WHEREAS UNITED WAY OF DENTON COUNTY IS UNPARALLELED IN THE POWER TO ASSEMBLE PARTNERS, PROVIDERS AND RESOURCES TO ADDRESS THE NEEDS OF NEIGHBORS IN CRISIS.

AND. WHEREAS, UNITED WAY OF DENTON COUNTY LEADS THE EFFORT TO PROVIDE GREATER OPPORTUNITY FOR EVERY PERSON IN DENTON COUNTY AND WORKS WITH A NETWORK OF NONPROFITS, GOVERNMENTS AND BUSINESSES ACROSS THE COUNTY TO RESPOND TO OUR COMMUNITY'S IMMEDIATE NEEDS AND TO SEEK OUT BETTER SOLUTIONS FOR LARGER COMMUNITY WIDE ISSUES. NOW, THEREFORE, I, DEREK FRANCE MAYOR AND THE TOWN OF FLOWER MOUND, TEXAS, AND ON BEHALF OF THE MEMBERS OF YOUR TOWN COUNCIL, DO HEREBY PROCLAIM SEPTEMBER 2023 AS LIVE UNITED MONTH IN THE TOWN OF FLOWER MOUND TO GIVE, ADVOCATE AND VOLUNTEER AS WE LIVE UNITED TO BUILD A HEALTHIER DENTON COUNTY FOR ALL OF US PROCLAIMED AND SIGNED ON THIS 18TH DAY OF SEPTEMBER 2023.

LAST YEAR, WE WERE ABLE TO FUND A LITTLE BIT OVER 50% OF THE REQUESTS THAT CAME IN FROM ALL OF OUR PARTNER AGENCIES.

SO EVERY DOLLAR THAT WE CAN RAISE IS GOING TO HELP.

WE NEED WE NEED TO RAISE MORE MONEY.

GOOD EVENING, SIR. GOOD EVENING, MR. MAYOR AND COUNCIL. PART OF MY JOB, ALONG WITH SENIOR SPECIALIST GREG KELSEY AND SPECIALIST CONNOR MORIARTY, IS TO HELP ASSURE THE SAFETY OF THE FOOD THAT WE EAT AT ONE OF THE NEARLY 370 PERMITTED FOOD ESTABLISHMENTS IN THE TOWN OF FLOWER MOUND.

EVERY YEAR, TENS OF THOUSANDS OF PEOPLE IN THE US BECOME ILL FROM THE FOOD THAT THEY EAT AND AROUND 3000 LOSE THEIR LIVES.

AS TESTING TECHNOLOGY IMPROVES, IT BECOMES EASIER TO TRACE BACK THE CAUSE OF AN ILLNESS OUTBREAK.

BUT THAT DOESN'T ALLEVIATE THE NEED FOR THE CONSTANT EDUCATION THAT PROFESSIONAL HEALTH SPECIALISTS PROVIDE TO RESTAURANT OWNERS, MANAGERS AND THEIR STAFF.

EACH ESTABLISHMENT IN FLOWER MOUND IS INSPECTED 2 TO 4 TIMES PER YEAR, AND EACH OF THESE INSPECTIONS ARE NOT ANNOUNCED.

THEY HAVE NO IDEA WE'RE COMING.

IN RECOGNITION OF FOOD SAFETY AWARENESS MONTH, I'M HERE THIS EVENING TO ANNOUNCE THE FOOD SAFETY EXCELLENCE AWARD WINNERS.

GARDEN RIDGE HAS BECOME A FAIRLY SIGNIFICANT THOROUGHFARE OF TRAFFIC FROM FLOWER MOUND AND LEWISVILLE,

COMMUTING TO AND GETTING ACCESS TO FLOWER MOUND ROAD LAKESIDE AND 121.

THERE'S AN ELEMENTARY SCHOOL ON KIRKPATRICK, VICKERY THAT THE ONLY ACCESS TO VICKERY TO THE ELEMENTARY SCHOOL IS OFF OF GARDEN RIDGE AT KIRKPATRICK.

DURING RUSH HOUR, THERE'S A SIGNIFICANT CONGESTIVE SITUATION AT THAT INTERSECTION WITH TRAFFIC MOVING FOUR DIRECTIONS PLUS CHILDREN CROSSING.

IN ADDITION, THE NEIGHBORHOOD I LIVE IN BOUNDED BY KIRKPATRICK AND CROSS TIMBERS AND GARDEN RIDGE, ACCESS TO GARDEN RIDGE IS PRETTY MUCH LIMITED EITHER TO GO OUT TO CROSS TIMBERS, WHICH I DON'T LIKE, AND GOING THROUGH THE RESIDENTIAL STREETS CAUSING THERE'S A LOT OF SIDE PARKING AND LONG SWEEPING BLIND CURVES. SO YOU HAVE TO BE A LITTLE BIT CAUTIOUS GETTING THROUGH THERE.

AND I ALWAYS COME OUT ON LOPEZ.

I THINK THAT THE KIRKPATRICK EXTENSION WOULD FACILITATE ANOTHER ACCESS TO THE ELEMENTARY SCHOOL.

IT WOULD GIVE OPPORTUNITY FOR BUSSES AND PARENTS TO USE AN ALTERNATIVE METHOD TO THAT SCHOOL RATHER THAN COME TO THE GARDEN RIDGE KIRKPATRICK INTERSECTION.

IN ADDITION, IT WOULD ALLOW A MORE DIRECT ACCESS TO GARDEN RIDGE FROM THE NEIGHBORHOOD IN WHICH I RESIDE.

I UNDERSTAND IT'S A COSTLY PROJECT, AND OVER A NUMBER OF YEARS MY WIFE HAS EXPRESSED AN INTEREST IN DOING THAT OF EXTENDING IT.

AND I ALWAYS REPLY THAT IT'S AN EXPENSIVE PRODUCT AND I DON'T KNOW IF THE TOWN COUNCIL IS GOING TO WANT TO INVEST IN IT.

BUT REGARDLESS OF THE COST, I UNDERSTAND THE RELUCTANCE OF THE COUNCIL TO TO INVEST A SUM IN A FAIRLY SMALL PROJECT, BUT I BELIEVE IT WOULD HELP FACILITATE SAFETY AT THE ELEMENTARY SCHOOL AND FACILITATE TRAFFIC FLOW ALONG GARDEN RIDGE.

YOU, MR. MAYOR, SIGNED OFF ON THAT WHENEVER BIDS CAME BACK FOR THIS $450,000 PROJECT, THEY CAME BACK AT APPROXIMATELY $530,000, WERE $80,000 SHORT TO PRODUCE THE GREEN LINE, $80,000.

FURTHERMORE, TOWN STAFF HAS STATED TO US THAT IT'S GOING TO COST AROUND $3.3 MILLION TO PROVIDE ALL OF THE RESIDENTS WITHIN THE AREA THAT YOU SEE ABOVE YOU AND OR IN FRONT OF YOU SEWAGE INFRASTRUCTURE.

I NOW GO TO THE PETITION THAT YOU HAVE IN FRONT OF YOU THAT I HAVE PRESENTED TODAY.

THE AREA PROPOSED FOR ANNEXATION SHALL BE PROVIDED WITH WATER AND SEWAGE SERVICES IN ACCORDANCE WITH THIS ORDINANCE WHEN REQUESTED BY INDIVIDUAL OWNERS, RESIDENTS OR DEVELOPERS. WE PETITIONED JANUARY OF THIS YEAR.

70% OF OWNERS WITHIN THIS AREA PETITIONED.

WE CAME TO YOU AND WE ASKED.

I HAVE BEEN TOLD REPEATEDLY BY TOWN STAFF AND TOWN MEMBERS THAT I SHOULD JUST SUE THE TOWN, SUE YOU FOR WHAT I NEED.

THAT IS ABSURD.

I REFUSE TO SUE MY OWN TOWN.

THAT IS NOT HOW THIS WORKS.

I WILL NOT SUE AN ENTITY IN WHICH MY TAX RATES ARE DETERMINED.

AFFECTING NOT ONLY ME, BUT EVERYBODY ELSE WITHIN MY COMMUNITY.

I REFUSE TO PAY OUR TOWN ATTORNEYS MORE DOLLARS TO FIGHT A TOWN INDIVIDUAL, WHENEVER YOUR PREDECESSORS HAVE REPEATEDLY TOLD US THAT WE WOULD HAVE THESE SERVICES.

WE WE DON'T HAVE THAT YET.

THIS WAS THE GOAL OF 2013.

YOU CANNOT TELL ME THAT OUR INFRASTRUCTURE IS ADEQUATE.

WHENEVER TOWN STAFF WROTE PROVIDE QUALITY INFRASTRUCTURE IMPROVEMENTS.

SO THE BIG QUESTION IS WHY DO WE CONDUCT RESIDENT SURVEYS? THERE'S A VARIETY OF WAYS THAT THE SURVEY RESULTS CAN BE USED AND FLOWER MOUND WE CONDUCT SURVEYS EVERY TWO YEARS SO IT CAN BE USED TO MONITOR TRENDS IN RESIDENT OPINIONS, MEASURE GOVERNMENT PERFORMANCE, WHICH CAN BE THEN USED TO INFORM BUDGET, LAND USE AND STRATEGIC PLANNING DECISIONS.

AND AN ADVANTAGE OF THE SURVEY IS THE ABILITY TO COMPARE OUR RATINGS TO THOSE FROM OTHER COMMUNITIES.

SO FLOWER MOUND CAN ALSO BENCHMARK ITSELF TO OTHER COMMUNITIES.

AND THEN JUST TO TOUCH ON WHO ADMINISTERED THE SURVEY.

SO THE SURVEY WAS CREATED AND ADMINISTERED BY THE NATIONAL RESEARCH CENTER AT POLCO.

THE THEY ARE ACTUALLY BEST KNOWN FOR THE RESIDENT SURVEY, WHICH HAS BEEN USED IN OVER 500 COMMUNITIES, MAKING IT ONE OF THE LARGEST SURVEYS OF ITS KIND IN THE UNITED STATES.

TO ENSURE THE SURVEY STAYS SCIENTIFICALLY ACCURATE.

THEY USE A SAMPLE OF THE POPULATION.

A STANDARDIZED SURVEY INSTRUMENT AND A STATISTICAL METHOD TO ANALYZE THE DATA.

NOW WHAT? WE'RE ALL REALLY HERE FOR THE FLOWER MOUND 2023 RESIDENT SURVEY.

SO THIS WOULD ACTUALLY BE THE FIFTH TIME THE SURVEY HAS BEEN CONDUCTED IN THE TOWN, THE PREVIOUS BEING IN 2019.

IT WAS CONDUCTED FROM JUNE 8TH WHEN THE MAILING MATERIAL WAS SENT OUT AND THE SURVEY WENT LIVE UNTIL JULY 20TH WHEN THE SURVEY WAS CLOSED.

THE SCIENTIFIC SURVEY HAD A RANDOMIZED, USED A RANDOMIZED SAMPLE OF THE POPULATION.

SO THIS YEAR WE HAD 3000 HOUSEHOLDS.

THIS IS AN INCREASE FROM THE 2019 SURVEY THAT HAD 1700 HOUSEHOLDS.

AND THEN ON THE RIGHT, YOU'RE GOING TO SEE THE MAP TO THE HOUSEHOLDS THAT RECEIVED THE SURVEY.

IN TOTAL, WE HAD 566 COMPLETED SURVEYS WITH A 19% RESPONSE RATE.

ADDITIONALLY, THERE WAS A 95% CONFIDENCE CONFIDENCE INTERVAL WITH A PLUS OR -4% MARGIN OF ERROR.

THIS PRETTY MUCH MEANS THAT IF ALL RESIDENTS TOOK THE SURVEY, THERE WOULD BE A 95% CONFIDENCE THAT THE RESULTS WOULD BE PLUS OR -4% OF THE CURRENT SURVEY DATA. SO GETTING INTO THE SURVEY RESULTS THEMSELVES.

SO THE SURVEY FOCUSES ON THE LIVABILITY AND FLOWER MOUND BY FOCUSING ON THE TEN FACETS OF LIVABILITY.

THESE FACETS WERE IDENTIFIED BY SURVEY RESEARCHERS AS TO WHAT MAKES A HIGH QUALITY COMMUNITY.

SO ON THE SCREEN, YOU'RE GOING TO SEE EACH FACET, THEIR RATING, THEIR BENCHMARK, THEIR COMPARISON AGAINST THE BENCHMARK, AND THEN THEIR RANK AGAINST THE BENCHMARK.

THE SURVEY ALSO DIVES DEEPER INTO EACH FACET BY GIVING THEM THEIR OWN QUESTION SET.

OVERALL, THE FACETS SHOWED THAT WE HAD A HIGH LIVABILITY SCORE.

FIVE OUT OF TEN WERE GIVEN THAT HIGHER OR MUCH HIGHER DISTINCTION WITH THE REMAINING SITTING AT SIMILAR AND EVEN THE ONES WE WERE GIVEN THE SIMILAR

COMPARISON OR WE WERE GIVEN A LOWER RATING.

WE HAD HIGH RANKINGS SUCH AS RESIDENTS, RESIDENTS, CONNECTION ENGAGEMENT WITH THEIR COMMUNITY, WHICH WAS SITTING AT 43.

THIS IS A POSITIVE SIGN AS IT SHOWS THAT RESIDENTS FEEL SAFE IN THE TOWN, HAVE ACCESS TO ECONOMIC OPPORTUNITIES, AMONG OTHER HIGHLY, HIGHLY SOUGHT OUT CHARACTERISTICS.

AND THEN QUALITY OF LIFE.

THE RESIDENTS WERE ALSO ASKED TO RATE THE QUALITY OF LIFE, SO THE OVERALL QUALITY OF LIFE WAS GIVING A 96% EXCELLENT A GOOD RATING, WHICH HAPPENS TO BE THE SAME AS THE 2019 SURVEY.

AND AS YOU CAN SEE INDICATED BY THAT GOLD STAR, WE WERE ALSO HIGHER THAN THE NATIONAL BENCHMARK.

THIS IS A COMMON TREND THROUGHOUT OUR QUALITY OF LIFE MEASURES ALL BUT REMAINS IN THE FLOWER MOUND WAS GIVEN NOT HIGHER THAN NATIONAL BENCHMARK DISTINCTION REMAINS IN FLOWER MOUND WAS SEEN AS SIMILAR TO OUR NATIONAL BENCHMARK, HOWEVER, IT WAS STILL GIVEN A HIGH EXCELLENT GOOD RATING, SITTING AT 92%.

IT WAS ALSO RATED PRETTY HIGHLY AS WELL AT 18.

THIS IS A COMMON TREND THROUGHOUT OUR QUALITY OF LIFE MEASURES WITH RECOMMEND LIVING IN FLOWER MOUND BEING AT THREE AND THEN THAT OVERALL QUALITY OF LIFE SITTING AT NINE. SO WHAT THIS PRETTY MUCH TELLS ME IS THAT OUR RESIDENTS DO BELIEVE WE'RE ACHIEVING THAT SUPERIOR, SUPERIOR QUALITY OF LIFE THAT WE'RE STRIVING FOR IN TOWN.

AND NOW TO GET INTO SOME OF OUR TOP RATED TOWN SERVICES.

ONCE AGAIN, YOU'RE SEEING THAT HIGHER THAN NATIONAL BENCHMARK TREND GOING ON WITH OUR SERVICES.

ALL BUT PUBLIC LIBRARY SERVICES AND FIRE SERVICES WERE GIVEN THE HIGHER THAN NATIONAL BENCHMARK DISTINCTION.

SO HOW DID PUBLIC LIBRARY SERVICES AND FIRE SERVICES SCORE SUCH HIGH RATINGS BUT WERE ONLY SEEING AS SIMILAR? THE HONEST ANSWER IS THAT ACROSS COMMUNITIES, EVERYONE SEEMS TO LOVE PUBLIC LIBRARIES AND FIRE SERVICES.

LOW RATINGS ARE RARELY SEEN, WHICH IS WHY THE BENCHMARK IS SO HIGH.

THIS CAN BE USED TO EXPLAIN SOME OF OUR RATINGS AS WELL.

ALL OF THESE WERE IN THE TOP TEN EXCEPT FOR TOWN PARKS AND PUBLIC LIBRARY SERVICES.

IN TOTAL, WE RECEIVED 531 RESPONSES.

OVERALL, THE QUALITY OF LIFE MEASURES, WHILE THEY WERE LOWER THAN THE SCIENTIFIC SURVEY, THEY DID HAVE STRONG OVERALL NUMBERS.

AND WHILE NOT SCIENTIFIC, THERE ARE ADVANTAGES TO COMPLETING AN OPEN PARTICIPATION SURVEY.

SINCE IT'S OPEN TO ALL TOWN RESIDENTS, WE CAN GET MORE FEEDBACK FROM A WIDER RANGE AND THEN IT CAN ALSO BUILD IN COMMUNITY ENGAGEMENT BY INVOLVING CITIZENS IN THE CIVIC PROCESS.

NOW ON TO OUR SURVEY CONCLUSIONS.

SO OVERALL, THE SURVEY PROVIDED VALUABLE INSIGHTS INTO THE HOW RESIDENTS PERCEIVE OUR QUALITY OF LIFE HERE IN THE TOWN.

THEY RATED A LOT OF OUR SERVICES HIGHLY, SUCH AS THE FACETS OF LIVABILITY.

FIVE, FIVE, HALF OF WHICH WERE HIGHER THAN THE NATIONAL AVERAGE.

AND WE ALSO HAD QUALITY OF LIFE, ALL OF WHICH WERE IN THAT 90 AND ABOVE PERCENTILE.

THE VOTER APPROVAL TAX RATE PROVIDES CITIES WITH THE SAME AMOUNT OF TAX REVENUE SPENT THE PREVIOUS YEAR FOR DAY TO DAY OPERATIONS, PLUS 3.5% AND SUFFICIENT FUNDS TO COVER THE DEBT.

36.5 FTES IS MOSTLY THE ONLY THING THAT'S FUNDED IN THE CRIME DISTRICT AND THE FIRE DISTRICT IS THE SALARIES.

UNLESS WE DO SOME ONE TIME PACKAGES THIS YEAR, WE'RE INCLUDING THREE PATROL UNITS AND SOME POLICE EQUIPMENT.

AND THE FIRE CONTROL DISTRICT.

TO REDUCE THE TAXES. WELL, THE REASON THE FUND BALANCE GREW WAS THE FACT THAT WE TRANSFERRED MILLIONS OF DOLLARS FROM THE GENERAL FUND EXPENSES TO THE TIRZ FUND.

AND IF WE HAD NOT DONE THAT, TRANSFER FOR THOSE AND WE BASICALLY THREW EVERYTHING IN, YOU KNOW, FOR YEARS TO PAY FOR EVERYTHING WE COULD AND MOVED IT OUT OF, YOU KNOW, A LOT OF DIFFERENT EXPENSES.

THE FUND BALANCE WOULD HAVE NOT HAVE GROWN.

IT REMAINED FLAT.

AND SO WE'VE GOT A LOT OF EXPENSES COMING UP FOR FACILITIES AND OPERATIONS.

OPERATIONAL ITEMS TO RUN THE TOWN THAT ARE GOING TO DRAW THAT FUND BALANCE DOWN.

I MEAN, YOU OPEN UP A FIRE STATION, IT'S 10 MILLION BUCKS THAT DRAWS THAT FIRE, THAT FUND BALANCE DOWN SIGNIFICANTLY.

AND I DON'T THINK IT'S THE RIGHT THING TO DO FOR FOR THE AMOUNT THAT IT WOULD DRAW IT DOWN.

IT'S GOING TO BE RELATIVELY INSIGNIFICANT.

SAMMY, CAN YOU PULL UP SLIDE NUMBER NINE? SO WE HAVE AN $88 MILLION BUDGET IN FRONT OF US AND WE'VE SET A TAX RATE THAT GENERATES 92.6 MILLION IN REVENUE.

SO WE'RE TAXING OUR RESIDENTS MORE THAN THE BUDGET THAT WE'RE ABOUT TO PASS.

SO WE HAVE FOUR, $4.5 MILLION THAT WE COULD ALLOCATE SOME OF THAT TO TAX RELIEF IF WE WANTED TO.

AND IT WOULDN'T COST US ANYTHING AND IT WOULDN'T BE NOT PRUDENT.

IT WOULD BE PERFECTLY REASONABLE IF WE HAD A TAX RATE THAT GENERATED 92 MILLION IN REVENUE, WE WOULD STILL HAVE A $4 MILLION SURPLUS ALMOST AND WE COULD REDUCE THE TAX RATE. SO THERE'S REALLY NO NO DOWNSIDE TO REDUCING THE TAX RATE.

WE JUST DON'T WANT TO DO IT.

SO I JUST I THINK IT WOULD BE RESPONSIBLE AND PRUDENT TO SET A RATE THAT REDUCES OUR REVENUE TO ABOUT $92 MILLION AND WE WOULD STILL BE WELL FUNDED FOR THE FUTURE.

SO WHEN YOU SAY WE JUST DON'T WANT TO DO IT, I THINK THAT IS A LITTLE MISLEADING.

IT'S NOT THAT WE JUST DON'T WANT TO DO IT.

WE HAVE STATED SOME VERY GOOD, SOUND FINANCIAL REASONS FOR KEEPING THE TAX RATE AND IT IS LOWER.

IT'S THE LOWEST IN FLOWER MOUND HISTORY.

SO WE ARE LOWERING THE TAX RATE.

WE ARE INCREASING THE HOMESTEAD EXEMPTION.

WE ALSO SIGNIFICANTLY INCREASED THE EXEMPTION FOR THOSE WHO ARE OVER 65 AND OR DISABLED.

SO WE ARE MAKING SOME INROADS IN REDUCING THE TAX BILL, WHICH WAS DEMONSTRATED ON ANOTHER ONE OF THOSE SLIDES.

BUT I THINK TO COUNCILMAN ENGLE'S POINT, WE ARE WHAT WE ARE NUMBER ONE IN LIVABILITY MAGAZINE BECAUSE OF OUR FINANCIAL PLANNING, INCLUDING SAVING A LITTLE BIT FOR GOING FORWARD, UNANTICIPATED EXPENSES OR EXPENSES THAT WE KNOW ARE COMING VIA DIFFERENT SIPS. AND, YOU KNOW, OUR DEPARTMENT MANAGERS WHO HAVE WARNED US AND WE DON'T WANT TO HAVE TO BORROW IF WE CAN PAY WITH THE MONEY THAT WE HAVE.

SO I'M IN FAVOR OF USING AN APPROPRIATE AMOUNT FROM THE EXCESS, FROM THE FUND TO FUND THINGS THAT WE DON'T WANT TO BORROW TO DO.

SO I THINK THIS KEEPS US IN A GREAT POSITION.

WE ARE LOWERING THE TAX BILL AND WE'RE PROVIDING ALL OF THOSE COMPONENTS OF QUALITY OF LIFE THAT PEOPLE LIVE HERE IN FLOWER MOUND TO REALIZE. I AGREE.

AND, YOU KNOW, ONE OF OUR GOALS WAS TO PROVIDE PROPERTY TAX RELIEF.

AND AS AND YOU JUST MENTIONED, WE DID THAT WITH THE HOMESTEAD EXEMPTION AND THE THE OVER 65 AND DISABLED INCREASED.

ONE OF THE THINGS WE'VE TALKED ABOUT, AS YOU MENTIONED, ARE THE FUTURE INFRASTRUCTURE ITEMS THAT WE'RE GOING TO HAVE TO SPEND MONEY FOR.

AND THE OTHER LIMITING FACTOR THAT WE HAVE AND IF WE WERE LOOKING AT IT IN A VACUUM JUST AT THIS YEAR, I WOULD WHOLEHEARTEDLY AGREE.

LET'S GO AHEAD AND LOWER THE TAX.

LET'S BURN SOME OF THE GENERAL FUND FOR THE ONE TIME EXPENSES THAT IT'S ELIGIBLE TO BE USED FOR.

BUT WITH THE LIMITATIONS THAT WE HAVE ON OUR TAX RATE CHANGES YEAR OVER YEAR AS DICTATED BY THE STATE GOVERNMENT.

MY CONCERN IS NOT THIS YEAR, NEXT YEAR, BUT FIVE YEARS.

I DON'T WANT TO HANDCUFF A FUTURE COUNCIL TO BE IN A POSITION WHERE THEY HAVE TO GO RAISE TAXES SO MUCH.

YOU HAVE TO GO TO THE VOTERS AND DO THAT.

ONE OF THE THINGS WE TALKED ABOUT, I THINK A MONTH AGO AND THEN BEFORE A COUPLE OF DIFFERENT TIMES IS LET'S BE STRATEGIC IN HOW WE SPEND THAT FUND BALANCE.

AND INSTEAD OF TRYING TO USE MINIMIZE SOME OF THAT FUND BALANCE INCREASE THIS YEAR, I WOULD RECOMMEND, AS YOU MENTIONED, LET'S GO AHEAD AND

I'M JUST GOING TO ADD THAT DESPITE NOT GETTING MY WAY ON THE TAX RATE, I DO WANT TO POINT OUT THAT SINCE 2020, A AVERAGE HOMEOWNER FOR A MEDIAN HOME HERE IN FLOWER MOUND HAS SEEN THEIR TAX BILL GO DOWN $175 IN REAL NON INFLATION ADJUSTED DOLLARS BECAUSE OF THE HOMESTEAD EXEMPTION INCREASES THAT WE'VE DONE AND THE THE DEBT REDUCTIONS THAT WE'VE MADE, WHICH IS CERTAINLY EVERYONE'S CREDIT HERE.

FLOWLINE CONSTRUCTION WAS THE LOWEST OF THE FOUR AT JUST UNDER $7 MILLION.

WE VERIFIED THAT THEY PERFORM SIMILAR PROJECTS IN THE PAST, CHECK REFERENCES AND ULTIMATELY DETERMINE THAT THEY ARE QUALIFIED TO PERFORM THIS WORK.

HERE'S AN OVERVIEW OF THE SCHEDULE AS MENTIONED.

WE OPENED BIDS IN JUNE, AND IF APPROVED TONIGHT, WE'LL HAVE APPROXIMATELY EIGHT MONTH DELAY DUE TO LONG LEAD TIMES ON DUCTILE IRON FITTINGS, WHICH PUTS US RIGHT AROUND MAY OF NEXT YEAR.

ONCE THE PROJECT STARTS, IT WILL TAKE ABOUT 11 MONTHS TO GET TO A SUBSTANTIAL COMPLETION AND ABOUT A YEAR'S TIME TO GET TO FINAL COMPLETION.

I DON'T KNOW THAT THEY'VE HAD A PROJECT IN TOWN, BUT WE ALSO TALK WITH THE ENGINEERING FIRMS THAT DO DESIGN ON THE PROJECT.

WHEN A BID COMES IN, THEY'RE VERY WELL INVOLVED IN PART OF THE BID RESULTS THAT COME IN.

THEY'VE ALWAYS WORKED WITH THE CONTRACTORS THAT WE HAVE.

USUALLY EVERYONE THAT SHOWS UP ON OUR BID LIST IS ALSO SHOWING UP IN OTHER COMMUNITIES WHEN THEY'RE BIDDING.

SO WE ASK THE QUESTIONS, WE FIND OUT WHERE THEY'RE BIDDING.

WE TAKE SIMILAR PROJECTS THAT THEY'VE DONE THAT ARE ON THEIR REFERENCE LIST, AND WE CALL OTHER CITIES TO FIND OUT HOW THEY'RE DOING ON CURRENT PROJECTS AND HOW THEY'VE DONE ON PAST PROJECTS.

AND WE DO OFTEN WE WE CALL THROW OUT, WE DO GET RID OF THE LOW BIDDER IF THEY DO NOT MEET THOSE REQUIREMENTS.

BUT IF THEY DO MEET THOSE REQUIREMENTS, THEN A REALLY A LOT OF IT IS JUST MANAGING THE PROJECT AND STAYING ON TOP OF A LOT OF THOSE ISSUES THAT YOU HAVE CONCERNS OVER.

IF THINGS DO LOOK LIKE THEY MAY BE WORKING TOWARDS A CHANGE ORDER, WE MAKE SURE THAT IT IS SOMETHING LEGITIMATE THAT WE'RE ASKING FOR OR THERE'S A REASON WHY WE'RE DOING IT.

WE ALSO MAKE SURE THAT WE'RE NOT PAYING CHANGE ORDER PRICES.

SO I PRIDE MY ENGINEERS IN KNOWING HOW TO NEGOTIATE THOSE THINGS, HOW THEY CAN MAKE SURE THAT IF WE DO HAVE TO MAKE A CHANGE ON A PROJECT, THAT WE'RE PAYING PRICES THAT ARE CONSISTENT WITH BID COST FOR CHANGE ORDERS.

IF WE DO HAVE TO MAKE A CHANGE ON A PROJECT.

THE OTHER THING I WOULD ADD IS YOU'RE LOOKING AT THREE CONTRACTORS FOR A NUMBER OF REASONS.

ONE OF THE REASONS WHY THERE'S LOTS OF HIGH BIDS RECENTLY IS THEY HAVE ENOUGH WORK TO GO AROUND WITH ALL THE ARPA FUNDING THAT'S GOING ON WITH A LOT OF OTHER FEDERAL FUNDING AND STATE FUNDING OUT THERE.

THERE'S A LOT OF WORK.

WE'VE GOT A RECENT PROJECT WHERE WE'RE GOING TO HAVE TO REBID IT BECAUSE WE HAVE ONE BIDDER ON THE PROJECT AND THEY'VE SAID WE REALLY DON'T WANT IT.

WE PRICED IT HIGH BECAUSE WE HAVE A LOT OF WORK TO DO.

SO THAT'S ANOTHER THING WE'RE RUNNING INTO.

SO ON THIS PROJECT, I LOOK AT THIS AND I SAY, WELL, WE'VE GOT A LOW BIDDER THAT WE'VE CHECKED REFERENCES WE ARE FAMILIAR WITH, OUR ENGINEERS, COMFORTABLE WITH AND FAMILIAR WITH. AND IF WE DON'T GO WITH THEM AND WE GO WITH ONE OF THE OTHERS THAT WE'RE VERY FAMILIAR WITH, WE'RE GOING TO PAY AN EXTRA 5 OR $600,000 ON THE PROJECT ALREADY BEFORE WE EVEN START.

YEAH. AND BRANT, I DON'T WANT TO GET INTO ANY PARTICULAR TROUBLE, BUT YOU KNOW, FOR EXAMPLE, IF FLOW LINE DECIDES TO COME BACK AND ASK FOR MORE FUNDING, I'D LIKE IT TO BE ON A FULL AGENDA AND NOT CONSENT BECAUSE I'D LIKE IT TO BE DISCUSSED IN FULL AND OPEN.

CHANGE ORDERS, THOUGH, FOR THE MOST PART, ARE USUALLY SOMETHING THAT WASN'T COULDN'T HAVE BEEN FOUND OR KNOWN ABOUT DURING THE DESIGN, OR SOMETIMES THEY ALSO CAN BE THINGS THAT WE GET OUT THERE AND REALIZE THAT WITH THIS CONTRACTOR ON SITE, IT'S IN OUR BEST INTEREST TO DO SOMETHING THAT WE DIDN'T ORIGINALLY WANT TO DO.

MAYBE IT'S SOME EXTRA SIDEWALK WORK OR TAKE BACK A COUPLE OF EXTRA PANELS THAT WE WANTED.

THEY'RE IN BAD SHAPE, SO WE'RE GOING TO ADD THAT TO THE CONTRACT.
