JUST TO GIVE YOU AN OVERVIEW OF WHAT I'M GOING TO BE DISCUSSING DURING THIS FIRST TOPIC.

NUMBER 1, WE'RE GOING TO MEET THE STRATEGIC SERVICES TEAM.

WE'RE GOING TO PROVIDE Y'ALL AND EVERYONE LISTENING IN AT HOME A BRIEF OVERVIEW OF OUR STRATEGIC PLAN.

THEN WE'RE GOING TO HOP INTO, THIS IS GOING TO BE MORE OF THE DENSE PORTION, SOME UPDATES ON OUR FISCAL YEAR 23-24 STRATEGIC INITIATIVES AND WHERE WE'RE AT ON THOSE.

THEN LAST BUT NOT LEAST, WE'RE GOING TO HAND IT OVER TO SARAH TO TALK ABOUT WHAT WE'RE DOING TOWARDS PERFORMANCE METRICS.

WE'LL GET STARTED.

MEET THE TEAM. OF COURSE, JP WALTON, I AM THE CHIEF STRATEGIC OFFICER.

WE HAVE SARAH LUXTON WITH US HERE TONIGHT, OUR SENIOR MANAGEMENT ANALYST, AND WE ALSO HAVE BLAKE MANUEL, WHO IS OUR MANAGEMENT ANALYST.

I REALLY WANTED TO KEEP IT SIMPLE, SO WHEN PEOPLE ASK, WHAT DO YOU DO? THESE ARE THE THREE THINGS THAT WE ALWAYS SAY.

NUMBER 1, STRATEGIC INITIATIVES.

REALLY STRATEGIC INITIATIVES, OBJECTIVES, AND GOALS SET BY Y'ALL.

OUR JOB IS TO SEE THOSE THROUGH.

PERFORMANCE METRICS AND DATA ANALYTICS.

WHATEVER WE CAN DO FOR OUR DEPARTMENTS TO PROVIDE MORE DATA AND ALSO THE SOFTWARE AND THE SYSTEMS THAT THEY USE, THOSE ARE AREAS THAT WE'RE ALWAYS LOOKING AT.

THE THIRD THING THAT WE'RE HERE TO DO IS TO IMPROVE EFFICIENCY AND TO LOOK FOR THOSE PROCESS IMPROVEMENTS.

INCLUDING TO THIS, WE'RE ALWAYS LOOKING FOR ROI BECAUSE IT ALWAYS COMES DOWN TO THAT DOLLAR SIDE OF THING.

WHAT ARE YOU GETTING FOR THE COSTS THAT YOU'RE SPENDING? WHAT ARE THOSE BENEFITS? WE WANT TO GET AS MUCH BENEFIT OUT OF EVERY DOLLAR THAT WE CAN.

THAT IS THAT NUMBER 1 DESIRED OUTCOME.

HOW DO WE GET TO IT? WE TALKED ABOUT REALLY HAVING A FOUNDATIONAL GOAL THAT EVERYTHING NEEDS TO START WITH COMMUNITY ENGAGEMENT.

HOW ARE WE SUPPOSED TO SERVE THE RESIDENTS, THE BUSINESS OWNERS, THE PEOPLE THAT WE SERVE IF WE'RE NOT TALKING TO THEM, IF WE'RE NOT ENGAGING WITH THEM? THEN WE MOVE ON TO WHAT I'M GOING TO CALL CORE GOALS.

THESE ARE THE GOALS THAT YOU'RE GOING TO FIND IN SEVERAL MUNICIPALITIES.

THESE CORE GOALS OF PUBLIC SAFETY, OF INFRASTRUCTURE, AND ENSURING THAT WE HAVE FINANCIAL STABILITY AND OPERATIONAL SOUNDNESS.

THEN WE ALSO HAVE OUR COMMUNITY GOALS.

THESE GOALS ARE GOING TO BE VERY SPECIFIC TO FLOWER MOUND.

YOU'RE GOING TO FIND THEM IN OTHER PLACES, BUT THESE ARE THESE GOALS THAT WE'VE IDENTIFIED THAT THIS IS WHAT FLOWER MOUND IS GOING TO FOCUS ON, AND ITS ENVIRONMENT AND COUNTRY FIELD, PARKS AND RECREATION, AND ECONOMIC DEVELOPMENT.

NOW, WE ARE GOING TO GO INTO THE MORE DENSE SECTION OF THIS.

I'M GOING TO GO, SO IF Y'ALL HAVE ANYTHING, PLEASE JUST STOP ME, ASK QUESTIONS, MAKE COMMENTS BECAUSE IT IS A LOT TO GO THROUGH.

WE'RE GOING TO START WITH OBJECTIVE 1.

INITIATIVE 1.1 IS TO PROMOTE ENVIRONMENTAL EDUCATION PROGRAM EVENTS AND TREE PLANTING EVENTS.

IN QUARTER 1, OCTOBER THROUGH DECEMBER OF 2023, 325 TREES WERE GIVEN AWAY.

WE HAD SIX ENVIRONMENTAL EDUCATION PROGRAM EVENTS AND TWO TOWN-WIDE ENVIRONMENTAL EDUCATION EVENTS.

WHAT I REALLY SEE FOR THIS PARTICULAR ITEM IS I THINK OF THE WORD MORE.

THIS ONE SHOULD BE EXPANDING AS WE KEEP MOVING ALONG.

INITIATIVE 1.2, EVALUATE PUBLIC AREAS FOR TREE PLANTING.

FIRST OFF, WE HAVE PLANTED 84 TREES, MAINLY THROUGH OUR PARKS DEPARTMENT THROUGH OCTOBER AND DECEMBER OF THIS YEAR.

I'LL TELL YOU WHAT, I WAS SURPRISED.

I HONESTLY DID NOT KNOW WE WERE PLANTING ALL THOSE TREES.

I'M TALKING WITH OUR PARKS FOLKS LIKE, YEAH, WE PLANT A LOT OF TREES EVERY SINGLE YEAR, SO WE SAID, THIS IS GREAT, WE NEED TO TELL PEOPLE ABOUT IT, WE NEED TO TELL THE STORY OF WHAT WE'RE DOING.

THEN NUMBER 2, THIS HAS BEEN A REALLY FUN PROJECT BEFORE YOU MOVE ON FOR THE 84 TREES THAT I'M SURPRISED AS WELL, IS THAT LIKE REPLACEMENT TREES OR THESE NEW TREES?

WE HAVE A HUGE LIST, I'LL BE HONEST, WELL, THEY'RE ALL ON PUBLIC PROPERTY, OBVIOUSLY.

WE'VE GOT PARKS, THERE'S A LOT OF PARKS.

WE'VE BEEN LOOKING AT MEDIANS, WE'VE BEEN LOOKING AT FACILITIES, WE'VE LOOKED AT IT ALL.

WE'VE GOT A PRETTY GOOD LIST, AND WE'VE NAILED IT DOWN TO AROUND 10 LOCATIONS.

FROM HERE, WE'RE GOING TO BE LOOKING AT EACH SPECIFIC LOCATION, FIGURING OUT, DO WE NEED TO BRING IRRIGATION OVER.

FIGURING OUT THE PRICING FOR THAT, FIGURING OUT WHAT KIND OF TREES WE WOULD PLANT UNTIL WE COME UP WITH 10 OPTIONS WITH PRICES AND A VISUAL FOR YOU TO UNDERSTAND WHAT IS IT GOING TO LOOK LIKE.

WE SHOULD BE BRINGING THAT FORWARD TO YOU AS A DECISION PACKAGE IN THIS BUDGET.

THEN 1.3 INCREASE AWARENESS OF THE TOWN'S TREE SPECIES SELECTION LIST.

WE'VE HAD A LOT OF MEETINGS ON THIS ONE ACTUALLY.

STEP NUMBER 1 FOR US IS TO CREATE THOSE MARKETING MATERIALS.

WE'RE DOING A FULL REFRESH OF THAT.

REALLY ITS INTENDED AUDIENCE IS DEVELOPERS BECAUSE THEY HAVE TO FOLLOW IT.

BUT WHAT WE HEARD FROM COUNSEL IS THAT ALL ARE INTERESTED IN PROVIDING RESIDENTS WITH SOME OF THIS MATERIAL AS WELL.

WE'VE STRUGGLED ON HOW TO DO BOTH, BUT OUR PLANS ARE TO CREATE SOMETHING THAT WOULD BE HELPFUL FOR DEVELOPERS, BUT PROBABLY MORE IMPORTANTLY WILL BE A RESOURCE FOR OUR RESIDENTS.

NOT THAT I THINK GOVERNMENT SHOULD DRIVE COMMERCE, BUT IF WE HAD SOMETHING LIKE THAT AVAILABLE AT SOME OF THE PLACES WHERE OUR RESIDENTS SHOPPED FOR PLANTS AND TREES AND MAYBE HELP THEM PROMOTE LIKE A LOCAL FLOWER MOUND SECTION OR SOMETHING LIKE YOU HAVE YOUR VEGETABLE SECTION, IF YOU MAYBE HAD SOMETHING THAT WAS LIKE, THESE ARE THE SPECIES FOUND IN FLOWER MOUND RIGHT?

IT'S JUST NOT SOMETHING THAT HAPPENS VERY QUICKLY.

OUR NUMBER 1 MISSION IS TO BETTER UNDERSTAND WHERE WE NEED THOSE PARTS.

THAT'S WHAT WE'RE CURRENTLY TRYING TO DO, IS GATHER THAT DATA, PROVIDE VISUALIZATION SO WE CAN MAKE BETTER, MORE INFORMED DECISIONS ON WHERE WE NEED THE ADDITIONAL PARKLAND.

THEN 2.2 IS A RATHER BIG INITIATIVE.

THIS IS TO CREATE THAT TOWN FALL SIGNATURE FESTIVAL.

WE HAVE BEEN WORKING, IT'S A LOT OF WORK ON THE PARKS END, REALLY, IT'S IN PROCESS TO DELIVER A DECISION PACKAGE AS A PART OF THE 24, 25 BUDGET TO FUND A SIGNATURE FALL FESTIVAL IN FALL OF 2025.

OBJECTIVE 3, ADOPT A COMPREHENSIVE AND STRATEGIC ECONOMIC DEVELOPMENT PLAN.

I KNOW Y'ALL ARE WELL AWARE OF 3.1 THE ECONOMIC DEVELOPMENT STRATEGIC PLAN IS UNDERWAY.

IT IS IN PROGRESS.

RIGHT NOW, WE EXPECT COMPLETION IN JUNE, AND IT MIGHT LINE UP TO WHERE WE CAN PRESENT THOSE RESULTS TO YOU AT THE STRATEGIC PLANNING RETREAT.

3.2 INCREASE THE AMOUNT OF SALES TAX COLLECTED BY THE TOWN.

ON THIS ONE IN ORDER TO PROVIDE THAT ANALYSIS TO YOU, DURING THE STRATEGIC PLANNING RETREAT, WE'VE GONE OUT AND REALLY LOOKED FOR WHICH TOOL, WHICH METHOD THAT WE WANT TO USE TO PROVIDE THAT TO YOU.

I THINK THAT WE FINALLY FOUND THE RIGHT ONE AND WE LOOK TO MOVE FORWARD WITH THAT, AND WE DEFINITELY WILL BE ABLE TO PROVIDE THAT ANALYSIS TO YOU DURING THE STRATEGIC PLANNING RETREAT.

IMPLEMENT INNOVATIVE TRAFFIC SOLUTIONS. I HAVE NOTES.

ON THIS OBJECTIVE FOR SEVERAL OF THESE ITEMS WILL ULTIMATELY COME TO FRUITION DURING OUR FISCAL YEAR '24,' 25 BUDGET PROCESS.

BUT AGAIN, BECAUSE YOU HAVE SET THE STANDARD WITH THE GOALS, THE OBJECTIVE 4 AND ALL OF THESE SEPARATE INITIATIVES, OUR PUBLIC WORKS AND CIP TEAM, THIS IS ON TOP OF THEIR MIND.

AS THEY'RE BUILDING THIS FOR THE BUDGET, THEY'RE LOOKING TO PRIORITIZE THOSE INTERSECTION IMPROVEMENTS.

IN 4.2 THEY ARE ALSO COLLABORATING WITH TEXTILE, AND YOU CAN SEE WE'VE COLLABORATED WITH 19 HOURS OF COLLABORATION SPECIFICALLY ON WEST FLYER MOUNT IN QUARTER 1.

THEN FOR THAT ALTERNATIVE FUNDING, WE REALLY EXPECT THAT THOSE SHOULD BE COMING IN COORDINATION WITH THE BUDGET AS WELL.

WE'RE GOING TO GET THERE SOON, BUT OBJECTIVE 4 AND OBJECTIVE 6 ARE THE TWO OBJECTIVES THAT ARE GOING TO BE HIGHLY TIED TO THE BUDGET.

ON OBJECTIVE 5, ADOPT A FUTURE FACILITIES STRATEGY.

5.1 FUTURE FACILITIES NEEDS ASSESSMENT.

THAT'S REALLY GOING TO FUEL THIS OBJECTIVE.

FIRST, WE NEED TO STUDY AND GET THAT NEEDS ASSESSMENT.

WE KNOW WHAT WE NEED TO ACQUIRE.

CURRENTLY, THE FACILITY NEEDS ASSESSMENT ACTUALLY WAS APPROVED.

THAT CONTRACT WAS APPROVED AT THE FEBRUARY 5 MEETING, THE TOWN HALL OFFICE SPACE PLAN.

THAT'S SOMETHING THAT WAS APPROVED, I THINK IN OCTOBER, AND IT'S IN PROGRESS EXPECTED COMPLETION IN APRIL, IF NOT A LITTLE EARLIER.

BOTH OF THOSE ITEMS ARE ON THE WAY AND WE'RE WORKING ON THEM CURRENTLY.

5.2 AGAIN, THIS IS THAT INTERNAL LAND ACQUISITION COMMITTEE.

WE HAVE HAD A MEETING ALREADY, BUT 5.1 IS GOING TO PLAY A HUGE PART IN ASSISTING IN FACILITATING THE NEEDS FOR THIS COMMITTEE.

WE'VE SET IT UP. THE PLAN IS WE SHOULD ALWAYS BE AT LEAST COGNIZANT OUR UNDERSTANDING OF AVAILABLE LAND THAT'S OUT THERE.

THEN WE WANT TO SEE, DOES IT TAKE CARE OF A NEED THAT WE HAVE? OFTEN WE THINK OF FACILITIES, AND BUILDINGS, AND PARKS.

WELL, FIRST STEP IS ACQUIRING THE LAND.

THIS IS A VERY IMPORTANT ONE THAT I LOOK TO HOPEFULLY GET IT A LITTLE MORE OFF THE GROUND ONCE WE FINISH THAT FACILITY NEEDS ASSESSMENT.

OBJECTIVE 6, ADOPT A LONG-RANGE FINANCIAL STRATEGY.

AGAIN, THIS IS ANOTHER ONE THAT'S GOING TO BE HIGHLY TIED WITH THE BUDGET.

WE'VE WORKED A LOT WITH OUR CFO, TAMMY, AND WE HAVE A NEW CFO COMING IN.

WE LOOK TO WORK WITH HIM ON THESE AS WELL.

YOU COULD SEE 6.2.

WE ARE COMING TO YOU FOR A FULL WORK SESSION ON PUBLIC FINANCE AND DEBT.

IT WAS FOCUSED ON GATHERING VALUABLE FEEDBACK FROM OUR RESIDENTS ON DIFFERENT ASPECTS HERE IN TOWN.

IT HIT ON WHAT THEY LOVED ABOUT FLOWER MOUND, AREAS FOR IMPROVEMENT AND THE TOWN'S FUTURE VISION.

DURING EACH ONE OF THESE MEETINGS, WE HAD LIVE SURVEYS ON KEY DISCUSSIONS.

THERE WERE SMALL GROUP DISCUSSIONS THAT WERE FACILITATED BY TOWN STAFF AND THEN THERE WAS OPPORTUNITIES TO HAVE INTERACTIVE ACTIVITIES THROUGHOUT THE PROCESS.

OVERALL, FLOMO CONVOS HAS ASSISTED US WITH IDENTIFYING STRATEGIC GOALS, OBJECTIVES, AND INITIATIVES THAT ALIGN WITH OUR COMMUNITY NEEDS.

THAT IS A HUGE PARADE AND THING THAT THE CITY OF GAINESVILLE PUTS ON.

I'VE SEEN THE POSTERS GOING DOWN MAIN STREET OR SOMETHING OF THE DIFFERENT VETERANS.

STUFF LIKE THAT IS GREAT.

AND JUST THE MORE THAT, WHETHER IT IS A VETERAN MEMORIAL OR VETERAN PARK OR ANYTHING LIKE THAT, THAT CAN BRING AWARENESS TO IT.

EVERY LITTLE THING ADDS UP TO A HUGE TASK.

I'VE HAD A LOT OF FRIENDS THAT HAVE REACHED OUT, WHETHER THEY WERE TRYING TO GO THROUGH THE VA SYSTEM OR TRYING TO WORK ON THEIR SERVICE DISABILITY, SERVICE DISABILITY CONNECTED.

AND I'VE HAD FRIENDS THAT HAVE REACHED OUT FOR THAT PROCESS, WHETHER IF IT'S GETTING A SERVICE DOG OR IT'S GETTING A SPONSOR TO GO WITH THEM.

AS FAR AS THE COMMUNITY PAGE ITSELF, THERE HADN'T BEEN JUST A WHOLE LOT OF REACHING OUT.
