BUT FOR THOSE OF YOU IN THE AUDIENCE, IF YOU DON'T KNOW, CHIEF KANCEL HAS SERVED THIS TOWN IN OUR COMMUNITY FOR A VERY LONG TIME.

AND I'M GOING TO TAKE THE OPPORTUNITY BECAUSE OF THE SIGNIFICANCE OF TONIGHT, TO GO AHEAD AND READ ALL OF THE WHEREASES.

SO HERE WE GO.

FROM THE OFFICE OF THE MAYOR, A PROCLAMATION.

WHEREAS ANDY COUNCIL HAS SERVED AS THE TOWN OF FLOWER MOUND POLICE CHIEF FOR THE LAST TEN YEARS AND IS WELL RESPECTED BY FELLOW LAW ENFORCEMENT OFFICERS, CIVILIAN EMPLOYEES, VOLUNTEERS AND CITIZENS.

WHEREAS CHIEF KANCEL BEGAN HIS CAREER IN LAW ENFORCEMENT AT THE AGE OF 27 A WHILE AGO.

PROGRESSING THROUGH THE RANKS OF OFFICER AND SERGEANT TO ASSISTANT CHIEF OF POLICE WITH THE CITY OF NORTH RICHLAND HILLS, AND WHEREAS CHIEF COUNCIL IS A GRADUATE OF THE FBI NATIONAL ACADEMY, THE FBI LAW ENFORCEMENT EXECUTIVE DEVELOPMENT PROGRAM, AND THE ADVANCED MANAGEMENT COLLEGE AT THE INSTITUTE FOR LAW ENFORCEMENT ADMINISTRATION.

WHEREAS DURING HIS TENURE THE POLICE DEPARTMENT MAINTAINED GREAT RESPONSE TIMES AND A LOW CRIME RATE, EVEN THOUGH THE TOWN'S POPULATION GREW BY OVER 25%. WHEREAS CHIEF COUNCIL SUCCESSFULLY LED THE DEPARTMENT THROUGH AN UNPRECEDENTED PANDEMIC, PRIORITIZED COMMUNITY ENGAGEMENT, AND EVEN SERVED AS FLOWER MOUND INTERIM FIRE CHIEF FOR A FEW MONTHS BACK IN 2021.

WHEREAS, UNDER HIS LEADERSHIP, THE FLOWER MOUND POLICE DEPARTMENT RECEIVED STRAIGHT STATE ACCREDITATION THROUGH THE TEXAS POLICE CHIEFS ASSOCIATION, WHICH ONLY 10% OF TEXAS LAW ENFORCEMENT AGENCIES HAVE ACHIEVED.

WHEREAS WE WISH TO EXTEND OUR SINCERE APPRECIATION FOR HIS OUTSTANDING PERFORMANCE OF DUTY FOR OVER A DECADE WITH THE TOWN OF FLOWER MOUND, AND WISH HIM MUCH HAPPINESS AS HE BEGINS HIS NEW CHAPTER IN LIFE.

AND WHEREAS WE URGE ALL CITIZENS AND EMPLOYEES TO JOIN ME AND THE TOWN COUNCIL IN CONGRATULATING CHIEF COUNCIL ON AN OUTSTANDING CAREER AND EXPRESS OUR SINCERE APPRECIATION FOR HIS UNWAVERING DEDICATION AND SERVICE.

HE HAS TAKEN A DEPARTMENT, AND I DON'T MIND SAYING THIS.

THAT WAS KIND OF IN STANDSTILL MODE.

WE REALLY WEREN'T PROGRESSING FORWARD.

WE WERE DOING A GOOD JOB, BUT NOT AS GOOD AS WE COULD DO.

AND UNDER HIS LEADERSHIP, HE HAS CHALLENGED US.

I'LL TELL YOU THIS, WHAT CHIEF KANCEL TOLD EACH OF US WHEN WE FIRST CAME, WE CAME IN.

HE GOES, PUT YOUR RUNNING SHOES ON.

AND WE'VE NOT TAKEN OUR RUNNING SHOES OFF SINCE DAY ONE, WE LANDED HERE AND WE'LL CONTINUE TO MOVE FORWARD IN THIS DEPARTMENT DOING GREAT THINGS.

AND WHEREAS, HE EARNED TWO NAVY ACHIEVEMENT MEDALS DURING HIS 11 YEARS OF SERVICE, WHEREAS HE BECAME THE LEADING PETTY OFFICER, LPO FOR INFORMATION RESOURCES COMMAND AT DAM NECK NAVAL BASE IN VIRGINIA BEFORE BEING HONORABLY DISCHARGED IN JULY OF 1998.

WHEREAS HE MOVED TO FLOWER MOUND IN OCTOBER OF 1999.

AND WHEREAS MORE THAN 240 VOLUNTEERS FROM DENTON COUNTY WORK WITH THE ORGANIZATION ANNUALLY BY GIVING THEIR TIME TO ENSURE SAFETY FOR OUR COMMUNITY'S CHILDREN.

AND WHEREAS OUR YOUNGEST CITIZENS NEED AND DESERVE TO BE SURROUNDED BY LOVE AND POSITIVE RELATIONSHIPS WHILE BEING GIVEN GUIDANCE AND PROTECTION.

AND NOW, THEREFORE, I, DEREK FRANCE, MAYOR, THE TOWN OF FLOWER MOUND, TEXAS, AND ON BEHALF OF THE MEMBERS OF YOUR TOWN COUNCIL AND IN HONOR OF ALL CHILDREN OF DENTON COUNTY, DO HEREBY PROCLAIM APRIL 2024 AS CHILD ABUSE PREVENTION MONTH.

NOW THE LAST TIME WE HAD IT, LAST MONTH WE HAD 60 PEOPLE, AND IT'S JUST COME AS YOU WISH.

THERE'S NO REGISTRATION, ANYTHING LIKE THAT.

AND IT'S JUST FOR TWO HOURS, 9:30 TO 11:30 ON A SATURDAY TO PICK UP TRASH.

AND WE SPONSORED THE BOARDWALK AT GREEN ACRES.

AND THIS WE CAN'T DO WITH IT WAS A NUMBER OF GROUPS THAT HAVE HELPED US WITH ALL OF THESE.

OH, I DIDN'T PUT WELL, VEHICLES, DROP OFF THEIR RECYCLE ITEMS, PLASTIC FILM COLLECTED.

CLOTHING, TEXTILES, HOUSEWARES, BOOKS, PENS, PENCILS, MARKERS.

WIRE HANGERS, EYEGLASSES FOR THE LIONS CLUB.

AND LAST YEAR WE COLLECTED WITH THANKFUL FOR REPUBLIC SERVICES 18,175 POUNDS OF ELECTRONIC WASTE AT THOSE TWO EVENTS AND AT THE PAPER SHREDDING EVENT, WE USUALLY FILL TWO TRUCKS AND EACH TRUCK WILL CARRY 9,000 POUNDS. AND WE HAVE THE MEDICATION DROP OFF.

SO. AND THIS IS A PICTURE OF TWO YOUNG GIRLS, WOMEN, GIRLS THAT ARE STARTING AN ENVIRONMENTAL GROUP IN TOWN. SO OUR LEND A HAND PROJECT.

TO DATE, THIS IS FOREVER.

IT HAS BEEN 93 PROJECTS COMPLETED.

AND IN 2023 IT INCLUDED A RESIDENCE ON HOMESTEAD.

WE ENDED UP TAKING DOWN THREE DEAD TREES, THANKFULLY FOR THE BAPTIST DISASTER RELIEF TEAM.

HELP US TAKE DOWN TREES.

WE HELP PAINT THEIR SIDING.

WE DID A MAJOR BACKYARD CLEANUP, AND WE REPLACED THEIR BACK FENCE.

THIS WAS THE COUPLE INSIDE THEIR HOUSE WITH THE BAPTIST GUYS AND OF COURSE, A GUY UP A TREE.

AND WE CONTINUE, WE HAVE THREE NEW PROJECTS RIGHT NOW WAITING FOR HELP, BUT WE SEEM TO BE GETTING MORE AND MORE OF SIDING REPAIRS AND FENCING, WHICH IS NOT CHEAP.

RIGHT NOW WE HAVE A A FENCE, A HUGE FENCE.

THAT'S I GOT A QUOTE OF $5,700, SO, WE HAVE TO WORK AROUND THIS.

OUR OUTREACH IS ALWAYS WE DO THE ELEMENTARY SCHOOL T SHIRT DESIGN CONTEST IN THE SPRING, AND WE INVITE ALL ELEMENTARY STUDENTS TO PARTICIPATE.

AND THEN THE WINNER DESIGN, GETS ON OUR T SHIRTS THAT WE GIVE OUT AT THE SPRING TIME.

AND THIS WAS OUR WINNER FROM LAST YEAR.

WE ALSO PARTICIPATE IN THE SUMMIT SMOKE FEST, ROTARY DUCK RACE AND MUSIC IN THE PARK LAST YEAR WE HELPED WITH THE PILOT PROGRAM OF FOOD WASTE COLLECTION.

AND WE'VE MET SOME REALLY GREAT PEOPLE DOING IT, SO.

SO 1210 HOURS FOR OUR SPRING AND FALL EVENTS.

86 LEND A HAND HOURS, 64 OUTREACH HOURS, WHICH IS GOING TO OTHER EVENTS AND HAVING A BOOTH THERE TO PROMOTE, REDUCE, REUSE, RECYCLE. ADMIN HOURS, 188 NATIONAL SOCIETY HOURS.

USUALLY RIGHT ABOUT THE TIME THAT THE HOURS ARE DUE, I GET LOTS OF CALLS AND WE SEND THEM OUT.

AND THEN THE 471 THIRD SATURDAY HOURS.

WE'VE PICKED UP 2361 BAGS OF TRASH IN TOWN, AND 627 BAGS OF RECYCLES A LOT WITH KEEP TEXAS BEAUTIFUL IN THAT THEY THEY ADD A POND POUNDAGE.

BUT IT'S REALLY LIKE AT ONE POINT IT WAS 20 POUNDS PER BAG.

BUT THAT'S A LITTLE OVER THE TOP, I THINK.

NOT ALL BAGS COME IN AT 20 POUNDS, SO I DECIDED JUST TO LIST THE NUMBER OF BAGS.

SO ON JULY OR NOT JULY, APRIL 27TH, WHICH IS ONLY A WEEK, TWO WEEKS FROM NOW, WE HAVE OUR SPRING TRASH OFF AND THE ENVIRONMENTAL FAIR AND THE RECYCLE DROP OFF THAT WE HOPE EVERYBODY WILL ATTEND.

ARGYLE ISD IS EXPERIENCING RAPID STUDENT ENROLLMENT GROWTH, AND WE ARE EXPECTED TO SURPASS 10,000 STUDENTS IN THE NEXT TEN YEARS.

TO PREPARE FOR THIS GROWTH, OUR BOND AND GROWTH PLANNING COMMITTEE BUILT A BOND PROPOSAL THAT ADDRESSES CLASSROOM SPACE AT THE ELEMENTARY AND SECONDARY LEVELS, ALONG WITH CAPITAL NEEDS THAT ALIGN WITH OUR DISTRICT'S TEN YEAR STRATEGIC GROWTH PLAN.

OUR COMMITTEE INCLUDED 50 PARENTS, STAFF MEMBERS, STUDENTS AND COMMUNITY MEMBERS WHO MET SIX TIMES IN THE FALL TO EVALUATE STUDENT ENROLLMENT, DISTRICT FINANCES, BONDING AND BUILDING CAPACITIES, AND FACILITY NEEDS IN THE DEVELOPING THIS BOND PACKAGE.

UNLIKE THE PAST TWO VOTER APPROVED BONDS IN 2017 AND 2022, THIS BOND PROPOSAL IS A LONG RANGE PLAN.

THE COMMITTEE PRIORITIZED GETTING AHEAD OF THE GROWTH, ESPECIALLY WITH THE PROJECTED ENROLLMENT IMPACT OF THE FIRST RANCH DEVELOPMENT.

THE BOND INCLUDES THREE PROPOSITIONS.

PROPOSITION A INCLUDES MIDDLE SCHOOL NUMBER TWO, ELEMENTARY SCHOOL NUMBER SIX, ADDITIONAL CLASSROOM AND COMMON SPACE AREA AT ARGYLE HIGH SCHOOL AND ARGYLE MIDDLE

A HELICOPTER ISSUE THAT WE'RE HAVING IN THE WESTERN SIDE OF FLOWER MOUND.

TWO. WE'RE HAVING TWO INCIDENCES BASICALLY.

ONE IS WHEN PEOPLE WHO LIVE ON THE OTHER SIDE OF HIGH MEADOW, WHO ARE IN THE AGRICULTURAL DISTRICT, TECHNICALLY ARE CURRENTLY UNDER ORDINANCE ALLOWED TO APPLY FOR A SPECIAL USE PERMIT TO ALLOW A HELICOPTER ON THEIR PROPERTY.

AND I THINK THAT THIS WAS PUT IN THE ORDINANCES A LONG TIME AGO WHEN THERE WASN'T AS MUCH DEVELOPMENT AS THERE IS NOW.

THERE WEREN'T AS MANY RESIDENCES AS THERE ARE NOW.

AND SO CURRENTLY WE HAVE SOMEONE WHO IS GOING AGAINST ORDINANCE.

HE DOES NOT HAVE AN SUP, BUT IS IS ELIGIBLE TO APPLY FOR ONE.

SO I'M HERE ASKING THAT YOU UPDATE OUR CURRENT ORDINANCES SO THAT PEOPLE IN THESE RESIDENTIAL AREAS, ONE TWO ACRE PROPERTIES ARE NOT LANDING HELICOPTERS AND FLYING OVER OUR HOMES, OVER OUR ROOFTOPS AND ENDANGERING OUR FAMILIES.

SO BASICALLY, RIGHT NOW, OUR CURRENT ORDINANCE DOESN'T REALLY REFLECT THE CHANGES THAT ARE HAPPENING OUT IN OUR PART OF FLOWER MOUND. HOWEVER, THOSE AREAS ARE ENCUMBERED WITH EASEMENTS PARTICULARLY HERE ALONG THE WESTERN SIDE ALONG LAKESIDE PARKWAY THERE.

THEY'RE NOT REALLY ABLE TO GET TREES INTO THAT AREA AT ALL JUST DUE TO THAT.

AND THEY ARE ALSO PROVIDING ARE MEETING THE TOWN'S STANDARD FOR HAVING TREES PLANTED AROUND DETENTION AREAS, A NEW STANDARD THAT WAS ADOPTED WITHIN THE LAST COUPLE OF YEARS, YEAR OR TWO.

SO THEY'RE MEETING THAT AS WELL.

AND ONE OTHER MODIFICATION THEY'RE PROPOSING WITH THE USES IS TO FURTHER LIMIT THE USES TO NOT ALLOW THESE FOUR THAT WOULD NORMALLY BE ALLOWED IN CAMPUS COMMERCIAL.

ARCHITECTURALLY, THAT MEANT PUSHING THE DESIGN MORE TOWARDS SOMETHING LIKE A BOUTIQUE OFFICE.

PROVIDING HORIZONTAL AND VERTICAL BREAKS AT KEY POINTS IN THE BUILDING.

MEETING AND EXCEEDING THE NUMBER REQUIRED.

WE TOOK IT A SLIGHTLY DIFFERENT ROUTE THAN USUAL.

INSTEAD OF PRODUCING THESE SORT OF CAN IN THE CORNER OR MONUMENTAL FRONT ENTRIES, WE ACTUALLY TOOK AN TOOK THE OPPORTUNITY TO SUBTRACT FROM THE BUILDING.

AS YOU CAN SEE ALONG THE FRONT, AND EVEN SPLASHED A LITTLE BIT OF IT ONTO THE SCREENING WALL THAT IS BLOCKING THE DOCK DOORS.

THE ARTICULATION OF THE BUILDING BEYOND THE BIG MASSING MOVE MOVES TO SORT OF A SMALL WHITE FRAME THAT BREAKS THE BUILDING INTO MORE PERISHABLE CHUNKS.

AND THEN FROM THERE WE START TO BRING IN TEXTURAL ELEMENTS, FORM, LINE CONCRETE, AND FROM THERE WE BREAK IT DOWN FURTHER INTO GLAZING, SOME BANDING THAT SORT OF PICKS UP A CANOPY LATER ON, AND THEN THE STONE AND GLASS MIXED IN.

THE GLASS IS ALSO SURPRISINGLY GENEROUS FOR THIS PROJECT TYPE, AND PART OF THAT IS ALLOWING THE CAPABILITY TO INTRODUCE AT A LATER DATE, A SECOND FLOOR MEZZANINE OFFICE ALONG THE SPACE AS WELL.

SO IT HELPS THIS READ AS MORE OF A TWO STOREY OFFICE BUILDING INSTEAD OF JUST A SINGLE STOREY WAREHOUSE.

WE BROUGHT IN AFTER THAT UPPER CANOPY AS SORT OF A BUILDING SIZE EXPRESSION TO, AGAIN, BRING THE SCALE DOWN AND THEN A SECONDARY CANOPY AT THE HUMAN SCALE. SO AS YOU'RE APPROACHING THE BUILDING, THE SCALE DROPS YET AGAIN, WHICH I BELIEVE IS SHOWN IN DETAIL THERE.

AND THIS IS ONE OF THE COMMENTS WE GOT BACK FROM STAFF.

ORIGINALLY, THIS PART OF THE CANOPY DID NOT BUMP OUT AND THEY EXPRESSED CONCERN THAT OUR ENTRY WAS NOT PRONOUNCED ENOUGH, WHICH WAS ONE OF YOUR GUIDELINES THAT WE THOUGHT WE HAD FOLLOWED SUFFICIENTLY BUT HAD NOT.

AND HAS ALREADY BEEN MENTIONED, WE ALSO BROUGHT THIS OUTDOOR SEATING AREA OUT.

THAT HELPS BRING SORT OF THE OFFICE TENANT OUT INTO NATURE, BUT ALSO ONCE AGAIN DROPS THE SCALE OF THE EXPERIENCE TO THE MORE PEDESTRIAN SCALE OF THE APPROACH.

AND HELPS IT READ AS MORE OF A SORT OF OFFICE CAMPUS INSTEAD OF JUST A WAREHOUSE PROJECT.
