SPECIAL GUEST Mayor Laura Maczka of the City of Richardson Discuss district/at-large seats and terms limits as structured by the City of Richardson The Richardson City Council consists of the Mayor, two at-large seats and four place, or district, seats. Though members representing Place 1 thru 4 must reside in those areas, all members of the City Council are elected at-large by voters. All City Council seats carry two-year terms, and are up for election during May of every odd year. Term limits for membership on the City Council are limited to 6 terms, or 12 consecutive years
Discuss the Town’s Code of Ethics, Chapter 171 of the Texas Local Government Code, and Section 11.03 of the Town Charter (Personal Interest) as it relates to conflict of interest, including but not limited to, definitions associated with development agreements or contracts.
Discuss Section 7.16 (Election Required for Municipal Utility or Public Improvement) and Section 7.17 (Election Required for Certain Public-Private Partnerships).
Consider adding language in the Charter that gives the power to the Council to designate where the administrative offices, including Town Hall, should be.
Discuss single member district seats for the purpose of promoting representation on Town Council from far west and far east of Flower Mound.
Discuss the possibility of a change to term limits that would allow a Council member to run for Mayor, and if elected, would reset the term limit clock.
Discuss the possibility of board and commission members adhere to the same term limits as required of the Town Council. In addition, discuss members serving on duplicate boards, commissions, or committees.
Discuss Section 3.05 of the Town of Flower Mound Charter: a. Discuss whether the Council and public review process associated with the not to exceed amount of $15,000 as authorized by the Mayor to the Town Manager to sign all contracts is sufficient. In addition, whether the amount of $15,000 is sufficient. b. Discuss whether the Mayor should have a casting vote for all matters coming before the Council, and not just in case of a tie vote.
Discuss whether the Arts should be separated from the Parks and Library Services Board (Sec. 8.04 of the Town Charter).
