HE ATTENDED MARCUS HIGH SCHOOL AND WAS INVOLVED IN THE JUNIOR ROTC FOR ALL FOUR YEARS, WHEREAS HE COMMITTED TO THE AIR FORCE DURING HIS SENIOR YEAR AND UPON GRADUATING IN 2015, WENT TO BASIC TRAINING IN SAN ANTONIO.

AFTER SERVING OUR COUNTRY OVERSEAS.

PARKER WAS STATIONED AT JOINT BASE ANDREWS IN MARYLAND AND SERVED ON THE PRESIDENTIAL DETAIL.

WHEREAS PARKER HAS A PASSION FOR TEACHING AND WAS GIVEN THE OPPORTUNITY TO RETAIN, RETRAIN INTO A DIFFERENT AIR FORCE SPECIALTY CODE AND IS NOW STATIONED AT LUKE AIR FORCE BASE IN ARIZONA, WHERE HE IS THE TRAINING MANAGER FOR F-35 F-15 MAINTAINERS.

PARKER'S NEXT DUTY STATION WILL BE IN SOUTH KOREA.

WHEREAS HE PLANS TO CONTINUE HIS CAREER IN THE AIR FORCE WHILE ALSO FINISHING HIS BACHELOR'S DEGREE IN EDUCATION AND TRAINING.

PARKER VISITS FLOWER MOUND OFTEN, AND HE STILL HAS FRIENDS AND FAMILY IN THE AREA WHO ARE EXTREMELY PROUD OF HIM.

THE PROPOSED ZONING CHANGE TO LAKESIDE CROSSING THAT WOULD PUT A 100 FOOT TALL BUILDING 150FT FROM OUR HOMES.

HOMEOWNERS BOUGHT THE LOTS IN BETWEEN 2018 AND AUGUST OF 2021 WITH APPROVED PLAN IN PLACE.

WE KNEW IT WAS A MIXED USE DEVELOPMENT AND BELIEVED WE KNEW WHAT THAT ENTAILED.

THE DEVELOPER PURCHASED FOUR PADS IN DECEMBER OF 2021 WITH THE SAME APPROVED PLAN IN PLACE.

THE COUNCIL HAS PREVIOUSLY DISCUSSED ADJACENCY ISSUES AND WAYS FOR HOMEOWNERS TO KNOW AND UNDERSTAND WHAT COULD BE BUILT NEXT TO THEIR HOMES WITH AN APPROVED PLAN IN PLACE.

WE THOUGHT WE KNEW.

WE THOUGHT WE WERE GETTING WHAT WAS APPROVED, NOT WHAT IS PROPOSED.

THE DEVELOPER'S OPINION IS THAT THERE IS NO DEMAND FOR A SMALLER 2 TO 3 STORY OFFICE BUILDING.

HOWEVER, THAT IS EXACTLY WHAT THEY SOLD LAND TO GS WEALTH MANAGEMENT TO BUILD A TWO STORY APPROXIMATELY 6000 SQUARE FOOT BUILDING ON LAKESIDE VILLAGE PARKWAY.

IN ADDITION, THE DEVELOPERS SEEM TO THINK THERE IS DEMAND FOR SMALLER SCALE OFFICE BUILDINGS.

JUST PRESENTED LAST WEEK AT PNC SPX 22 0016, THE NORTH HILLIARD COMMERCIAL PROPERTY HAS A SITE PLAN WITH THREE RETAIL BUILDINGS TO

THE FRONT ALONG 2499 AND FOUR ONE STORY OFFICE BUILDINGS TO THE REAR.

THERE IS RESIDENTIAL ADJACENCY TO THE NORTH THAT IS BEING CONSIDERED ALONG WITH COHESIVE ARCHITECTURE FOR THE WHOLE SITE.

THIS HILLIARD PROPERTY ALSO DEMONSTRATES ANOTHER POINT WITH RETAIL BUILDINGS TO THE FRONT AND OFFICE BEHIND THEM.

THE OFFICES WILL NOT HAVE VISIBILITY FROM 2499.

DEVELOPER FOR THE LAKESIDE CROSSING PROPOSAL SAYS THEY NEED VISIBILITY FROM 2499 AND THAT'S WHY THEIR BUILDING NEEDS TO BE SEVEN STORIES HIGH.

CURRENT BUSINESSES THROUGHOUT LAKESIDE THAT DO NOT FRONT 2499 HAVE SIGNAGE ALONG 2499 TO PROMOTE THEIR BUSINESS.

THOUSANDS OF BUSINESSES IN TOWNS AND CITIES ACROSS THE US HAVE BUSINESSES THAT DO NOT FRONT A MAJOR THOROUGHFARE.

THEY ARE STILL VERY SUCCESSFUL.

I DON'T KNOW ABOUT YOU, BUT WE DID NOT SELECT OUR CPA DOCTOR, DENTIST, REALTOR OR ANY OTHER BUSINESS BY THEIR PROXIMITY TO A HIGHWAY.

AS DEVELOPER WANTS TO DESTROY, THE APPROVED PLAN WAS SPECIFICALLY DESIGNED TO PRESERVE ALL THE SPECIMEN TREES WITH BUILDING AND PARKING STRATEGICALLY PLACED TO AVOID IMPACT TO THE TREES AND CREEK.

OF THESE SEVEN TREES.

THEY ARE ALL POST OAKS OF LARGE CALIPER.

THIS POST OAK IN PARTICULAR WOULD BE DESTROYED TO MOVE THE DUMPSTER OVER TO THE LEFT.

THE NATURAL CREEK AND GREENBELT THROUGHOUT THE CENTER OF LAKESIDE CROSSING IS A GREAT SELLING POINT FOR TWO SMALL OFFICE BUILDINGS.

THEY WOULD OVERLOOK THIS BEAUTIFUL AREA.

IN FACT, OUTDOOR SEATING AND PATIO STANDARDS WERE WRITTEN INTO THE DEVELOPMENT STANDARDS FOR PD 153 AND TO QUOTE, TO CREATE A SERENE OUTDOOR SPACE THAT BLURS CONNECTIVITY WITH INDOOR SPACES.

IN 2017, THEN MAYOR PRO TEM DON MCDANIEL POINTED TO THE DEVELOPER'S PERIPHERAL BUILDING AND PLAZA PLACEMENT TO MAINTAIN THE NATURAL CENTER.

AN OPEN PLAZA WAS DESIGNED BETWEEN EXISTING BUILDINGS ONE AND TWO TO CREATE A PEDESTRIAN CONNECTION TO THE CENTRAL OPEN SPACE.

IT WILL BE IMPOSSIBLE TO MAINTAIN THAT CONNECTION WITH A 100 FOOT BUILDING IN BETWEEN.

WITH THE TOWN WORKING TOWARDS CERTIFICATIONS AS A NATIONAL WILDLIFE FEDERATION COMMUNITY WILDLIFE HABITAT.

THIS AREA OF LAKESIDE CROSSING COULD CONTRIBUTE TO THAT.

THE TOWN'S WEBSITE STATES THAT EACH HABITAT CERTIFIED CONTRIBUTED CONTRIBUTES TO A MORE RESILIENT ECOSYSTEM.

ON THE OTHER HAND, THE DEVELOPERS PROPOSED 100 FOOT BUILDING.

BUTTING RIGHT AGAINST THE NATURAL GREEN SPACE POSES A SIGNIFICANT THREAT TO THE EPHEMERAL STREAM.

100 YEAR OLD POST OAKS.

NATIVE GRASSES AND NATURAL WILDLIFE HABITAT WITH A REDUCTION IN SUNLIGHT TO THE CREEK AND CHANGES IN WATER RUNOFF FROM THE MASSIVE FOOTPRINT.

A BUILDING OF THIS SCALE AND HEIGHT ALSO TRAPS HEAT AND POLLUTANTS.

SEC MEMBERS HAD MULTIPLE CONCERNS ABOUT THE EFFECTS OF THIS PROPOSAL AND HAVE TOLD US WE ARE WELCOME TO QUOTE THEM IN ANY PRESENTATION.

THE QUESTION HAS BEEN RAISED ABOUT WHAT COULD BE BUILT ON THESE TWO PADS.

WE HAVE CHOSEN LAKESIDE CROSSING TOWNHOMES, WHICH SEEMED LIKE A PERFECT LOCATION.

THAT DECISION WAS MADE BASED ON OUR UNDERSTANDING OF THE TOWN'S HISTORY OF CONFORMITY AND COMMITMENT TO THE QUALITY OF LIFE FOR ITS RESIDENTS.

WE APPRECIATE THE ORIGINAL ZONING THAT ADHERES TO THE TOWN OF FLOWER MOUND STANDARDS, FOCUSING ON THE TOWN'S COUNTRY, ATMOSPHERE, VISION AND CONTINUED SUPPORT AND CONCERNS FOR ITS RESIDENTS LIFESTYLE.

THIS COMMITMENT IS SHOWN IN THE ORIGINAL ZONING PLANS FOR THIS AREA AND THEN AGAIN WHEN THE CURRENT ZONING PLAN WAS APPROVED IN MAY 2017 AND REAFFIRMED IN JULY 2021 TO ADDRESS A FEW POINTS THE COUNTRY ATMOSPHERE, A SEVEN STORY, 100 FOOT REFLECTIVE GLASS RECTANGULAR BUILDING DOES NOT FIT IN THE COUNTRY ATMOSPHERE.

IT WILL BE A SOLO BUILDING STICKING OUT LIKE A SORE THUMB.

LASTLY, TO FOCUS ON COMMERCIAL LEASING IN GENERAL, THE DALLAS MORNING NEWS STATES OFFICE LEASING IS FALLING.

THE BATTERED OFFICE BUILDING SECTOR IS STILL STRUGGLING TO GET WORK BACK IN BUILDING AND BUSINESSES TO SIGN A LEASE.

IT INDICATES THAT THERE'S A CONTAMINATION WHICH FURTHER WHICH REQUIRES FURTHER TESTING.

I HAD SOME OPTIMISM AND FAITH THAT SOME NEW SOLUTIONS WOULD BE PRESENTED AT THE MEETING ON JULY 13TH.

THE ONLY NEW SOLUTION ON TOMMY DALTON'S PRESENTATION WAS ON SLIDE NUMBER TEN UNDER SEWER EXTENSION, WHICH STATED, NUMBER THREE, DO NOTHING, DO NOTHING WAS A BULLET POINT, NUMBER THREE.

TO THINK THAT THIS WAS EVEN AN OPTION, THE TOWN CONSIDERED, AFTER ALL THE INFORMATION WE HAD BROUGHT FORWARD, IS REPULSIVE.

A CHEAP COP OUT FOR THE TOWN NOT TO SPEND ANY MONEY ON NECESSARY IMPROVEMENTS FOR OUR NEIGHBORHOOD.

WE HAD 18 APPLY AND AS YOU KNOW, THEY ALL MADE PRESENTATIONS TO YOU ALL AT COUNCIL MEETINGS ON JUNE 5TH AND JUNE 19TH.

THOSE APPLICATIONS AND THOSE PRESENTATIONS WERE REVIEWED BY OUR NEWLY APPOINTED SEVEN MEMBER COMMITTEE, A COMMUNITY SUPPORT COMMITTEE.

THAT COMMITTEE CONSISTS OF REPRESENTATIVES FROM VARIOUS DEPARTMENTS, INCLUDING POLICE, FINANCE, LIBRARY, PARKS, ENVIRONMENTAL SERVICE AND THE TOWN MANAGER'S OFFICE. SO THAT COMMITTEE MET ON JULY 7TH TO DISCUSS THESE APPLICATIONS AND MAKE FUNDING RECOMMENDATIONS FOR THE COMMUNITY SUPPORT PROGRAM.

SO THIS SLIDE PROVIDES AN OVERVIEW OF WHAT THOSE RECOMMENDATIONS ARE FOR THIS YEAR.

SO THOSE COMMUNITY MEMBERS, THOSE COMMITTEE MEMBERS, LIKE I SAID, REVIEWED APPLICATIONS AND PRESENTATIONS TO MAKE THEIR DECISIONS.

SPECIFICALLY, I WANTED TO LET YOU KNOW THAT THEY FOCUSED ON THE STATS REQUESTED IN THE APPLICATION REGARDING SERVICE LEVELS PROVIDED TO FLOWER MOUND.

WE UNDERSTAND THAT THESE ORGANIZATIONS HAVE VALUABLE MISSIONS THAT SERVE THEIR COMMUNITIES.

HOWEVER, WE WANTED TO SPECIFICALLY FOCUS IN ON WHAT ARE THEY DOING FOR THE TOWN OF FLOWER MOUND.

SO ON OUR COMMUNITY SUPPORT SOCIAL SERVICE APPLICATIONS, WE REQUEST A NUMBER OF SERVICES PROVIDED TO TOWN RESIDENTS AS WELL AS THE PERCENTAGE OF THEIR SERVICES PROVIDED TO TOWN RESIDENTS.

FOR THE ARTS ORGANIZATIONS.

WE SPECIFICALLY LOOK AT THE NUMBER OF TOWN RESIDENTS INVOLVED IN THEIR ORGANIZATION AND LIKE A VOLUNTEER PERFORMANCE ROLE, AS WELL AS A NUMBER OF PERFORMANCES HELD IN THE TOWN AND THE PERCENT OF ATTENDEES WHO ARE RESIDENTS OF THE TOWN.

SO THAT'S KIND OF WHERE WE BASE MOST OF THOSE FUNDING DECISIONS.

I DID WANT TO PROVIDE YOU ALL WITH KIND OF A FIVE YEAR LOOK AT THE COMMUNITY SUPPORT PROGRAM JUST AS A COMPARISON AS WELL AS A COMPARISON BETWEEN THE REQUESTED AMOUNTS AND THEN THAT MAX BUDGET THAT IS ESTABLISHED AS PART OF THE GUIDELINES FOR THE PROGRAM.

SO WE DID KIND OF TAKE THE BASE BUDGET FROM LAST YEAR AND MOST ORGANIZATIONS WILL KEEP THAT THE SAME OR REQUEST AN INCREASE.

SO FOR THOSE REQUESTING AN INCREASE, WE DID THINGS LIKE COMPARE, OKAY, HOW MUCH HOW MANY SERVICES WERE PROVIDED LAST YEAR VERSUS THIS YEAR? IF WE SAW AN INCREASE IN THOSE SERVICES, THEN WE COULD JUSTIFY POSSIBLY INCREASING THEIR AMOUNT.

HOWEVER, THE COST PER UNIT OF SERVICE IS SOMETHING THAT WE ARE CONSIDERING ADDING TO THE APPLICATION NEXT YEAR.

SO WE JUST HAVE A MORE QUANTIFIABLE LOOK AT WHAT ARE THEY DOING FOR US.

SO IT IS KIND OF AN ONGOING PROCESS, BUT THAT'S KIND OF THE MAIN THING.
