE THE ONES CURRENTLY THERE.

THE NEXT ONE IS BAKERSFIELD PARK, SO THIS ONE IS THE LARGEST SITE.

WE DID RECEIVE SOME FEEDBACK FROM THE PARK BOARD THAT THERE WAS A LITTLE BIT OF CONCERN THAT SOME OF THE TREES WERE WE HAVE IN THE PLAN WOULD BE IN THE PRACTICE ZONES.

SO THAT IS SOMETHING THAT WE WOULD LIKELY CHANGE AND AMEND AND LOOK OUT FOR IF WE WERE TO MOVE FORWARD WITH THIS PARTICULAR SITE.

I SHOULD ALSO NOTE THAT WE ARE LOOKING FOR RECOMMENDATION ON ONE SITE.
